PostDoc researcher on Health Insurance in Ghana: Department of Public Health / Radboud University Nijmegen Medical Center (RUNMC)

The International Health unit from the Department of Public Health / Radboud University Nijmegen Medical Center (RUNMC) seeks to recruit a PostDoc researcher on Health Economics / Health Systems Research to work on the program ‘Reaching the poor in Ghana’s National Health Insurance’.

The program: The program is a collaboration between Ghana Health Services, the Noguchi Memorial Institute for Medical Research, RUNMC, University of Amsterdam, and ErasmusMC, and funded by the Dutch funding body Science for Global Development (NWO/WOTRO). The program aims to design and evaluate interventions to stimulate enrolment in mutual health organisations (MHO), with special focus on the poor, and consists of three related projects. Project 1 analyses the impact, costs and process of problem solving programs to remove barriers to enrolment at the level of the community, MHO and health provider, in a cluster-randomised trial. Project 2 analyses the impact and costs of different approaches to identify the poor in order to target premium exemptions, in two different communities. In addition, project 3 evaluates the impact of enrolment on health care utilization, with special reference to the poor, in a cross-sectional analysis. All projects are carried out in both rural and urbanized communities in Ghana. The PostDoc researcher will be responsible for project 3, and will have important management and coordinating tasks in the whole program. The program will start in the first quarter of 2008.

Requirements

The successful candidate will have:

  • A PhD in health sciences, economics or public health, in the area of international health;
  • Experience with project implementation and management in developing countries;
  • Experience or affiliation with health insurance programs in developing countries;
  • Willingness to be based in Ghana, or to spend longer time intervals in Ghana;
  • Excellent quantitative skills including knowlegde of econometric techniques;
  • Excellent communication skills;
  • Excellent interpersonal skills.

Responsibilities: The job will be varied and will require involvement in the full range of activities handled in the program. The PostDoc researcher will have important management and coordinating tasks in the program, including the day-to-day supervision of two PhD students. The PostDoc researcher is also expected to contribute to the development of the International Health unit at the Department of Public Health / RUNMC, including the drafting of research proposals on health insurance and related topics.

Terms of employment: The PostDoc researcher will be based in Ghana during the first phase of the program (1-2 years). The remaining years will be spent in Ghana or the Netherlands, depending on program requirements. The exact distribution will be determined upon mutual agreement.

The PostDoc researcher will be employed on a four-years temporary contract (36 hours per week) at RUNMC. Employment is according to the CAO Academic Hospitals, scale 10/11 (depending on candidates’ capacities and experience). Fringe benefits are limited.
