Market Access Manager
Location: UK
Main Purpose of Job:
- Provide leadership in developing and implementing Market Access Provide process and technical expertise in Health Technology Appraisal submissions
- Has and establishes relationships with health economic opinion leaders, and reimbursement agencies
- Works in collaboration with government affairs colleagues to influence national reimbursement policies
- Responsible for overseeing the local adaptation of European Market Access materials (e.g. value repositories, cost-effectiveness models, budget impact models)
- Provides – in close co-operation with marketing colleagues – support and guidance to field based activities including the production of materials to support local commissioning of products
Responsibilities:
- Leadership of Health Technology Appraisal (HTAs) in the UK and Ireland in close cooperation with Medical and Marketing colleagues
- Provides support to the Marketing strategies of products understanding the critical importance of both national (i.e. HTA) and local (i.e. PCT / network based commissioning) Market Access for business success
- Initiates the most effective and timely strategy to obtain Market Access for products in the UK and Ireland in the context of optimising local, European and global revenues
- In collaboration with Government Affairs colleagues maintains / establishes a Market Access advisory network including health economic and clinical opinions leaders, patient groups and policy makers in the UK and Ireland
- In collaboration with government affairs colleagues initiates and organizes high level events (e.g. advisory boards, stakeholders summit meeting) to support Market Access activities
- In collaboration with Clinical Research and European Health Economic colleagues provides input to global clinical development plans to ensure delivery of data necessary for optimal reimbursement of Celgene products in the UK and Ireland
Requirements:
- experience in the UK health care or pharmaceutical industry
- A university degree
- Post graduate qualification in health economics, health policy or relevant experience
- Demonstrates process and technical expertise in UK and Ireland reimbursement processes
- Excellent social style and behavioral skills and a representative appearance are essential
- Is a very good internal and external communicator
- Preferably has experience working with reimbursement stakeholders
- Excellent written, verbal and interpersonal communication skills
- Proven project management skills

We are recruiting for one of the best positions available for a technical health economist. Our client is looking for a highly skilled economist to join an expanding team at a successful European Pharmaceutical company that has an outstanding reputation for its wide array of ethical products and great working conditions.
Primary Duties
For this position we are looking to recruit a Health Economist with a strong background in Markov Modelling, Cost Effectiveness Evaluation, Budget Impact Modelling and a broad knowledge of UK HTA submissions, e.g. NICE, SMC and AWSMG.

Description
The purpose of this role is to drive the payer perspective into brand strategy and implementation.
For brands in development: design and develop Pricing & Market Access strategies and integrate into overall brand strategy.
Work with Clinical and HEOR to design value demonstration support plans and integrate the planned output into brand strategies and communications.
Accountabilities/Responsibilities
General accountabilities:
- Co-lead the global Pricing and Market Access
- Champion the payer perspective and drive it into brand strategy and implementation
- Ensure appropriate involvement of other P&MA team members and leadership in payer-related brand deliverables
- Develop payer communication plans and work with other brand team members and marketing companies as they integrate and deliver this through their communication activities

- Design and support a range of appropriate payer collaborations in ISMO and NA that will help customers understand the full value of the brand Lead, drive and ensure full and timely delivery of outsourced P&MA projects within budget
Minimum Requirements – Education and Experience
- Graduate /College degree a related science, economics or business
- Knowledge of the needs and expectations of regional payers, insurers and commercial customers in strategic markets
- Good knowledge of the clinical and value demonstration approaches in providing support for price and access
- Experience of leading cross- functional teams to deliver and communicate innovative customer solutions based on detailed customer insight
- Experience of developing concise and audience-focused communications, both written and for presentation
- Able to develop models for quantification of scenarios and risk eg financial models, economic/clinical model
- Experience in a marketing company in a commercial strategy function eg managed markets brand director, business development director, head of pricing/access
- Experience working with clinicians, pharmacists and payers on evidence based customer solutions eg through working with local payers in Europe or commercial customers in the US

Director of Reimbursement
Location: Madison, New Jersey, USA
Health Economics and Reimbursement is responsible for development and communication of the “value proposition” to ensure optimized coverage and reimbursements for products and procedures in which our products are used. The Director, Reimbursements will build, develop and lead a best-in-class Reimbursement Strategy function that delivers valuable programs and tools while establishing a long-term competitive advantage. The Director works with health economics/outcomes research, clinical research, government affairs and business unit marketing and finance teams, including New Product Development to develop government reimbursement strategies and programs specific to the marketplace.
The Director of Reimbursements also works with the payer community on a national level (Medicare, Medicaid, as well as private payers) and with key stakeholders in the medical community to guide implementation of externally focused strategies and programs. This includes programs for education of customers regarding the value of products.
Primary responsibilities include assessing government reimbursement environment (Coverage, coding, payment) and designing and implementing reimbursement and communication strategies to proactively leverage data to negotiate favorable policies with public (Medicare, Medicaid) and private (managed care) payers. This includes analyzing the impact of potential reimbursement changes to current and future markets and assessing the reimbursement opportunities and challenges for new product or licensing and acquisition targets. Works closely with Government Affairs to effectively influence positive public policy and reimbursement decisions. Develop and implement strategic programs to educate customers about the value of products, including coding conventions.
Establish and maintain appropriate and compliant communication linkages with customers (web tools, updates, seminars, hotlines, etc.). Provide education and consultation to internal business partners on reimbursement and public policy issues. Excel at environmental scanning and interpretation to find opportunities to improve technology adoption and acceptance. This may include active involvement with technology assessment groups (AHRG, NCQA, JCAHO, professional societies, AdvaMed, or other stakeholders or governmental organizations). Assist with development and review of marketing or medical/government affairs materials related to reimbursement and policy as requested.
Responsible for management and development of Reimbursements staff, if applicable.
Required knowledge
- Must have good understanding of clinical data and outcomes research and ability to integrate into business communications.
- Detailed knowledge of Medicare payment methodologies (coding, coverage, payment, both inpatient DRGs and outpatients OPPS), and payer and hospital technology decision processes required.
- Exceptional written and verbal communication skills.
Required experience:
- Bachelor’s degree required (business or science degree preferred)
- 8 plus years of relevant experience needed.
- Proven track record of excellence in presentation of complex materials.
- Must have proven track record of effective working relationships with payer customers and decision-makers (private and public). Government payer relations experience is needed.
- Strategic thinking with a bias for actions/implementation.
- Strong collaborative style, both internally and externally to build consensus and achieve objectives.
- Previous experience with management and development of employees strongly preferred.
This position may require up to 60% travel, primarily domestic.
