The mission of the Gates Foundation’s Global Health Program (GHP) is to help ensure that lifesaving advances in health are created and shared with those who need them most. To date, we have committed nearly $10 billion in global health grants to organizations worldwide. The focus of our grants is to:

  • Discover new insights to fight serious diseases and other health problems affecting developing countries.
  • Develop effective and affordable vaccines, medicines, and other health tools.
  • Deliver proven health solutions in developing countries.
  • Advocate for more and better resources and policies to support the introduction and uptake of new and existing health technologies.

The Senior Program Officer (SPO), Global Health (GH), Delivery, will be responsible for financial and economic analysis of Foundation and grantee programs. This will require construction and use of financial and economic models in health care, data collection and verification and using simulation and sensitivity analysis.

This position will require expertise in a variety of economic tools and approaches to inform decision making in health including: costing, cost benefit and cost effectiveness analysis and cost utility analysis. Experience in constructing decision tree models and addressing uncertainty using Monte Carlo and other methods is required. A deep understanding of approaches to model financing flows in health is required as well.

The SPO will need to be able to both build and operate financial and economic models per the above but also develop and manage a portfolio of grants and contracts that will address economic and financial modeling issues pertaining to GH priorities. This will require the SPO to collaborate closely with Global Health staff from other divisions to address the economic and financial questions relevant to each group.

In some groups the question will revolve around understanding the costs of planned program. In others, there may be challenging issues around the cost effectiveness of interventions in a portfolio. In addition to solid economic and financial modeling skills, the PO/SPO will have significant experience in and knowledge of country level health care financing issues including National Health Accounts.

This position will be based in Seattle, Washington.

Responsibilities:

As part of a Foundation-wide effort to support improved development, introduction, scale-up, and sustained access to critical health innovations, the SPO will:

  • Develop and maintain a number of economic models and analytic activities to support decision making in the GH Delivery team.
  • Develop and manage a work program including contracts and grants that will provide high level analytic support to the GH Delivery program in the area of health economics and financing.
  • Work with grantees and partners to assess and address economic issues critical to grantee and program success.
  • Help develop GH Delivery portfolio in country level resource tracking and National Health Accounts.
  • Review letters of inquiry, grant proposals and work with potential grantees to develop proposal summaries for submission to foundation leadership. Collaborate with team members to manage internal grant processes, portfolio progress and grant budget planning.
  • Represent foundation interests related to global health policy, economics, and finance priorities and build relationships with appropriate partners to support the foundation’s global health goals.

Qualifications:

  • Advanced degree in Health Economics, Public Policy, Health Policy or related field - or equivalent combination of education and experience (PhD preferred).
  • A minimum of 8 years experience in health economics with a focus on quantitative methods and evaluation of healthcare issues in developing countries. Experience with National Health Accounts methods and methodologies.
  • History of involvement and knowledge of global health issues and institutions.
  • Knowledge of and work experience in developing countries and language skills (French preferred) is a plus as is country experience in India, Nigeria and Ethiopia.
  • Experience developing and managing projects requiring internal and external collaboration
  • Demonstrated ability to work with efficiency and diplomacy, particularly as part of a team effort.
  • Ability to travel up to 30% domestically and internationally.
