REVISED FORMAT FOR HEALTH ECONOMICS LETTERS

The introduction of full text online access to HEALTH ECONOMICS, through
Wiley Interscience (TM), has provided the opportunity to improve the
rapid electronic publication of HEALTH ECONOMICS LETTERS.

We are pleased to announce three changes:
- a new name, Health Economics Letters (HEL)
- an increased limit of 2000 words for new submissions
- expanded content in the electronic version

Since 1997, subscribers to HEALTH ECONOMICS (HE) have had advance copies
of the letters section of the journal e-mailed directly to them as
electronic Health Economics Letters (eHEL) in Adobe Acrobat (pdf) format
and iHEA members and iHEA News subscribers have received delayed
issues e-mailed to them. With the launch of Wiley Interscience in 1999,
journal subscribers now have full text online access to both letters and
regular articles in HE through the interscience website,


www.interscience.wiley.com. Articles on the website are also in Adobe
Acrobat (pdf) format.

As HEALTH ECONOMICS itself is now fully electronic to subscribers, it
is time to reassess the role of the letters journal. To reflect these
changes and to emphasise that all letters that are published in the
electronic format also appear in a subsequent issue of the print journal,
the name of the journal has been shortened to HEALTH ECONOMICS LETTERS
(HEL). Rapid publication of high quality, peer-reviewed, short papers
remains the main goal of HEALTH ECONOMICS LETTERS. However, we now have
the opportunity to add advance copies of abstracts for full length
articles that are forthcoming in HE. HEALTH ECONOMICS LETTERS is
committed to rapid review of new submissions. This relies on the
enthusiastic and active participation of a pool of willing reviewers,
and uses a system of pre-commitment and a structured referee's report

form. The system has worked well. Since the launch of the journal,
68 per cent of referees have returned their comments within 14 days and
95 per cent within 28 days. For accepted papers, 72 per cent of authors
have received the final decision within three months and all within
10 months. For rejected papers, 79 per cent have been given a decision
within 3 months and all within 6 months. One factor that allows for
rapid review is a strict limit on the length of letters. However, it
has become clear that the previous word limit of 1200 words has been
too stringent for an adequate treatment of some topics. As a result,
we have decided to introduce a new limit of 2000 words for submissions
to HEL. In practice, we expect that most letters will be 1000-1500 words
but submissions will be allowed up to the maximum of 2000 words. This
works out to approximately six or seven pages of double-spaced 12 point
type.

MEDTAP INTERNATIONAL BAYESIAN INITIATIVE IN HEALTH ECONOMICS AND
OUTCOMES RESEARCH

Request for Proposal

Building a Reference Case for Bayesian Applications to Health Economics
and Outcomes Research

Release Date: February 15, 2000 Application Receipt Date: May 1, 2000

Background
The Bayesian Initiative in Health Economics & Outcomes Research at MEDTAP®
International seeks to explore the value of the Bayesian approach to
health economics and outcomes research in the hopes that its use will
result in information that is more interesting and relevant to health
care decision makers. The Bayesian Initiative is requesting proposals
to apply the Bayesian analytical methods in health economics and outcomes
research by building one or two studies that will serve as reference cases
to demonstrate the application value of Bayesian methods. Please see
Request for Proposal at www.bayesian-initiative.com for application

RESEARCH OBJECTIVES
1. To identify an analytical data set suitable for studying
health-related economic issues using both Bayesian and classical
statistical approaches
2. To demonstrate step by step how to apply the Bayesian methods
to evaluate the cost-effectiveness to treatment (or intervention)
alternatives
3. To compare the Bayesian results with those generated from
a classical approach

ELIGIBILITY AND SELECTION CRITERIA
*Applications may be submitted by domestic and foreign for-profit and
non-profit, public and private research organizations, such as
universities, colleges, and research institutes. Proposals will be
evaluated using the following criteria:
*Expected usefulness of the results to inform decision makers of the
application values of the Bayesian approach
*Creativity in using the data to build a Bayesian reference case
*Methodological rigor
*Clarity of the proposal
*Applicant's experience and qualifications for conducting the proposed
project.

USE OF FUNDS
The Bayesian Initiative intends to commit approximately $80,000
(including direct and indirect costs) in FY 2000 to fund up to two
new grants in response to this RFP. The Initiative may have further
funding in the future. The grant period is one year. Upon completion
of the grant, grantees are expected to submit a written report
(in a manuscript format) to the Bayesian Initiative.

FORMAT FOR PROPOSALS
*A complete proposal should consist of a cover letter and a narrative
application. The narrative application should provide a complete and
concise description of the proposed research and methodological analysis.
*The narrative of the application must not exceed 10 double-spaced pages
(not including references), using at least 11 point font and one inch
margins. This narrative should contain:
*A brief description of the proposed topic, study objectives, and its

significance
*Methodology and design
*A description of how the proposed project will complement related work
in the literature
*Data sources
*Brief analytical plan
*Timeline
*Budget
*Dissemination plans
*Credentials of applicants and name of the primary contact person.

HEALTH SYSTEMS FINANCING IN LOW-INCOME AFRICAN AND ASIAN COUNTRIES

SECOND CALL FOR ABSTRACTS

An international conference on "Health systems financing in low income
African and Asian countries" will be held on 23-24 November 2000 at the
Centre for Studies and Research in International Development (CERDI-
University of Auvergne, France; CERDI is an associated research institute
of the French National Centre for Scientific Research - CNRS). This
conference aims at bringing together national and international
specialists coming from different origins and countries (governments,
universities, research fellows, international organizations and aid
agencies, public and private insurance establishments, health
practitioners, etc.) to share conceptual, empirical and policy analysis -
using various approaches (quantitative, institutional,...) - as well
as experiences concerning a broad spectrum of questions raised by the
financing of health systems in African and Asian low-income countries.
Proposals for paper presentations, in French or in English, would focus
on the following suggested issues but we welcome submission of abstracts
on any topic related to the overall orientation of the Conference :
Evolution of public expenditure in health, macro-economic environment
and budget constraints.

Mobilization of domestic resources (general taxation, social
contributions, cost recovery, etc.) and of foreign resources (earmarked to
health sector or not; conditionallity, etc.) for the (public and private)
financing of health.
- Funding systems and the objectives of health policies.
- Decentralization, administrative reforms, modes of managing resources
(community, etc.) and financing of health systems. Articulation between
the public and the private sector and contractualization. Traditional
mechanisms of insurance and alternatives forms (community based insurance,
etc.).
- Financing of health systems, efficiency and equity. Payment
procedures of the suppliers of ambulatory and hospital health care
and consequences on the supply (quality, tariffs, activities, etc.)
and on the demand of health care (access, equity, etc.).Useful lessons
for low-income countries from experiences in industrialized and
middle-income countries; international comparisons.

of the Kazakhstan country program strategy and workplan.

2. Coordinate with all regional technical advisors to meet Kazakhstan
technical assistance needs in all key technical areas, including
finance and economics, clinical policy, integrated primary care, and
community involvement.

3. Lead overall policy dialogue with government officials and
counterparts at the national and regional levels in Kazakhstan.

4. Supervise the Kazakhstan site coordinators.

Qualifications:

1. PhD or equivalent experience in health economics, health financing,
or related field. Specialty in macrofinancing issues related to
health care desirable (e.g. taxation, designing and developing national
health insurance systems, national health accounts).


2. Minimum of 10 years experience in the field of health economics
or health financing. Significant experience designing and implementing
health financing policies in either developed or developing country
context.

3. Experience managing and supervising staff in a multi-cultural
environment.

4. Experience in NIS or Eastern Europe desirable.

5. Ability to work in Russian language desirable.

6. Experience working on USAID projects desirable.

7. Other skills:

CENTRE FOR EVALUATION OF MEDICINES, ST. JOSEPH'S HOSPITAL

Post-Doctoral Fellowship in Pharmacoeconomics

The Centre for Evaluation of Medicines (CEM), St. Joseph's Hospital,
invites applications for a 2-year post doctoral fellowship in
pharmacoeconomics under the supervision of Professor Bernie O'Brien,
Associate Director of CEM and Associate Professor in the Department
of Clinical Epidemiology and Biostatistics, McMaster University. The
fellowship is funded by a grant from Hoffman-La Roche Limited.

This is a unique opportunity for a person who has just completed a
doctorate in health economics or a related quantitative discipline to
gain practical experience of economic evaluation methods as applied to
medicines and other medical technologies. The learning objectives of
the fellowship will be set in discussion with the supervisor. The
primary mode of learning will be active collaboration with researchers
in CEM on a variety of methodologic and applied questions in economic
evaluation. The fellow may also be eligible to audit course and
workshops in economic evaluation. A major focus will be on developing
quantitative methods in the areas of both decision/disease modelling
and trial-based evaluation. On-going methodologic research at CEM
includes techniques for analysis of uncertainty in cost-effectiveness
data and use of contingent valuation for cost-benefit analysis.

The fellowship will be based at CEM, St. Joseph's Hospital, in
Hamilton, Ontario, Canada. CEM was established in 1993 and comprises
multidisciplinary faculty and staff with primary appointments in the
Department of Clinical Epidemiology and Biostatistics, and Department
of Medicine at McMaster University. CEM research projects are
grant-funded from peer-reviewed agencies, government and industry.

The fellowship is full time, commencing July 1, 2000 for 2 years, and
is not intended for candidates who have not yet completed their
doctoral studies and dissertation. The fellowship stipend is
comparable to MRC/CIHR fellowships.

Evidence Research Unit - Making sense of evidence-based healthcare in the
real world

The Background:
The Evidence Research Unit is a growing consultancy working in the area of
evidence-based health care and applied health economics. Our unit
conducts primary and secondary research studies including systematic
reviews and health economic assessments in a diverse range of therapeutic
areas.

The roles:

- Healthcare Analyst/statistical analyst
You will contribute to our programmes by researching and critically
appraising clinical and health economic information, gathering and
analysing quantitative and qualitative data, summarising research and
findings into effective presentations and reports and interacting with
health care professionals, health economists and healthcare researchers
to discuss ideas and progress research.
Knowledge of health economics and/or familiarity with the principles of
evidence based health care would be a distinct advantage. For
statistical analysts, familiarity with the principles of meta-analysis
would be useful.


- Project leader
You will be responsible for developing, implementing and leading our
projects ensuring that high quality work is delivered in accordance with
the commissioning brief. Through the successful co-ordination of
multidisciplinary research projects you have proved your abilities. Your
role will also involve interacting with our commissioners to ensure their
requirements are understood and delivered. Effective project management
skills and a good understanding of the principles of evidence-based
healthcare or health economic research are essential requirements for
this role.

- Information Specialist
You will have a graduate or postgraduate qualification or equivalent
experience in library or information science and extensive experience of
searching literature, in particular online databases, good skills in
information technology including word processing, database management,
WWW page production, reference management, data transfer and
manipulation, and electronic troubleshooting. Familiarity with the
resources to support evidence based health care and clinical
effectiveness is essential.
Experience in computing is highly desirable.

For an appointment at senior lecturer level the

committee will need evidence of high-quality research output and clear
potential for leading on successful research grant applications.

The post will involve the following duties:

Research: The successful applicant will have a track record of
high-quality research and they will be expected to make an important
contribution to the School of Community Health Sciences' Research

Strategy. In particular, they will be expected to attract major
research grants from respected sources such as the ESRC, MRC and NHS
Health Technology Assessment programme. They will be expected to
undertake research within one of the areas within our Research
Strategy.

The successful applicant will be expected to build collaborative
links with other researchers within the University. They will be
expected to contribute to the continuing development of the research
strategy of the Division and of the School of Community Health
Sciences.

The Division of General Practice currently has 11 researchers doing
MDs or PhDs and the new senior lecturer would be expected to
undertake supervision of students studying for higher degrees. The
senior lecturer /lecturer would also be expected to contribute
towards the Division's research skills training programme.

Teaching: The successful applicant is likely to have had
experience of teaching both undergraduates and postgraduates. The
teaching duties of the successful candidate are not expected to be
onerous and will be partly dependent on the their academic
background.

Administration: Upon appointment, we will review
administrative responsibilities within our Division. The successful
candidate will be expected to undertake some administrative duties
within teaching and/or research, although these are not expected to
be onerous. It is possible that the postholder will take on some
responsibility for developing and/or implementing the School of
Community Sciences Research Strategy.

The Division of Modeling and Simulation in the Center for Cost and
Financing Studies has an opening for a Ph.D. in economics or a related

WHO/EURO PHARMACEUTICALS UNIT

Since the early nineties WHO/EURO Pharmaceuticals Unit, Special NIS
project has supported the newly independent states (NIS) in the
development and reform of their pharmaceutical sector. For this work

educational background in pharmacy/health economics/ public health,
for a contract period of in principle 11 months. This is short
term contract according to the corresponding WHO rules, with extensive
travel in the region.

to undertake research into "economic activities on the boundary of the
state". One of CMPO's main interests is the role of incentives in
public sector organisations. Advances in economic theory and policy
developments have focussed research on this topic. An area where
incentives are crucial is in the delivery of health care in the public
sector. Individuals providing health care are subject to a range of
incentives, some financial, others non-monetary, but no less
important. But exactly what incentives do providers of health care
face and how do they respond to them? Will increasing the extent of
financial incentives bring about improvements in patient welfare?

CMPO would like to invite you to an academic one day workshop on this
topic. The workshop will examine both theoretical considerations and
empirical evidence. Papers will consider the operation of incentives
in practice, and the evidence on individuals' responses (both intended
and unintended) to incentive schemes in a range of settings, with a
particular focus on primary care. Each paper will be followed by a
discussion on the issues.

The speakers will be Jim Malcomson of Oxford University, Hugh Gravelle
of York University and Bronwyn Croxson of CMPO, University of Bristol.

APHEN FORUM 2000

ANNOUNCEMENT

Joint International Conference: APHEN (Asia-Pacific Health Economics
Network) Forum 2000 and 5th Annual Conference of the Bangladesh Health
Economics Unit (HEU).

An international conference on "Health sector reform: equity, efficiency,
sustainability?" to be held 4 – 6th July 2000 in Dhaka (venue to be
advised), Bangladesh.

The conference will bring together specialists working inside and outside
the Asian-Pacific region. The aim is to provide a forum in which to
discuss evidence and non-evidence based approaches to health reform.
The central focus will be on the process of health sector reform in
low, middle and transitional economies. The conference will incorporate
discussion of the health economics implications of sector wide approaches
to health sector reform.

The conference will include a blend of invited plenary presentations on
key themes in health sector reform and submitted papers. Papers are
invited on topics in the following areas:

health reform and equity
sources of health care finance
improving provider efficiency
GIS for health sector monitoring.
national health accounts and equity analysis
adapting human resource capacity to health sector reform
public-private partnerships
health promotion and determinants of health
Health sector reform in the context of an
ageing population
