Health Economics and Pricing Manager

Location: Toronto, Ontario, Canada

Description

Objective:

Provides a high level of contracting support to the Regional Market Access Managers, Director of Government & Economic Affairs, home office market access colleagues, commercial team members and/or the executive team, with an intense focus on developing strategy, negotiation, analyzing, and managing all aspects of contracted arrangement with Canadian public and private (managed plan) segments. This position includes developing contract strategies, analyzing volumes, market share trends, rebate payments, and ensuring contract compliance/performance with all level of customers, including hospital buying groups and tenders. This position is also responsible for ensuring requisite PMPRB reporting is completed in line with the legislated reporting requirements.

Responsible for overall scientific design, data interpretation and reporting of HEOR studies that communicate the value of the product to Canadian payers, including contracting with local Canadian vendors to ensure the studies are completed and meet Canadian payer (HTA user) requirements. Will work with the Market Access Strategy Managers in the home office to ensure that HEOR / HTA analyses clearly articulate the value to payers that aligns with the payer-relevant clinical-positioning in the reimbursement dossier.

Accountabilities:

Pricing:

  • Propose and develop then support the regional Government Affairs Managers in negotiating contracts with public and private payers in Canada to achieve favorable economic and/or strategic terms in a transaction. Anticipate and interactively discuss scientific, legal, financial and business issues with representatives from those groups to ensure that business deals meet or exceed the requirements of the corporation and the department.
  • Initiate, develop, and execute pricing and contract strategies that relate to competitive products and new entrant’s market position and formulate a competitive response that ensures financial goals are met. This must complement the organization’s marketing platform for strategic positioning of all products.
  • Initiate the analyses of profitability for all commercial contracts. Output from these efforts is directly incorporated into the Profit and Loss statements.
  • Work directly with the GEA team and with Sales and Marketing Directors to evaluate and recommend effective contract strategies, analysis, negotiation, and pricing tools and strategies for all current and future products.
  • Responsible for presenting business, financial and legal reasoning to regional GEA Managers.
  • Ensure all legal obligations with respect to PMPRB reporting are met. Ensure, when required, that free goods are provided into the market so as to maximize the commercial value of the offer.
  • Support Key Accounts/ Sales in the administration and management of all contracts and tenders with buying groups.

HEOR:

  • Actively advocate for Canada’s unique needs as a member of the GHEOR taskforce to ensure local market conditions are appropriately represented and addressed.
  • Perform analyses, refine analyses plans, and provide results on large or small databases with equal ease and use essential and innovative skills appropriate to the situation. Analyze epidemiological database to evaluate prevalence of diseases and burden of disease.
  • Design and develop pharmacoeconomic models for presentation to formulary approval committees of health care plans using techniques appropriate to the therapeutic area and the payer. Provide economic perspective to include humanistic outcomes in the economic cost-effectiveness and cost-utility analyses.
  • Prepare HEOR study protocols and reports, including use of appropriate outcome measures, preparation of statistical analysis plans (SAPs), and development of cost models that optimally support the products value and ensure ideal formulary listing
  • Present health outcomes projects and information to groups internal and external to the company, including regulatory authorities, key opinion leaders, physicians, and medical and outcomes research conferences.

Qualifications

Education, Experience and Skills:

Education and Experience:

  • PharmD, MD or Master’s degree required.
  • 5 years of pharmaceutical industry experience including contracting, pricing, economic data analysis and/or outcomes research.
  • 3 years of experience in health economics and managed care pricing
  • Ability to effectively communicate with individuals in multiple functions at all levels across the business.

Desired:

  • Master’s Degree in business administration or other related field is strongly preferred.
  • Equivalent experience in related industries or fields (consulting on healthcare issues, private or public payer experience) may be acceptable.

Physical Demands:

  • Manual dexterity required to operate office equipment (i.e. computers, phones, etc.).
  • Carrying, handling and reaching for objects.
  • Ability to sit or stand for long periods of time while traveling.

Travel Requirements:

  • Willingness to travel to various meetings or client sites, including overnight trips. Some international travel may be required.
  • Requires approximately 20% travel.
