Project/Proposal Summary:

The Iraq Primary Health Care Project will provide support to the Iraqi Ministry of Health to achieve its strategic goal for better quality primary health care services by strengthening the primary health care delivery system in Iraq. This is a four year initiative expected to begin in September/October 2010.

Position Summary:

The Director for Health Systems Management will serve as the team leader, managing activities to strengthen supportive management systems and processes for clinical care as well as expand effective community partnerships for primary health care.

Responsibilities:

  • Manage all staff and activities related to health management systems and community health outreach programs across 360 clinics nation-wide;
  • Ensure high-level of quality control and standards of health service delivery:
  • Lead capacity-building efforts with Ministry of Health (MoH) related to public health quality and standards of implementation, including the creation of a Primary Health Care Leadership and Management Training Program;
  • Lead development of quality standards and operation guidelines manual to be used by MoH and and clinics
  • Lead the development of a primary healthcare patient records system;
  • Lead the development of a patient’s rights’ statement and community outreach approach for public health clinics;
  • Provide the MoH with technical support and guidance in creating a National Technical Advisory Group (TAG) for primary health care;
  • Write quarterly progress reports related to the development of health systems management and community outreach activities;
  • Work closely with the M&E team to ensure on-going and rigorous tracking of activity progress;.
  • Report directly to the Chief of Party on project activities and progress.

Qualifications:

  • At least 5 years of relevant management, supervisory, and technical experience working in complex development programs related to primary health care performance improvement
  • Demonstrated technical expertise in one or more relevant areas for institutional capacity-building (such as health administration/management, modern quality improvement methods as applied to health management practices, health facility management, medical records management, human resource management and development, etc.)
  • Minimum of a Masters Degree in a relevant field, such as public health, health administration, nursing, medicine, etc.
  • Proven capacity in building and effectively supervising a diverse team of employees
  • Demonstrated effective interpersonal skills, leadership, creative problem-solving and ethical management
  • Prior experience working with international donors and knowledge of Federal Government policies and procedures preferred
  • Excellent oral and written communication skills
  • English language fluency is required
  • Knowledge of Arabic and experience in the Arab world is desirable but not required
