Immediate opening for Evaluation Researcher to lead and conduct full range of health arena evaluation studies, portfolio analyses, and management studies. Must be able to develop evaluation designs and logic models, evaluation plans/schedules, identify interim and final intervention impact and outcome measures, define process documentation requirements, and collaborate on development of quantitative survey instruments and qualitative interview guides. Familiarity with preparation of OMB Clearance packages a plus.
Evaluator will participate in client meetings to discuss and clarify study requirements, regularly report progress and identify issues and solutions, and perform client presentations and preparation of reports on findings, conclusions and recommendations; may also participate with NIH Program Officials and grant principal investigators in statistical and qualitative (Stata, ATLAS.ti) analysis of data, development of presentations, and preparation of publications.
Successful candidate will have Master’s and 5 years experience or PhD and 3 years experience, excellent writing and presentation skills, full range of demonstrated evaluation experience, preferably in health research and delivery programs. Prefer demonstrated experience in conducting NIH evaluations and in using NIH systems to perform portfolio analyses and management studies. The incumbent will serve in a pivotal position on the Government Business and Emerging Markets (GBEM) team. This senior member of the Federal Programs team is responsible for enhancing the enterprise’s efforts related to the research, development, introduction and operational implementation of solutions in the public (federal and state) health care space, as well as furnishing consulting services related to coordination of efforts within the Government Business and Emerging Markets and Commercial and Existing Business Markets Divisions. This will include efforts related to several wholly owned subsidiaries and public-oriented enterprise investments that are not wholly-owned. The ideal candidate will have a progressive and highly visible track record of accomplishment in the areas of planning, business development, industry relations, communications, team and consensus building financial analysis and regulatory compliance. The incumbent must possess a thorough knowledge of public health insurance and delivery programs including extensive familiarity with the payment methodologies, regulatory environment and related processes. The incumbent may be directly involved in the assessment, development, implementation or enhancement of new business alliances or acquisitions involving the enterprise’s public programs. She/he will be instrumental in conducting research, modeling, performing impact analysis and assisting in the review of information that will translate into products and programs for older adults, children and other public program participants, the professionals that serve them and the payers that authorize the programs.
As such he/she is responsible for coordinating with GBEM leadership including the President, GBEM, GBEM Chief of Staff, the GBEM Market Strategist and product specific leads to identify and create opportunities for the enterprise to position itself with either unsolicited or responsive solutions to market opportunities. The incumbent will also have the opportunity to lead certain start-up initiatives through to implementation.
Job Duties & Responsibilities
- Support the President, GBEM, Senior Vice President, Federal Programs and GBEM leadership to achieve the goals set forth for the government lines of business.
- Coordinate the design, development, quantification, implementation, interpretation and management of the enterprise support needs for providing useful, actionable information that supports GBEM and enterprise.
- Directs and coordinates research and development activities for organizational products, services, or ideologies: Plans and formulates aspects of research and development proposals.
- Develops and implements methods and procedures for monitoring projects, for example preparation of records of expenditures and research findings, progress reports, implementation/project plans, and resource assessment.
- Contribute to the development, configuration, implementation of the health benefits and care management systems in support of public programs.
- Develop recommendations regarding new programs to meet the Centers for Medicare and Medicaid Services, Veteran’s Affairs, military health services, state and other public health program requirements.
- Provide assistance in financial model development, oversight and reporting to Enterprise for the Medicare , Medicaid and other public program oriented lines of business.
- Assist the Federal programs Group in planning and positioning for future expansion of its role in financial integrity activities in support of public programs.
- Provide project direction, development and management for GBEM to ensure market competitiveness and responsive product development and placement.
Job Qualifications
Education
- Master’s degree in business, health care or related field required
Experience
- 10+ years experience in the health insurance industry required
- Proven management responsibility with 15+ years health economics experience in managing projects with a successful level of achievement in public programs or programs geared toward seniors, veterans or disabled populations
- Previous experience budgeting and estimating resources needs for operational activities
- Previous experience creating, leading and supervising departments with successful performance outcomes in public programs including the ability to identify key strategic performance measures for success
- Demonstrates proficiency in health economics analysis and modeling
- Demonstrates understanding of statistics, health services research and the ability to apply the principles, concepts, practices and standards related to health economics and reimbursement.
Skills/Certifications
- Demonstrated proficiency in navigating the regulatory and economic demands of public programs
- Thorough knowledge and understanding of state and federal programs and related requirements such as Medicare and Medicaid
- Direct experience in negotiating or presenting materials or programs to or on behalf of government entities
- Proficiency in project management, problem solving, solution development and implementation
- Proven ability to capitalize upon business relationships and coordinate multiple divisional interfaces and capabilities
- Proven experience with incorporating public healthcare program requirements into program design and operation

The Health Systems Program in the Department of International Health is establishing a tenure-track faculty position that will contribute to core areas of teaching, research and evaluation. Social scientists with a strong interest in communities or experts in complex systems, with a particular focus on the application of systems science to health systems research and evaluation are encouraged to apply. Both these fields were identified in the Program’s strategic planning as rapidly emerging areas in which the Program wished to expand competencies.
Eligible candidates should have a doctoral level degree in social sciences such as sociology, medical anthropology, political science, policy, or public health, or in sciences related to the analysis of complex systems, or implementation and evaluation sciences, particularly as applied to health systems. The candidate should have experience in conducting research or evaluation of health systems in low- and middle-income countries. A track record of research and publications in these areas is essential. Experience of providing policy and technical advice is desirable, as is the ability to work effectively in a foreign language. Preferred candidates should be effective communicators in both written and verbal form.

The Social and Behavioral Interventions (SBI) Program of the Department of International Health proposes to recruit one full-time tenure track member at the Assistant or Associate Professor level with expertise in the design, implementation and evaluation of behavior change and community-based interventions in low and middle-income countries, including formative research and process evaluation. Research areas of interest include implementation of behavioral and community-based interventions in areas with the greatest burden of disease across a variety of areas. These include but are not limited to 1) improving maternal health and early child health outcomes, 2) improving water and sanitation, 3) reducing health disparities, 4) prevention and control of infectious diseases, and 5) effectiveness, sustainability and implementation at scale of behavioral and community-based interventions. Experience in conducting qualitative research, formative research and process evaluations, application of theory and research findings to the design of public health programs and interventions, and the ability to work effectively in one or more foreign languages, are assets.
Required qualifications are an earned doctoral degree in a social science discipline (Psychology, Sociology, Anthropology) or Public Health (with specialization in applied social science, or related field); a minimum of 3-years experience in public health research or practice in lower and middle income countries during or after doctoral studies; at least five articles published or accepted for publication in peer-reviewed journals, two or more with the candidate as first author; potential to contribute to courses offered by the SBI Program; experience in teaching or training; and ability to generate research funding.
Responsibilities include establishing an independent research agenda through extramural funding, teaching, advising in the graduate program, and service to the community and field of public health.
