Health Financing Expert: BMB Mott MacDonald

BMB Mott MacDonald is currently implementing the project: “Health Sector Support Program” in Timor Leste. We are looking for an expert to take up the long term position of Health Financing Expert for this EU funded project.
The expected starting date of the assignment is summer 2007. This post is for 15 months.
Qualification and skills
- Health Financing expert, with a minimum Masters Degree public finance, chartered accounting qualifications or equivalent (e.g. health economics)
- Experience as a financial management specialist with experience in different international settings
- Experience of developing public sector (preferably health) financing and accounting systems in developing countries
- Experience with MTEF, NHA, health insurance systems
- Demonstrable ability to explain financing issues to non-specialists
Objectives: Project purpose is to support Timor-Leste in planning its community health services and involve communities in health services decision making. The Finance Expert will explore ways of linking budgeting and financing to performance and developing financial information in support a pro-poor resource allocation strategy.
