Senior Development Specialist - Health: DAI Washington

Job Description:
The HIV/AIDS and Livelihoods area is recruiting a senior staff member to contribute to DAI’s HIV/AIDS and livelihoods technical area.
General Responsibilities:
Contribute to the development of the HIV/AIDS and Livelihoods technical area. Provide intellectual leadership on new business initiatives and projects involving emerging HIV/AIDS prevention, economic strengthening, the private sector provision of health services, health systems strengthening among other health related issues. Play a pivotal role in building a world class international health sector that draws upon the company wide resources in agriculture, enterprise development, water, sanitation, natural resource management, post conflict and disaster response and governance.
Technical:
Areas of specialization can include, but are not limited to the following:
- Provide technical assistance and advice HIV/AIDS and livelihoods/economic strengthening projects - Ethiopia Urban Gardens, ROADS To a Healthy Future, Cambodia SAHACOM and Rwanda Eco-tourism.
- Work with the HIV/AIDS team to address explicitly the public health aspects of urban gardens, enterprise development, ag extension service, value chain and other market development programs aimed at assisting HIV/AIDS affected populations, especially orphans and vulnerable children and youth.
- Help articulate DAI’s livelihoods work to a more health focused audience.
New Business:
These responsibilities cover both short-term, 2010 opportunities and long-term, health sector growth objectives including:
- Contribute strategic and technical proposal input on the following high priority 2010 and 2011 bids - Kenya APHIA rebid, Tanzania OVC and other bids as they emerge.
- Ability to lead DAI’s HIV/AIDS and Livelihoods team into adjacent areas of its work which may include private sector provision of health care services, health system strengthening. Lead these new proposals or contribute substantially to their design and development.
- Develop, foster and reinforce collaboration with other sectors of DAI that have linkages and capabilities related to health such as food security, food safety, water and sanitation and governance. Participate in inter-sector proposals and teams.
Knowledge Generation and Outreach:
These responsibilities capitalize on the capacity to generate and sustain new networks, new approaches to DAI’s health work and creative ways to manage and disseminate knowledge derived from DAI work:
- Develop and undertake outreach activities with professional journals, associations and international public health institutions to publicize successful DAI projects and technical approaches.
- Serve on high-visibility professional working groups, panels and committees. Write, publish and present technical reports.
- Identify, hire and mentor junior and mid-career professionals to build DAI’s capacity to deliver technical excellence and compete effectively for new business.
- Link DAI to new partners, including donors, potential subcontractors, strategic alliances with foundations, associations particularly in developing and emerging market countries.
- Seek out new technologies and applications that are scalable, cost effective and address critical animal and human health problems. Apply those technologies in field-level programs.
Basic Qualifications:
- MA/MPH/PHD/MBA in public health, epidemiology, health economics or related discipline; someone with a MBA/MPH would be highly desirable.
- Between 10—15 years in global public health issues and international development, particularly as they relate to HIV/AIDS prevention, treatment and care, private sector health service provision and health economics.
- Interest and understanding of the intersection between global health and economic development.
- A strong understanding of PEPFAR wraparounds for economic strengthening, private sector provision of health services and workplace prevention programming.
- Strong writing and communications skills, strong proposal writing and management skills; good presentation skills and experience.
- Ability to work independently and as part of a small team.
- Experience with USAID and PEPFAR is essential.
- Overseas project and professional experience essential.
- Willingness to travel up to 25% of the time.
