Head of Health Economics

Location: Osaka (HQ) or Tokyo, Japan
Reports to: Head of Strategic Planning, Business Development & Market Access
Direct reports: Two (Located in Tokyo)

Job Description

A Head of HEOR is sought for Bayer Schering Pharma’s affiliate in Japan to establish an HEOR organisation in Japan to complement a seasoned Pricing and Reimbursement Team to be located in either Tokyo or Osaka.

You will be responsible for Health Economics and Outcomes Research for our entire portfolio. This new position reports to the Head of Strategic Planning, Business Development & Market Access.

Integrated in Bayer’s Global Market Access, HEOR will play a key role in solidifying our market position, amidst changes in the pricing & reimbursement environment in Japan.

The ideal candidate is expected to make a positive contribution to the HEOR field in Japan and work closely with Global HEOR in Europe and New Jersey, USA. Initially, there shall be two direct reports.

Key job responsibilities include, but are not limited to:

  • Steer market access activities (e.g. KOL development, advisory boards, epidemiology, economic modeling, publications, negotiations, etc.)
  • Develop and lead HEOR projects and implement evidence-based market access for new products and defense strategies for key marketed products.
  • Serve as principal HEOR liaison with Global Market Access in Europe, the USA, Asia-Pacific and at alliance partners.
  • Generate expert recommendations, reports, publications, etc. for internal and external communication, to assist negotiations and drive product utilisation.
  • Work closely with brand marketing teams and other functional areas (i.e., Pricing, Advocacy, Medical Affairs, Clinical, Project Management, Sales) to develop value and pricing strategies.
  • Train, educate and coach. Establish a solid HEOR organization and culture in Japan, leveraging best practices from other regions.
  • Engage external stakeholders in academia, pricing authorities and payers.

Requirements:

The candidate must have solid HEOR academic qualifications and experience:

  • In-depth knowledge in key HEOR principles, models and tools, interpretation of clinical results and communication.
  • Ability to manage multiple projects across functional areas, and work independently when appropriate, in teams and as a sub-team lead.
  • Sensibility to and working experience in a multi-cultural environment.
  • Experience in managing external consultants, academia and vendors on a day-to-day basis and managing budgets.
  • Prior experience in a global Market Access function is essential: a minimum of 6 years of relevant experience in health economy, outcomes or Pricing & Reimbursement in HTA-driven markets.

Other Requirements:

  • English Language. Japanese, while appreciated, is not a key requirement.
  • Academic degree required, MPH preferred.
  • Strong organization, planning and prioritization skills.
  • Excellent communication and presentation skills.
