A STUDY OF PUBLIC PRIORITIES, WILLINGNESS AND ABILITY TO PAY FOR SOCIAL

Tenders are sought from qualified organisations to undertake policy
research to support the development of a Social Health Insurance (SHI)
system for South Africa. The Department of Health is seeking research
proposals which will address both of the following issues:

* The perceptions and priorities of members of the likely target groups
for SHI regarding the composition of possible benefit packages under
SHI
* The willingness and ability to pay for SHI cover amongst likely target
groups

STUDENTSHIP AVAILABLE - CENTRE FOR THE ANALYSIS OF SAFETY
POLICY AND ATTITUDES TO RISK

The Centre for the Analysis of Safety Policy and Attitudes to Risk
(CASPAR) is offering a 3 year award to candidates wishing to
undertake research into the Valuation of Health and Safety and/or
Experimental Economics. In the event that there are two candidates of
sufficiently high calibre applying, a second studentship may be
offered on the same terms

This studentship provides a grant equal to the ESRC rate and pays
(home) fees for 3 years. In addition, funds are available to enable
appropriate new survey or experimental work to be undertaken. No
teaching is required, but the successful candidate(s) will be
expected to participate in ongoing research in CASPAR to the extent
that this complements the subject matter of the thesis

Candidates should normally have (or expect to have) a Master's degree
- or, exceptionally, a first class Bachelor's degree may suffice -
where Economics is a significant component

A candidate wishing to work on the Valuation of Health and Safety
will have access to a considerable database generated by studies
undertaken by CASPAR and other partners on behalf of government
agencies in the UK and abroad, including the Department of Transport,
MAFF, the Home Office, the Health and Safety Executive and the New
Zealand Land Transport Safety Authority. The principal objective of
these studies has been to explore methods to enable public policy
makers to assign a value to health and safety benefits which can be
balanced against the costs of producing those benefits. This by no
means a straightforward matter, and raises many interesting issues
relating to the design of elicitation methods, the modelling of
people's preferences, and the analysis and interpretation o the data
generated. Candidates with an interest in exploring aspects of these
issues are particularly encouraged to apply.

A candidate wishing to pursue research in the field of Experimental
Economics should benefit from the fact that one of the co-Directors
of CASPAR, Professor Graham Loomes, is also a co-Director of
e Centre for Experimental Economics (EXEC) at the University of York.
The current focus of Professor Loomes' experimental work is the
relationship between individual decision making and behaviour in
markets and other collective environments (e.g. voting and the
provision of public goods). Applications will be particularly welcome
from candidates wishing to develop a programme of work in this field.

RESEARCH DEPARTMENT

Senior Researcher

The American College of Radiology (ACR) is a major physician specialty
society located in Reston, VA, a suburb of Washington DC. The research
department consists of 4 Ph.D.-level staff (economists, social scientists,
and statisticians) plus 3 more junior staff. The department primarily
undertakes economic and socioeconomic research related to Radiology, but
is increasingly becoming involved in clinical studies. The department
publishes its research in major medical journals, and is funded by the ACR
so staff do not have to obtain "soft money." It has a significant budget
for outside professional services when assistance is needed on projects,
and has funds for members to attend professional society conferences and
make presentations at these meetings.

The department is seeking a senior researcher with interests primarily in
economics or finance. Qualified applicants will have a Ph.D. and at least
2 years experience; or a master's degree and at least 5 years experience,
plus good quantitative skills, programming ability in SAS or another
statistical software package, ability to write a quality professional
journal article or report with only limited supervision, and good oral and
written communications skills.

Current departmental projects, illustrative of those on which the Senior
Researcher will work, include:
* Cost and cost-effectiveness studies, particularly as components of
clinical research studies.
* Comparison of the cost of treating cancer with radiation relative to the
cost of other treatments.
* Studies of the costs and productivity of radiology practices.
* Research on "self-referral"-the consequences in terms of utilization,
cost, and quality that result when physicians have a financial interest
in, and provide, services outside their principal field of practice.

HEALTH ECONOMIST

National Centre for Epidemiology and Population Health.

The National Centre for Epidemiology and Population Health
(NCEPH) is a multidisciplinary research centre encompassing
epidemiology, biostatistics, health economics, sociology/
anthropology and demography. Current health economics
research projects at NCEPH include community rating and
adverse selection in private health insurance, an integrated

epidemiological/economic model of cancer and cardiovascular
disease, health expenditures for Indigenous Australians, and
economic evaluation of health care interventions. The

any area of health economics, who, in addition to their own
interests, can undertake to research the estimation of
population burden-of-disease and its economic costs. This is

MAYO CLINIC

Head, Section of Health Services Evaluation (HSE). HSE is a
multidisciplinary group of health economists, biostatisticians, disease
management coordinators, programmers and analysts. Their mission is to
conduct collaborative health services research in support of the practice,
administrative and educational needs of Mayo and to implement disease
management strategies. Collaboration is encouraged with the closely
integrated Sections of Biostatistics, Clinical Epidemiology and Medical

The responsibilities of the position include conducting and facilitating
applied health services research in support of the practice of the Mayo
Clinic. Relevant areas of inquiry include, but are not limited to: health
care financing and organization, cost-effectiveness analysis, technology
assessment, population health management, quality of care measurement and
outcomes research. Responsibilities also include the direction of a team
of disease management coordinators whose charge is to integrate and apply
evidence-based guidelines, using continuous improvement and medical
information systems, in order to improve the quality of care. The
selected person will be expected to serve as a collaborator, role model
and catalyst to encourage interested clinicians to become actively
involved in health services research. He or she will make frequent

presentations to high level institutional committees. Effective
communication skills are essential.

Candidates should have earned a doctorate degree in health administration,
public health, medicine, economics, sociology or a related health services
discipline. Candidates must have a strong record of scholarship evidenced
by the coordination and publication of high-quality multidisciplinary
health services research. Although the salary for this position does not

Health Economics Research Group within the School, which undertakes
research into economic modelling of the production of health and
health care, including applications in efficiency measurement,
decision analysis, costing and health status measurement; and economic
evaluation of health care, involving collaborative studies on a range
of health care interventions. Other specialist research interests in
the Department of Epidemiology and Public Health include the
following: cardiovascular and stroke epidemiology; environmental
epidemiology; health promotion; and foetal and perinatal epidemiology.
You should have a higher research degree and you should be able to

The Institute for Research in Extramural Medicine (EMGO) of the Vrije
Universiteit in Amsterdam has a vacancy for an experienced MTA-researcher.
The EMGO-Institute focuses on applied and strategic research involving
issues which are relevant for primary health care, concentrating on the
fields of general practice, nursing home medicine, occupational medicine,
public health, rehabilitation medicine and physiotherapy. The four main
research programmes are: diabetes mellitus, common mental disorders, care
and prevention, musculoskeletal disorders. In addition to the aspect of
clinical efficacy, increasingly attention is also being paid to the cost-
effectiveness of diagnostic and therapeutic interventions. Examples of
current projects including economic evaluations are:
- Cost-effectiveness of manual therapy, physiotherapy and usual care by
the general practitioner for neck pain.
- Cost-effectiveness of corticosteroid injections and physiotherapy for
lateral epicondylitis.
- Cost-effectiveness early surgical treatment and wrist splints for
carpal tunnel syndrome.
- Cost-effectiveness of a graded activity program and physiotherapy for

partnerships.

Duties and Accountabilities

The health economist will focus on pharmaceutical issues in developing
countries as they relate to broader health systems development. S/he
will be responsible for leading major pieces of global analytical work
on pharmaceutical issues as well as contributing to country level policy
dialogue and lending operations. The health economist will also liaise
with international organizations, such as WHO, UNICEF, IFPMA, UNFPA, and
UNAIDS on pharmaceutical issues. Specific duties include the following:

Providing guidance and strategic direction to Bank management, task
teams, and client countries on pharmaceutical policies, covering
essential drug lists, pharmaceutical procurement, pharmaceutical
regulation, the rational use of drugs, pharmaceutical supply and
distribution issues, and pricing and reimbursement;


Monitoring what types of support the Bank is providing (or not
providing) in pharmaceuticals and leading efforts to improve the
nature and quality of such support;

Designing pharmaceutical components within Bank-financed health
projects or freestanding pharmaceutical projects;

Organizing training for staff on key pharmaceutical issues, providing
relevant learning materials on the web (such as case studies and key
policy documents) for staff in the pharmaceutical area. Assisting in
identifying pharmaceutical consultants;

Liaising with international organizations, such as WHO, UNICEF, UNFPA,
IFPMA, and UNAIDS to share information and, when appropriate,
harmonizing procedures relating to pharmaceuticals;


Providing analytical support to the Bank's contribution to
international efforts in research and development for new vaccines and
drugs that benefit the poor in developing countries, such as HIV/AIDS
microbodies, HIV/AIDS vaccines, and new medicines for malaria.

Selection Criteria:

Ph.D in economics, health economics, or health policy.

At least eight years' experience working in health economics preferably
in developing countries.

In-depth knowledge and experience in several areas of pharmaceutical
policies, such as cost benefit/effectiveness analysis, pricing and
reimbursement policies, essential drug lists and formularies, procurement
policies, supply and distribution, regulation, rational use.

Success in working in teams both as a team member and as a team leader,
with a conviction that this combination of roles is desirable and will
continue throughout her/his career.

A record of prioritizing and managing her/his time to deliver high
priority and top quality products, but also an ability to tolerate and
manage significant uncertainties in the work program and to undertake
a range of tasks simultaneously.

Strong conceptual and analytical skills; proven ability to demonstrate
in a tangible and understandable way for non-economists, how economic
analysis can improve the Bank's portfolio and provide value for
governments interested in improving their health policies; ability to
move from analytical models to practical recommendations, recognizing
political, institutional, and behavioral factors.

Excellent written and oral communication skills essential; strong
record of sharing information with colleagues, clients, and supervisors
in performing her/his job; capacity to interact effectively with a
range of stakeholders within and outside the Bank, with a strong
client orientation.

RESOURCES FOR THE FUTURE: CONFERENCE

Resources for the Future (RFF) will host a two-day conference on April 5-
6, 2001 in Washington DC to encourage research that will help improve the
analytical framework of "resistance economics." The conference will focus
on

* Analytical methods to study resistance as a negative externality
associated with the use of antibiotics and antimalarials.
* Incentive structures that will influence socially optimal pricing of
antibiotics and research spending on new agents.
* Regulatory regimes that take into account the public good embodied
in the effectiveness of antibiotics, anti-virals and antimalarials.

Further, it will provide an opportunity for interdisciplinary research
between social scientists, medical professionals and policy experts to
forge innovative approaches to the study of resistance. Papers are
invited for inclusion at this conference. General topic areas for papers
include (but are not restricted to) optimal policies to manage resistance
such as formulary strategies in hospitals; incentives faced by firms that
produce antibiotics, and their incentives to invest in R&D into new
products; and analysis of the public externality imposed by the use of
resistance inducing products, and regulatory options to reach socially
optimal outcomes.

Multi-disciplinary endeavors between social scientists and natural
scientists are encouraged. The deadline for acceptance of papers is

2001 BUSINESS & HEALTH ADMINISTRATION ASSOCIATION CONFERENCE

The Business & Health Administration Association invites you to
submit competitive papers and/or special session proposals for
the Fourteenth Annual Conference to be held in conjunction with
the Midwest Business Administration Association. The submission
deadline is September 22, 2000.

The 2000 conference was extremely successful and BHAA saw a
significant 150% increase in submissions and presentations.
Outstanding papers were presented by individuals from world-renowned
educational institutions (such as Kellogg School of Management,
Northwestern University, and Faculty of Medicine, University of
Toronto), and industry leaders (such as Novartis Pharmaceuticals).
A similar high quality program is planned for the 2001 BHAA conference.
Next year, there will be SIX distinct tracks chaired by highly
qualified and well-known individuals.

Only completed manuscripts submitted will be considered for the
Distinguished BHAA Paper Award. Based on recommendations of reviewers,
awards will also be given for the Best International Submission
(primary author must be working at an institution outside the United
States) and the Best Student Co-authored Submission (primary author
must be a student and at least one author should be a faculty/healthcare
industry personnel). Best Paper in each Track will also be formally
recognized.

SPECIFIC GUIDELINES FOR PAPERS:

1. Papers must NOT have been previously presented or published nor
submitted to, or be under consideration, by other conferences or journals.
Statements to that effect must be contained in the required letter of
transmittal accompanying your paper.

2. Papers, including references, tables, figures, cover pages, etc., may
not exceed 20 double-spaced typewritten pages (special sessions proposals
should not be more than 4 pages). The first page of the paper should
contain the title of the paper as well as the full names and addresses of
all authors. Please identify the contact author. The second page should
have the title of the article and the abstract. The article should start
from the third page onwards. The manuscript should NOT contain any
reference to the author(s). Authors' names must appear only on the cover
page.

3. A self-addressed stamped postcard must be submitted with each paper or
special session proposals. This card will be used to notify the author(s)
if the receipt of the paper or proposal.

4. Articles may also be submitted electronically via email as an
attachment to the appropriate track chair. Please contact your track chair
before sending the paper electronically.

5. All papers will be blind-reviewed by at least three reviewers. Authors
will be notified regarding the acceptance or rejection of their paper no
later than November 15, 2000.

6. Authors of all accepted articles and special session proposals will have
the option of publishing their papers either in full or as an extended
abstract in the BHAA Proceedings. ALL authors of accepted papers must
pre-register for the conference and should send their registration/proof
of registration to the Proceedings Editor in order ensure publication of
their article in the proceedings.
