POSSIBLE VACANCY
PROJECT POST – FIXED TERM APPOINTMENT OF EIGHTEEN MONTHS (possibility of extension)
The OECD programme of work on Health System Performance includes two inter-related output areas:
- monitoring the performance of health systems; and
- achieving high-performing health systems. This involves work in the areas of applied health economics, health policy and health statistics. One important component of the programme of work is to improve the availability and comparability of data on the employment and training of the health sector workforce and to conduct analysis to promote more efficient management of the health workforce.
We are looking for an economist/analyst to conduct data developmental and analytical work on health employment issues, with a focus on the nursing workforce. S/he will work in the Health Division of the Directorate for Employment, Labour and Social Affairs.
Job Duties
- Project management and implementation
- Define and undertake quantitative and qualitative analyses on health employment issues, with a specific focus on the nursing workforce, using data from different sources.
- Develop questionnaires and use other tools to collect the required quantitative and qualitative data from member countries on health employment and nursing workforce issues.
- Promote proper coordination of OECD data collection with that of other international organisations (such as WHO and Eurostat).
- Work with national correspondents to address questions regarding definitions and data sources, with a view to promote the collection of comparable data.
- Analysis and drafting
- Draft documents and analytical reports related to health employment issues, with a focus on issues related to the management of the nursing workforce.
- Contribute to drafts prepared by multiple authors and comment on other drafts as needed.
- Contribute to improved analysis and reporting of medical and nursing education and health employment trends in OECD countries.
- Meetings and missions
- Participate in preparatory work for meetings on health employment issues.
- Participate in missions to member countries, as required.
- Network with health correspondents in member countries.
- Brief senior officials, including OECD delegates from national administrations, as required.
- Work in close co-operation and collaboration with experts working on health employment issues and other health topics at WHO and Eurostat.
Qualifications: education, experience, communication and languages
Education and experience
- An advanced university degree in economics, economic statistics or a similar discipline; a specialisation in health or labour economics would be an advantage.
- Several years’ experience in analysis of health employment or development of health statistics. Previous experience with a national administration or an international organisation would be a plus.
Key competencies
- Proven ability to analyse data, particularly in the area of health employment, and address issues in a critical and analytical way.
- Very good interpersonal skills and ability to work in a multicultural team.
- Working knowledge of Microsoft Office software.
Communication and OECD official languages
- Excellent knowledge of one of the two official languages of the Organisation (English and French), including ability to draft analytical papers. Good working knowledge of the other official language.
- Knowledge of languages spoken in other OECD member states would be an advantage.
