Health Sciences Specialist: The National Cancer Institute (NCI), Outcomes Research Branch, Applied Research Program

The National Cancer Institute (NCI), a major research component of the National Institutes of Health (NIH) and Department of Health and Human Services (DHHS), is conducting a national search for a Health Sciences Specialist in the Outcomes Research Branch (ORB) within the Applied Research Program (ARP). The mission of the ORB is to coordinate, conduct, and sponsor research to measure, evaluate, and improve the outcomes of cancer care.
Research supported within the ORB addresses enhancing the state of the science in cancer outcomes measurement, focusing on patient-reported outcomes such as health-related quality of life, symptoms from disease or treatment, patient perceptions of and satisfaction with care, and economic burden, and the application of modern psychometric methods to improve measures. Quality of cancer care research is another major focus of the branch, including research to define, assess, monitor, and improve the quality of cancer care; understand the determinants of the diffusion of outcomes-enhancing interventions into clinical practice; investigate approaches to re-designing cancer care to improve the effectiveness and cost-effectiveness of service delivery and evaluate innovative cancer care delivery programs, To obtain more information, visit http://outcomes.cancer.gov/.
The incumbent is responsible for a range of activities including planning, initiation, coordination, sponsorship and conduct of quality of care and evaluation research related to the assessment of prevention, early detection, and cancer treatment services delivered in clinical trials and health care delivery settings. These studies include evaluations of national program models and demonstration projects, as well as methodological and observational studies of the development, testing, and application of structural, process and outcomes performance measures in clinical trials and cancer care delivery organizations. Such process and outcome measures include the effectiveness of cancer screening, diagnosis and treatment, and symptom management; as well as health-related quality of life, and/or patient experience of and satisfaction with care at various levels of the health care system – the patient, health professional, health care delivery system, and the population-level. Specific applications will depend upon the background, experience, and research interests of the incumbent. The duties of the incumbent include grants and contracts management and analytical research support activities that include the development of research protocols, design and development of surveys and questionnaires, development of methods for data collection, building and managing analytical data bases, and descriptive and multivariate statistical analysis of quality of care and outcomes data.
This challenging and highly visible role requires broad scientific expertise, a passion for public service, a commitment to multi-disciplinary collaboration, and an ability to develop effective strategies for overcoming barriers to scientific progress and its application. The successful applicant will be an experienced scientist (M.D. or Ph.D. or equivalent - level training required) with leadership experience who has excellent communication skills and a strong record of peer-reviewed publications. Expertise and experience is required in the conceptual basis, methodology and application of health outcome measures in the context of clinical trials, observational studies, and in population level surveillance and cancer care evaluation. The incumbent should have advanced training in health services and outcomes research, evaluation of the quality of care delivery, and experience in applying these research methods to the fields of health services, outcomes, economics, and quality of care. While research and evaluation experience in cancer care delivery is preferred, it is not required.
This position is a three-year term appointment with the U.S. government and requires U.S citizenship. The salary range for this position will be at the GS-13/14 level, $79,397-$121,967 depending on experience.
