Health Economics Specialist (Syria): ARCADIS BMB

Project : Technical Assistance to the Center of Strategic Health Studies

ARCADIS BMB is currently implementing the project: “Technical Assistance to the Center of Strategic Health Studies” in Syria. We are looking for an expert to take up the long term position of Health Economics Specialist for this EU MEDA funded project.

The expected starting date of the assignment is January 2007 and the assignment has an execution period of 36 months.

Qualification and skills: The person required for this position must possess considerable relevant experience in teaching in a university-based or similar academic location. (S)he has a university degree in economics (or equivalent) and is specialised in health economics, and (S)he should provide proof of their fluency in English (speaking, reading, and writing). To be fluent in Arabic is an asset.

General professional experience

(S)he taught general economics for at least five (5) years in a recognised Graduate Programme in Health Economics. (S)he has been actively involved in graduate programmes as teacher, preceptor and thesis supervisor. Areas of teaching speciality required (between others):

  • Health Policy Analysis.
  • Health Technology Assessment.
  • Health Financing.
  • Provider Payment Methods and Social/Health Insurance.

Specific professional experience

  • (S)he has a professional relation with an internationally recognised teaching institution accredited in Europe to deliver master programmes.
  • (S)he has been closely involved in health sector management and policy making and has been closely involved in initiating policy changes Objectives Goal of the TA is to develop training, research and advisory capacity in the fields of Health Systems Management, Public Health, Health Economics and Population and Demography at the Centre of Strategic Health Studies (CSHS).
  • To assist in the establishment of the CSHS with four institutes and its continuing organisational development, ensuring future sustainability of the CSHS as a corporate body with its constituent institutes.
  • To define the needs for trainers of the four institutes to run the training programmes, and propose internal training of trainers or external training for Master Degrees and PhDs of the existing and future staff (including long distance and e-learning),
  • To define the needs and specification for supplementary equipment of the CSHS to fulfil its assigned functions.
  • To assist the CSHS in designing and delivering a range of training programmes. This includes short courses (2-4 weeks), Diploma Courses, Masters Courses and PhD on specific topics: Health System Management, hospital management, Public Health, health economic and Demography and Population Development.
  • To promote the CSHS in respect of its capability for offering high quality outcomes in the fields of health action research. To ensure relevance of the research agenda of the CSHS towards the stakeholder communities and to enhance partnerships with stakeholders, users and financiers.
  • To promote the CSHS in their capacity to provide high quality consultancies and perform consultancy projects in the future beginning for the MoH, but later for the overall health sector and neighbouring countries.
