Location: Asia

RTI International is seeking Chief of Party candidates for a health sector reform project in Asia. The project provides technical support to the Ministry of Health in carrying out its health reform agenda. The project’s key objectives include: (1) strengthening the health services providers and facilities; (2) improving procurement and management of medicines; (3) formulating health policies which facilitate health reform; (4) enhancing health financing to reduce burden to the poor; (5) encouraging social inclusion; (6) improving financial management capability; (7) promoting public-private-partnership; and (8) increasing aid effectiveness. The goal is to reduce morbidity and mortality, particularly mothers and children, by ensuring accessible, affordable, equitable, quality health care services for all citizens.

The successful candidate will be a part of RTI’s Center for International Health (CIH). The Center implements broad-based programs in health systems and finance, health policy and research, health governance and public private partnerships, and infectious diseases. This position offers excellent opportunities for professional growth and long-term advancement at the Institute.

Responsibilities:

  • Serves as RTI’s key liaison to DFID, government counterparts, local organizations, other stakeholders and program partners. Ensures a high level of communication and close working relationships with DFID and national-level institutions including the Ministry of Health.
  • Provides strategic leadership and technical and managerial direction for the successful implementation of the project.
  • Responsible for the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff.
  • Interfaces regularly with DFID on management and decision-making. Ensures that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
  • Develops and implements annual program work and performance milestone plans and negotiates an agreement of those plans with DFID and other partner organizations.
  • Ensures the timely and quality completion of all program technical and financial deliverables and reports in accordance with DFID guidelines.
  • Provides leadership and direction to the Project Management Group.

Qualifications:

  • A Masters degree in public health, health systems management, or health policy, finance, planning or governance or an advanced degree in a related field plus 14 years of experience implementing public health programs in Asia; Medical Degree is a plus.
  • 8-10 years experience managing and leading technical and administrative teams for donor-funded health projects, including at least ten years of work experience in Asia.
  • Demonstrated knowledge of DFID rules and regulations, gained through prior experience working on DFID-funded health projects.
  • Demonstrated senior-level expertise in health sector management including SWAp, health service delivery, health governance, or health policy with a strong knowledge of RF/FP, MCH and/or nutrition.
  • Proven ability to negotiate and influence policy and program decisions with senior government and donor stakeholders.
  • Experience in client relationship management, developing program work plans, developing program budgets, managing implementation, managing a large staff, and fielding and managing STTA.
  • Strong organizational and interpersonal skills and ability to manage a large team team-oriented setting.
  • Strong oral and written communication skills in English required.
