Programmer Analyst - Division of Health Policy

General Purpose:

Provide STATA/SAS/EXCEL programming and data analysis assistance to study on economic evaluation of drug abuse treatment and HIV prevention services for pregnant women, as well as other studies, in the Division of Health Policy at the Yale School of Public Health.

Position Description:

  • Under the direction of the Principal Investigator and Project Director/Coordinator, write and run SAS, STATA and EXCEL programs to analyze data, error check data and meet user requests for subset STATA/SAS/EXCEL/ACCESS datasets.
  • Create, maintain, edit, update and document STATA/SAS/EXCEL/ACCESS databases for several ongoing studies. Coordinate all data management in conjunction with other study personnel and act as point person for ensuring quality and integrity of data. Manage the integrity of research databases, all data input and any issues that arise. Ensure data quality control and oversee data analysis with direction of PI and Project Director/Coordinator.
  • Write, test and debug STATA/SAS/EXCEL programs to create large STATA/SAS/EXCEL/ACCESS databases resulting from studies. Conduct statistical analyses upon request.
  • Prepare suitable summary tables, reports and presentations. Participate in providing analyses and information for publication.
  • Interact with internal contacts such as the Principal Investigator, Project Director/Coordinator, Research Assistants and other members of the research staff in order to provide input regarding the analysis of the data resulting from the economic evaluation study as well as other ongoing studies.
  • Analyze and clarify user requirements, as well as time and budget constraints. Design and translate system requirements into project outline: SAS or STATA databases development, design and maintenance, including updating existing functions, creating new functionality and further expansion and development of existing applications.
  • Develop and modify programs to accomplish project goals. Investigate different software and technical research tools in order to determine general strengths/weaknesses as they relate to research issues.
  • Prepare project proposals and reports on their applicability to research and submit to PI for review and/or approval. Troubleshoot and develop refinements and improvements to programs. Test and debug programs to ensure quality of programming product.
  • Develop codes for specific programs or portions of programs of simple to moderate size. Encode, test, troubleshoot and refine procedures for data analysis. Write quality control programs to check for errors in the data
  • Run regressions and use sophisticated statistical procedures in packaged programs. Conduct all univariate, bivariate and multivariate data analysis based on prior knowledge and experience.
  • Conduct online searches for literature and data; independently find, evaluate and summarize materials, information and data.
  • Independently envision and create graphical displays of data in meaningful ways.
  • Prepare data for analysis and analyze data. Prepare suitable summary tables, reports and presentations; participate in providing analyses and information for publication.
  • Develop and maintain effective security and backup systems for affiliated computers and projects. Oversee data storage.
  • Perform other duties as deemed necessary and appropriate by the PI.

Qualifications:

  • Bachelor’s Degree in a relevant area (such as Statistics, Computing or Mathematics) and three years of programming experience, or an equivalent combination of education and experience.
  • Experience with databases and reporting techniques.
  • Preferred: Master’s Degree (MPH or MS) in Statistics or Biostatistics and Econometrics; experience with large secondary datasets.

General Purpose:

Under the direction of the Principal Investigator, with latitude for independent initiative and judgment and take on a leadership role. Direct, coordinate and supervise multi-faceted research programs in the economic evaluation of addiction services. Function as the project leader and/or coordinator of a research team investigating the economic burden of substance use among women, and the subsequent economic benefit of an integrated physical/behavioral treatment model. In a clinical research setting, work with a team of doctors, nurses and research assistants, while managing datasets, supervising research assistants and working independently to liaise with collaborating research groups. Oversee protocol development, implementation and follow up; perform data collection, reporting and data analysis. Manage grant funds and finances in compliance with research regulations.

Position Description:

  • Independently responsible to coordinate, plan and manage study/research execution, including day-to-day operations of research. Ensure adherence to study protocols and study milestones.
  • Co-create, develop and implement databases in Microsoft Access and Excel to manage patient data. Collaborate with study data manager in database design and data analysis.
  • Serve as a liaison between coordinating research program, their respective study staff and EPH. Serve as the primary liaison with NIH funding authority, PI and other researchers to communicate progress and to troubleshoot situations that fall outside of the boundaries of the study.
  • Supervise research and data management staff, including training, performance appraisal process, performance review, progressive discipline and dismissals. Develop and oversee staff activities and assure compliance with appropriate University and union policies and procedures.
  • Act as primary point of contact for all investigators and study personnel. Establish time lines for completion of tasks and regularly review work to ensure project deliverables are met in timely fashion.
  • Participate in all data collection processes as necessary, including organizing information, data entry, generating worksheets and summary of data.
  • Communicate and interact with data programmer/database manager to ensure the smooth running of operations; communicate with investigators and research staff at multiple sites in order to discuss and collaborate on methodologies; effectively communicate with other organizations involved in the study to ensure study goals are understood and accomplished.
  • Implement quality control measures to ensure accurate collection and processing of data; prepare study/research reports for data quality control.
  • Implement methods for monitoring and reporting study progress, enrollment, productivity goals and budget.
  • Generate monthly reports of study progress, assigned activities for administration and Principal Investigator; work with EPH business office to track research expenses and manage budgets.
  • Interact and liaise with Yale’s HIC regarding the preparation and maintenance of research protocols. Assist in preparation of protocols and protocol amendments in conjunction with PI and appropriate committees.
  • Work with PI to draft papers or portions of reports for publication; compile data, analyze results and compose analyses related to the study including status reports, graphics, analyses, slide presentations and reports related to the study.
  • Participate in writing new funding proposals by contributing to key elements of proposal development, including performing literature reviews and summarizing research progress, coordinating assembly of grant and HIC submission, contributing to writing of non-scientific or technical portions (budget, bibliographies, background statistics) and assembly of all supporting materials (letters, biosketches, appendices).

Qualifications:

  • Master’s Degree in a specific discipline and two years of experience, or an equivalent combination of education and experience.
  • Experience supervising a multi-disciplinary staff.
  • Prior knowledge and understanding of research methodologies in clinical and/or public health settings
  • Preferred: Doctoral Degree in a related discipline, or an equivalent combination of education and experience; research administration background with working knowledge of federal guidelines, research and compliance regulations, budgets and budget justification; thorough knowledge of University and medical school organizational policies, practices and procedures, grant and contract administration and research compliance guidelines.
