Team Leader, Health Economist

Project:

Cost-Efficiency study of two alternative mechanisms for delivering BPHS in Afghanistan: contacting-out and public sector strengthening mechanisms

Objectives:

  • to examine the comparative cost-efficiency of NGO contracting-out and strengthening mechanisms for delivering Basic Package of Health Services
  • to build capacity of the Ministry of Public Health in costing and economic analyses of health services
  • to cost the inputs of the implementation of the BPHS in select provinces supported by donors (Usaid, EC, WB) and the MoPH.

The Team Leader will be assisted by an international junior expert and by Afghan experts (profiles will be defined at the inception of the mission).

Qualifications:

The team leader has to interact with a variety of stakeholders, ranging from Ministry Officials to NGOs representatives to technical staff i.e. in the UN family and donors. Given the above s/he has to compound strong technical background in health financing together with diplomatic skills.

Technical expertise mandatory:

  • Good analytical skills
  • Well conversed in data analysis including experience in analyzing survey data sets.
  • Work experience in Afghanistan in the health sector
  • Demonstrable knowledge of Primary health Care packages elsewhere in developing countries
  • Versed in issues involving health care finance and public finance in general.
  • Previous experience with similar type of studies.
  • Excellent drafting capacities coupled with excellent command of the English language.

Qualifications and general professional experience:

  • Education: University degree in Economics / Healthcare Financing / Health Economics or related fields.
  • 10 years experience in the field of Public Health / health financing. Focus on heath financing has to be predominant.

Skills:

  • Managerial skills as far as orienting a mission, analyzing complex situations, relating with multiple stakeholders over a limited duration of time, drafting possible and feasible scenarios.
  • Capacity to adapt to hard working conditions.
  • Excellent drafting capacities in English.
