Health Care Reform specialists: BMB Mott MacDonald

Location: Ukraine

Project: Support to Secondary Health Care Reform

BMB Mott MacDonald is positioning itself for the project “Support to Secondary Health Care Reform” in Ukraine.

This project is funded through the European Union TACIS programme and is expected to start September 2007 and has an execution period of 35 months

Qualification and skills

  • University degree in economics or finance, business administration, health care financing or management, public health or equivalent professional qualification
  • Fluency in English;
  • Good commend for Ukrainian or Russian is a plus;

General professional experience

  • At least 7 years of relevant professional experience, part of which having been gained in more than one country
  • EU experience is a plus
  • At least 3 years of professional experience in project or technical assistance related to health sector reform in the EU and/or transition countries
  • Established record of achievement in teaching, coaching and mentoring and the transfer of skills and capacities in the are of health care financing or health system management

Specific professional experience

  • At least 5 years of experience in designing/ managing/ supervising heath care financing schemes based on social health insurance or NHS type models, and/or health care management systems and their reform
  • Knowledge of and experience with the Ukrainian health care system and/or of that of transition countries
  • Experience in successful management of small multinational teams of at least 2 years
  • Senior experience on project management is a plus

Objectives: The project should provide support to the Government in establishing an effective, cost-efficient and equitable health care system in Ukraine. In this context the project has to achieve the following results:

  1. Increased government capacities (MoH and MoF) for the preparation and implementation of health care sector reform;
  2. Increased opportunities for Ukraine - EU institutional twinning and exchanges, to secure better hospital care;
  3. Increased local government capacities for the management of health care services;
  4. Practical experimentation with improved financial management models of secondary care aiming at improved coverage; quality and efficiency are enhanced in three oblasts;
  5. Improved performance accountability and enhanced equity of access of hospital facilities, validated by health care information and monitoring systems;
  6. Sustainable hospital infrastructure planning established and implementation initiated at the oblast level;
  7. An institutional framework for training on hospital management and hospital infrastructure planning has been developed, and its implementation has been launched.
