The Office of Policy and Research (OPR) serves as the research and evaluation arm for the Assistant Secretary for the Employee Benefits Security Administration, who is responsible for overseeing private benefit plans that hold over $5 trillion in assets. The economists in the office serve as technical experts on economic issues relating to private employment-based health and pension benefits and investment of these assets, and assist the Office Director in the application of economic theory and analysis to policy, legislative and regulatory issues.

OPR is anticipating openings for two economists (Ph.D. preferred), salary range GS-11/13 (depending on qualifications), pending budgetary approval. Official job applications will need to be made through .

With the recent passage of health reform and as lessons continue to be learned from the recent financial crisis, employers’ evolving role in structuring their health and pension packages will be of critical importance. Examples of current and future research topics include the impacts of health care reform provisions, annuities as secure retirement options in 401(k) plans, estimating the price elasticity of demand for health insurance, and methods for improving financial decision making.

Applicants should have a strong background in applied microeconomics, labor, public, health, or financial economics, and an interest in applied policy-relevant research on employee benefit issues. Knowledge of or interest in health policy, statistics, and/or financial services would be beneficial.
