Senior Program Officer, Global Health Policy & Finance: Bill & Melinda Gates Foundation

Location: Seattle, Washington, USA

Summary: The Senior Program Officer (SPO), Global Health Policy & Finance, will be responsible for developing and managing a portfolio of grant-making and analysis to improve the evidence base, institutional capacity, and sustained generation of innovative, evidence-based policy solutions to drive effective health policy at the global level. Areas of work include managing an international policy research portfolio and providing strategic oversight to ongoing work focused on investing in the production and analysis of critical global policy-relevant evidence to inform both external and internal policy and resource decision-making in global health. The SPO will collaborate closely with other Global Health and Global Development staff to coordinate, leverage, and bolster foundation efforts using policy and economic levers to promote sustained improvements in global health outcomes. The SPO will bring deep experience in and knowledge of health and development policy, the global health aid architecture, and health financing/economics.

This position will be based in Seattle, Washington.

Responsibilities: As part of a Foundation-wide effort to support improved development, introduction, scale-up, and sustained access to critical health innovations, the SPO will:

  • Collaboratively develop and provide management for strategies and grants to catalyze innovative and evidence-based global policies and practices for global health. Activities will include managing specific grants and providing oversight to grant portfolios focused on strengthening and investing in policy research capacity that generates robust policy analysis and recommendations for effective health policy-making. Strategy will also seek to tap creative and non-traditional experts to bring innovative, non-traditional thinkers and approaches to efforts to tackle global health policy and finance challenges.
  • Supporting ongoing initiatives that build capacity for generating, analyzing, and disseminating data for effective health policy-making at the global level (e.g. financial flow to health, health and development outcomes). Responsibilities could also include overseeing financial and economic modeling to support decision-making and analysis related to foundation’s global health priorities and product investments.
  • Represent foundation interests related to global health policy, economics, and finance priorities and build and manage relationships with appropriate partners to support the foundation’s global health goals.
  • Monitor and evaluate trends in the global aid and health architecture and develop evidence-based positions on implications for Foundation activities to inform foundation strategic priorities.
  • Provide support for foundation leadership activities related to global health policy, economics and finance, including drafting internal policy memos on a range of health and/or aid policy issues.
  • Review letters of inquiry, grant proposals and work with potential grantees to develop proposal summaries for submission to foundation leadership. Collaborate with team members to manage internal grant processes, portfolio progress and grant budget planning.
  • Provide senior-level oversight and strategic guidance for the overall policy research portfolio

Qualifications:

  • PhD in Economics, Public Policy or related field – or equivalent combination of education and experience.
  • A minimum of 10 years experience in development policy and finance, ideally with a focus on health and preferably in a mix of global and in-country work.
  • Established reputation as an action-oriented policy researcher, with a strong track record of publications and experience in the translation of policy research to policy action
  • History of involvement and knowledge of global health issues and institutions.
  • Proven history of successfully identifying, developing, and maintaining productive relationships with both internal and external partners with efficiency and diplomacy.
  • Collaborative team player with demonstrated ability to both provide guidance to and be integral part of a highly professional team managing policy and finance-related grants and technical activities.
  • Excellent written and oral communication skills, in positions requiring communicating complex issues in a clear and compelling manner with a broad and diverse audience
  • Experience developing and managing projects requiring internal and external collaboration
  • Ability to provide analytic and strategic guidance in a highly dynamic environment.
  • Knowledge of developing country context and language skills are a plus.
  • Ability to travel up to 25% domestically and internationally.
