Malaria Taxes and Tariffs Advocacy Project (M-TAP) at the Academy for Educational Development (AED): RFP

AED, through its wholly owned subsidiary Applied Research and Technical Services, LLC (AED/ARTS) has been awarded a grant by the Bill and Melinda Gates Foundation to identify and assess the barriers hindering the availability of anti-malarial commodities (AC) in malaria endemic countries. AED/ARTS and its partners (Africa Fighting Malaria, Ogilvy Public Relations Worldwide, William Davidson Institute at the University of Michigan) will gather this information through a desk review of taxes and tariffs on ACs in 72 countries. In addition, the project will carry out in-depth studies in five countries, which will inform the development of an advocacy campaign aimed at persuading country leaders to focus on reducing these barriers.
This solicitation is for an organization/individual to conduct a desk review of taxes and tariffs, including Harmonized System (HS) Commodity Classification Codes data on anti-malarial commodities for 72 selected malaria endemic countries worldwide. The countries include 45 in Sub-Sahara Africa; 24 in Asia, Middle East and Western Pacific; and 3 in The Americas. It is assumed that most of this information can be obtained from existing public and private data sources through a desk review. Travel to these countries is not required or encouraged though use of in-country resources and contacts would be anticipated. This work will be performed under the supervision of the Project Director. AED/ARTS will collaborate with the firm/university on streamlining the possible activities (e.g., if it is found that no published data exists for a particular country/commodity).
