NATIONAL INSTITUTES OF HEALTH
The Fogarty International Center of the US National Institutes of
Health (NIH), in concert with several NIH sister institutes and the
World Bank Global Development Network (GDN) has announced a call for
research proposals to examine the relationship between health and
economic development. Eligible fields of
investigation include micro- or household studies, macroeconomic studies
and research that examines the effects of alternative health finance and
delivery policies. The URL site for this Request for Applications is:

The program will be funded at a level of approximately US $2 million
per annum over five years, with additional support possible based on
the number of proposals reviewed which merit funding. Proposals must
be received by August 29, 2000. This program is not restricted to US
institutions. We welcome applications from European institutions and
other institutions in OECD countries. Cooperation with a US
counterpart is not required. We would provide the grant directly to
the European (or Canadian, etc.) institution. The only requirement
is that the applicant demonstrate plans to collaborate with
scientists from a low- or middle income country (or countries). We
are particularly hopeful that the GDN-associated institutes compete
for these awards.

Abt Associates Inc., an international policy research and consulting
firm, seeks candidates for the position of Program Officer for a global
technical assistance project to improve the sustainability of children's
vaccine programs in developing countries. The position is in Bethesda,
Maryland. The Program Officer will provide overall management support
to the project including: arranging logistics for short-term activities;

Principal Responsibilities:
Deputy Director
1. Provide support to Regional Director on overall regional program
strategy development, management of regional program staff and activities,
and design and implementation of regional and country-specific technical
operational plans.
2. Serve as liaison with USAID/CAR in Regional Director's absence.
Regional Health Economist
1. Lead the development of regional health financing strategy. Provide
overall analysis to refine health financing policy agenda, and engage in
policy dialogue as needed with counterparts in Kazakhstan, Kyrgyzstan and
Uzbekistan.
2. Identify key areas of policy and technical support in health financing,
and oversee the development of technical approaches and products.
Specific technical areas may include: funds flow analysis, national health
accounts, design and implementation of public health insurance in
Uzbekistan and Kazakhstan, program budgeting, design and implementation of
new provider payment systems.
3. Provide input into the design of individual country health financing
strategies and workplans and provide technical oversight for

Kazakhstan Country Director
1. Provide overall technical direction and management of Kazakhstan
country program. Responsible for the development and implementation of
the Kazakhstan country program strategy and workplan.
2. Coordinate with all regional technical advisors to meet Kazakhstan
technical assistance needs in all key technical areas, including finance
and economics, clinical policy, integrated primary care, and community
involvement.
3. Lead overall policy dialogue with government officials and
counterparts at the national and regional levels in Kazakhstan.
4. Supervise the Kazakhstan site coordinators.
Qualifications:
1. PhD or equivalent experience in health economics, health financing,
or related field. Specialty in macrofinancing issues related to health
care desirable (e.g. taxation, designing and developing national health
insurance systems, national health accounts).
2. Minimum of 10 years experience in the field of health economics or
health financing. Significant experience designing and implementing
health financing policies in either developed or developing country
context.
3. Experience managing and supervising staff in a multi-cultural
environment.
4. Experience in NIS or Eastern Europe desirable.
5. Ability to work in Russian language desirable.
6. Experience working on USAID projects desirable.

research group in health economics, to work on the
economic evaluation of health interventions (ECMO in adult
intensive care, and vaccination for rotavirus) and assist
health economics input to local NHS public health decisions.
The successful candidate will have a background with strong
content of economics and economic evaluation or technology
assessment, with practical experience of economic
evaluation in health care. Ideally, applicants will also
have some broader public health, social policy, social
science or health service research experience.
The appointment will be from 1 October 2000 until 30

for extension of the post and completion of the work
alongside the CESAR trial.

established health economics capability. The postholder will join a
small team of economists to strengthen the research base of the
Institute. Research into the implementation of evidence-based health
care, within the wider context of clinical governance, will be a
central theme. A second core theme is the analysis of service re-
configuration, for example, mergers and service alliances, the
implementation of National Service frameworks and the economic
implications of Primary Care Trusts.
Applicants should possess a higher degree in economics and be
able to demonstrate excellent written and communication skills. The
ability to work collaboratively with academics from other disciplines
is essential. The post will be attractive to individuals who
understand the NHS and are prepared to work with NHS managers and
clinicians to apply economic analysis to the decisions they face.
The post will either be on the Research Grade 1A scale within the
range of (stlg16,286 - stlg24,479) or the Research Grade II scale within
the range of (stlg22,579-stlg30,065) per annum according to relevant
experience.
It is a formal requirement for posts at this level that candidates
