Global Health Finance Research Scientist/Global Health Finance Senior Research Scientist: The Institute for Health Metrics and Evaluation (IHME)

The Institute for Health Metrics and Evaluation (IHME) is a new organization at the University of Washington. Its mission is to monitor global health conditions and health systems, as well as to evaluate interventions, initiatives, and reforms. It uses cutting-edge techniques to tackle some of the most difficult and most critical questions in global health and find answers that will become the foundation for better policies and, ultimately, better health.

The Research Scientist/ Senior Research Scientist will drive novel approaches to analyzing and evaluating international resources for health (IRH), national public expenditure and private health spending. As a senior voice within the Institute, the Research Scientist will give analytic guidance to other members of our Global Health Finance Work Group and will partner with faculty and other researchers on a fully-funded portfolio of significant initiatives.

IHME is a collaborative, dynamic and interdisciplinary environment with great opportunities for advancement. IHME is engaged in projects that study the important financial inputs that go into health, monitoring how they flow between institutions, what effect they have, and how the distribution of health-related costs affects spending ability and decisions for groups and individuals. The successful candidate will contribute as an author to written publications addressing research in international resources for health, national public expenditure, and private expenditure. He/she will present findings at international conferences and directly interact with external researchers and decision-makers from other organizations including at health ministries, bureaus of statistics, finance ministries, and inter-governmental organizations. The individual will supervise post-bachelor and post-graduate fellows working in relevant areas, acting in the role of mentor while building their skills base and challenging them to take on analytic tasks. He/she will report to a senior faculty member and have the opportunity to learn from some of the leading minds in the emerging field of health metrics.

Responsibilities Include:

  • Participate as leading member of the Resource Inputs Cluster, helping to develop, design, and carry out research involving international resources for health, national public expenditure, and private expenditure.
  • Carry out complex statistical analyses on large datasets of varying forms and collected from various instruments and sources. Analytical problems to be addressed include imputing missing data in lengthy time series and incorporating all existing (often discordant) data sources into one set of estimates.
  • Maintain updated estimates of IHME-produced results, based upon newly available data. Oversee trend analyses of estimates over time and provide a consistent set of results for comparison in the public domain to help build a stable line of IHME deliverables in public and private health expenditures.
  • Conduct research into government spending, including examining the differences among sources of funding, resolving discrepancies, and understanding competing terminology across countries.
  • Prepare and deliver presentations that articulate the technical aspects of the analyses conducted and the results obtained. Prepare materials that complement presentations as learning tools. Individual would be likely to represent IHME at various international conferences attended by high-level researchers and policymakers.
  • Undertake decisions about how to categorize different types of information on expenditures, how to draw conclusions or estimates from limited data, and how most accurately to represent conclusions in a way that helps inform policy and research discussions. Relevant analyses could include categorizations of spending by donor, disease, thematic purpose (e.g. research and development, skills training), geographic reach, or target population.
  • Supervise post-bachelor and post-graduate fellows who are part of intensive quantitative skills-building fellowships. Will require regular meetings with post-bachelor fellows to critique their work, give constructive feedback, consider their training needs and research interests, and set objectives and deadlines for ongoing work as members of a larger team of researchers.
  • Write up research results, methods, and potential new directions for publication in refereed journals, IHME publications, and conference papers. Individual is expected to attend select conferences and deliver presentations of research results and methods development.
  • Apply results in ways suitable for public policy analysis and crafted appropriately to guide policymakers in decision-making about how best to allocate limited resources.
  • Liaise with external collaborators as needed to: devise joint strategies for analyzing available data; advise on ensuring timely and transparent availability of financial records; build strong collaborative links to share data, results, and jointly write publications.

Requirements:

  • PhD in finance, economics, development field, or other related field or MBA required.
  • 3-5 years of experience involving financial analyses, with particular interest in health preferred.
  • Advanced skills in STATA, R, or another statistical package.
  • Outstanding academic record, excellent writing, research, analysis, communication, and organizational skills.
