The twenty-second conference of health economists is to be held on
Thursday 6 and Friday 7 July 2000 at the ANA Hotel Gold Coast, Surfers

Papers are sought on any aspects of health economics, and can be
theoretical, applied or have wider implications for health policy.
Abstracts- not exceeding 200 words- should be faxed or preferably

This post represents an exciting opportunity to contribute
to the expanding research and teaching programme of the
Health Economics Group (HEG) within the School of Health
Policy and Practice (HPP). The School is a unique grouping
of academic staff in Health Economics, Epidemiology,
Biostatistics, Clinical and Health Psychology, Medical
Geography and Health Services Research.
The HEG aims to develop a strong teaching programme for
health economics, both for professionals and economists.
Current teaching is within Masters programmes in Health
Sciences and in Economics and occasional workshops.
Research streams within the HEG include theoretical and
methodological development in the assessment of costs and
benefits in health and health care, the theory of choice
and decision-making, the role and conduct of systematic
review and the political economy of health and health care.
Work within these streams takes place in the
multidisciplinary environment provided by the Schools of
Health and the wider UEA faculty and includes both national
and international collaboration.
You will be expected to contribute significantly to the
HEG's teaching portfolio. In particular you will contribute
to current and planned units in introductory Health
Economics and Economic Evaluation within the Masters
programme in Health Sciences. You will also contribute to
research within the HEG strategy and will, with other
members of HEG, contribute Health Economics expertise to
the NHS Research Development Support Group at HPP.
Practical experience in economic evaluation and/or
systematic review of evidence would be an advantage.
The post requires a postgraduate qualification in Health
Economics, previous experience of teaching and research
experience demonstrated through peer reviewed

Co-ordinator of the EORTC Health Economics Unit, Brussels
The European Organization for Research and Treatment of Cancer (EORTC)
invites applications from qualified candidates for the position as
Co-ordinator of its Health Economics Unit (HEU). The EORTC carries out
clinical research in cancer, in particular phase III randomised clinical
trials assessing the relative efficacy of alternative treatment options
for the various types of cancer. The principal task of the HEU is to
conduct economic evaluations in order to provide health care decision
makers with information about the relative costs and benefits of new
treatments compared to the current standard treatments for common
cancers.
JOB DESCRIPTION
The Co-ordinator of the HEU manages the unit and refers to the Director
of the EORTC Data Center. He/she delegates study responsibilities among
and supervises the activities of the staff and fellows of the unit. In
addition to carrying out studies on his/her own, the Co-ordinator is
also responsible for working out new study proposals and research grant
applications. The Co-ordinator must work out a strategy for the
continued development of the unit, subject to the overriding objective
of producing relevant research of the utmost quality.

* A degree (ph.d. or masters) in health economics or health
services research with special emphasis on issues such as economic

observational studies), decision science

Exciting Opportunity for Post-Doctoral Fellowship in Health Services
Research
The Institute of Health Economics is seeking applications for a
post-doctoral fellowship. This position is for one year with an option
of extension for a second year. The successful applicant will join an
on-going and innovative project involving multi-disciplinary primary care
teams. The project brings together community providers, e.g., family
physician, community pharmacists and home care nurses, to provide team
care for high-risk community-dwelling patients.
The successful applicant should hold a Ph.D. in health services research,
pharmacy administration, public health sciences, economics or some other
relevant social science. The individual will guide the project and work
closely with the other members of the research team including health
services/outcomes researchers, pharmacy researchers, a clinical trialist
and a health economist. This fellowship offers a great opportunity to
work in an interdisciplinary team as well as further develop project

The Health Economics Unit, within the Faculty of Business and
Economics of Monash University, is looking for an economist either
at a senior level or research fellow level who possesses post graduate
qualifications, a strong publications record, and substantial research
experience, to conduct health economics research. Skills in
econometrics and quantitative modelling would be an advantage.
The Health Economics Unit is a recognised leader in health economics

A senior appointee would be expected to manage a program of research

Two Research Fellows in Health Economics required
The Institute houses the Health Care Research Unit (HCRU) and Health
Technology Assessment Group. HCRU undertakes multidisciplinary health
services research, much of which requires health economics input. We
have just appointed a senior lecturer Dr Karen Gerard and we are now
looking to expand our capacity. The HTA Group undertakes cost
effectiveness reports for South West and South East Regions (DEC
reports) and now supports the National Institute for Clinical Excellence.
Post 1
This is for a health economics research fellow primarily to work
alongside Dr Gerard in developing health economics research. It is an
exciting opportunity to input to existing projects and to develop a
portfolio of research under her guidance. The post is funded by the
South East R&D programme. The postholder will also provide support to
the Institute=92s cost effectiveness reports.
Post 2
This is for a health economics research fellow to work with a
multidisciplinary team lead from HCRU to evaluate the cost
effectiveness of renal satellite units. This is a national study in
England and Wales funded by National HTA R&D programme.
Applicants for both posts should have a good degree and a postgraduate
qualification in health economics. They should have good skills in
quantitative methods and in written and oral communication. They
should be enthusiastic about contributing to a challenging and
important programme of health services research. Experience of related
research is desirable.
Both posts are full-time on Research Grade 1A (ACRF) Scale

Public insurance substituting for private insurance: new
evidence regarding public hospitals, uncompensated care
funds, and medicaid

This paper examines the impact of public health insurance
programs, whether structured as subsidies to health care
providers (public hospitals and uncompensated care
reimbursement funds) or as direct insurance (Medicaid), on
the purchase of private health insurance. The presence of a
public hospital is associated with a lower likelihood of
private insurance for those with incomes between 100-200%
and 200-400% of the poverty level. Uncompensated care
reimbursement funds were associated with less purchase of
private health insurance and a higher likelihood of being
uninsured across all income groups. More generous Medicaid
programs showed both safety-net and crowd our effects. (C)

Did the Medicaid expansions for children displace private
insurance? An analysis using the SIPP

Using data from the 1990 panel of the Survey of Income and
Program Participation (SIPP), we address the question: Did
the Medicaid expansions for children cause declines in
private coverage? We use a multivariate approach that
attributes a displacement effect to declines in private
coverage for children targeted by the Medicaid expansions
exceeding declines for a comparison group of older
low-income children. We find that 23% of the movement from
private coverage to Medicaid due to the expansions was
attributable to displacement. There is no evidence of
displacement among those starting uninsured, leading to an

Medicaid and crowding out of private insurance: a re-
examination using firm level data

While previous research has identified a relationship
betweenexpanded Medicaid eligibility and falling private health
insurance coverage, the exact mechanism by which this
''crowding out'' occurs is largely unexplained. We combine
individual and firm-level data to investigate possible
responses to the Medicaid expansions by firms and workers.
We find no evidence that the expansions affected employer
offers of insurance to workers. However, we find some
evidence of an effect on the probability that a firm offers
family coverage, and on the percentage of full-time workers
accepting employer- sponsored coverage offered to them. (C)

employer-provided health insurance is a phenomenon common
to all jobsor is concentrated only on certain jobs, We find that
declines in own-employer insurance coverage over the
1988-1997 period are driven primarily by declines in takeup
for long-term full-time workers and declines in eligibility
for new and part-time workers, We also look at trends by
workers' education level, and see how much of the decline in
is offset by an increase in coverage through a spouse's

'Competition' among employers offering health insurance

Most employees contribute towards the cost of employer-
sponsored insurance, despite tax laws that favor zero
contributions. Contribution levels vary markedly across
firms, and the average contribution (as a percentage of the
premium) has increased over time. We offer a novel
explanation for these facts: employers raise contribution
levels to encourage their employees to obtain coverage from
their spouses' employer. We develop a model to show how the
employee contribution required by a given firm depends on
characteristics of the firm and its work force, and find
empirical support for many of the model's predictions. (C)
