iHEA 2001 Conference - 3rd Announcement and Registration Package
The 3rd Announcement and Registration Package will be available on the
iHEA 2001 website (http://www.ihea2001york.org.uk/home.htm) from 8
November. In addition, the Registration Package will be mailed to
all iHEA members on 15 November.
The announcement contains:
- abstracts of the two plenary presentations by Professors Deaton and
Sen;
- details of the organised sessions and panels already confirmed;
- outlines of the pre-conference sessions and special workshops;
- details of the student and poster prizes;
- registration details and more information on accommodation options.
In our next entry in iHEA News we will be giving further information on

2001 BAXTER ALLEGIANCE FOUNDATION
HEALTH SERVICES RESEARCH PRIZE
The Baxter Allegiance Foundation Health Services Research Prize is
presented annually at the AUPHA Annual Meeting in recognition of a
distinguished contribution to the health of the public through health
services research. The Prize may recognize a particular contribution
or career achievement. Nominees may be from any country or field.
The 2000 recipient was Dr. Karen Davis of The Commonwealth Fund.
The Prize consists of a $10,000 personal award and $15,000 to a
not-for-profit institution designated by the recipient, to support
his or her work.
Nomination materials must reach the selection committee by December
1, 2000. Nominations must include a letter of nomination, two letters
of recommendation, and a current CV. Nominations should be in English
but supporting documents may be in any language. No self nominations
will be accepted. Nominations should focus on the nominee's contribution
in the areas of Health Services Management, Health Policy Development

NOMINATIONS FOR 2001 JOHN D. THOMPSON PRIZE FOR YOUNG INVESTIGATORS
CALL FOR NOMINATIONS
Nominations are being sought for the 2001 John D. Thompson Prize for
Young Investigators, which recognizes young investigators based on
their contribution to the research literature in the field of health
services. The Prize consists of an honoraria and travel expenses to
the 2001 Annual Meeting. Funds donated by the Health Administration
press and the many friends of John D. Thompson form the Prize's endowment.
The Prize is awarded to an individual whose work may be in any discipline
contributing to knowledge in the health services. Emphasis is placed on
the applicant's publications in peer reviewed scholarly journals. The
judges may also consider books and other publications. Anyone may
nominate a candidate. A nomination should include a current
curriculum vitae on the candidate, a single letter of not more than
five pages discussing the candidate's contribution and justifying
the nomination, and complete copies of the candidate's publications
of which the nominee is sole or first listed author. These must appear
in print before December 31, 2000. Individuals may be nominated more

TEXTBOOK BY FOLLAND, GOODMAN, AND STANO: RELEASES 3RD EDITION
The new 3rd Edition of the Folland/Goodman/Stano health economics
textbook, "The Economics of Health and Health Care", is updated
considerably, but the main innovations show up in new chapters
and reorganizations. The pharmaceutical industry gets a chapter
for the first time in this series, and the "Managed Care" chapter
has been fundamentally revised. The book also features the
"Economics of Health Bads," which reconceives the motivation for
teaching advertising economics within the context of the topical
issues of cigarettes, alcohol and street drugs. Supplier-induced-demand
and small area variations issues are now condensed and integrated
in one chapter as offshoots of information problems. As in the past,
the book includes more chapters than any one course can really use and
encourages (or demands) more underlying economics understanding than
some teachers may want to or choose to develop. The previously copious
reference citations have been extended if anything, and they still
offer the new reader a leg up on the health economics literature.

Abt Associates Inc., an international policy research and consulting
firm, seeks exceptional candidates for Health Economist and Program
Officer for a global technical assistance project to improve the
sustainability of children's vaccine programs in developing
countries.
Health Economist
Responsibilities: The Health Economist will operate as a technical
expert in immunization financing and other health financing work. The
Economist's activities include: Producing analytic papers and products
related to immunization financing, i.e. analyses of immunization
financing mechanisms or an advocacy paper on debt relief and
immunizations; Conducting research and interviews to gather data to
support this work; and participating in and planning activities such
as protocol designs, tool development, and technical review of other
products. The Economist may also participate in some short-term
assignments to conduct immunization financing assessments in various
countries.
Qualifications: Advanced degree in Economics, Public Health, Public
Policy, or Business with an emphasis on health economics and finance,
and six to ten years of relevant/related experience.
Superior writing, research (quantitative and qualitative) and
presentation skills. Candidate should be able to convey technical
information clearly to a non-technical audience. Candidate must be
able to produce under tight deadlines. Overseas experience, either
resident or extensive short-term. Willing to travel overseas on
short-term assignments. Fluency in at least one of the following
languages: French, Spanish, Arabic, or Russian.
Program Officer
Responsibilities: The Analyst will provide overall management support
to the project including: managing logistics for short-term
activities; facilitating arrangements with short-term consultants;
coordinating the writing and review process and production of
technical reports; assisting with the dissemination of information;
communicating with the client; and monitoring the project budget.
Depending on the candidate's skills and qualifications, the Analyst
may also contribute to the technical work, conduct literature reviews,
participate in technical meetings, and undertake other research
activities, as appropriate.
Qualifications: Master's Degree or equivalent in public health or a
specialization in health in economics, business, public policy, or
international studies and a minimum of one to three years of
relevant/related experience. Demonstrated capabilities in supporting
technical assistance project and/or coordinating logistics for
international research activities. Candidate must be able to produce
under tight deadlines. Demonstrated ability to work with foreign
counterparts and collaborating partners; excellent computer skills
(Windows, Word Perfect 6.1, Microsoft Word, EXCEL and PowerPoint
preferred); strong writing and interpersonal skills; good
organizational skills with the ability to handle multiple tasks
simultaneously; and fluency in a foreign language (French preferred or

Health Services Researcher/Senior Research Fellow (3 Posts)
Nature of appointment
The National Institute of Clinical Excellence ('the Institute') has
entered into an academic partnership with the Health Economics Research
Group, Brunel University (HERG) to facilitate and support three (3)
appointments to its appraisal team. The posts are open to graduates
with a postgraduate qualification or equivalent experience in health
services research or a related discipline. Applicants with
qualifications/experience in health economics and medical statistics
are particularly encouraged, but those with other health service
research experience or backgrounds are encouraged to apply. Experience
of working in a multidisciplinary research environment on clinical
issues would be an advantage.
The posts are initially for three years. The three posts are potentially
available immediately and it is hoped that the successful candidates
will be in post by early 2001. Proposals for secondments, from
appropriate organisations in either the public or private sectors
would be seriously considered. The posts will be extended if the
performance of the post holder up to that time is satisfactory to
both the NICE and HERG. The post holders will devote 75% of their
working time to work at the Institute and 25% to their role as
Visiting Research Fellows within HERG, and will need to spend time
both in Central London (NICE) and Uxbridge (HERG). The Institute will
hold the contract of employment and define the terms of service.
Both will accord with the normal practice of the NHS. Salaries,
depending upon qualifications and experience, will be within the
range 20,000 to 40,000 (broadly corresponding to University Research
Scales IA (upper range), II and III.
As a member of the Institute the post holder will be responsible to the
Head of Appraisal and accountable to the Clinical Director.
Performance review will follow the Institute's procedures and accord
with the normal practice of the NHS. As a member of HERG the post
holder will be responsible and accountable to its Director, Professor
Martin Buxton. Staff development and appraisal will follow NICE
procedures and be undertaken jointly with HERG in a manner consistent
with the normal practice of the University.
National Institute for Clinical Excellence
The Institute is a Special Health Authority, which was brought into
being on 1 April 1999. Its structure includes a Board with Executive
and Non-Executive Members. The Institute has a current establishment
of some 25 whole-time equivalent (wte) staff.
The overall role of the Institute is to provide guidance to the NHS in
England and Wales on which treatments and services work best for
patients. In particular the Institute will provide guidance to the
NHS on the use of selected new and established health technologies.
The Institute's functions in this context are set out in the Secretary
of State's Directions: "to appraise the clinical benefits and the costs
of those interventions notified by the Secretary of State and to make
recommendations". In response to formal requests from the Department
of Health (DH) and the Welsh Assembly the Institute will undertake
appraisals of new and established technologies, including
pharmaceuticals, medical devices and procedures, diagnostic
techniques and health promotion. These appraisals will encompass
clinical effectiveness, cost effectiveness and the wider implications
for the NHS. The Institute will assess evidence about clinical
benefits in the broadest sense. These will include effects on quality
of life (e.g. relief of pain and disability) as well as likely effects
on mortality and morbidity. The Institute will also estimate the
associated costs. In the light of this evidence the Institute will
reach a judgement whether, on balance, to recommend the intervention
as a cost-effective use of NHS resources in general, for specific
indications, or for defined subgroups of patients. Where there is
already an intervention for the condition under review, the Institute
will estimate the net effect of the new intervention on both benefits
and costs.
Technology appraisal comprises two stages. First the available evidence
(including published scientific literature and evidence submitted by the
manufacturers or sponsors of the technology) will be reviewed evaluated
by a designated external academic group (commissioned via the NHS R&D
Health Technology Assessment Programme). Secondly the appraisal team
will derive from this evaluation a provisional appraisal document.
The Institute's Appraisal Committee will then advise accordingly on
the suitability of the technology for use within the NHS.
Thus, to achieve its aims, the Institute requires an appraisal team
with a breadth of knowledge and experience of both primary and secondary
health services research. A wide range of skills is needed in this
team including health economics, medical statistics, epidemiology,
information science and systematic reviewing. There is a particular
requirement at this stage to supplement the appraisal team's skills
in health economics and medical statistics.
Existing appraisal staff include the Head of Appraisal, three health
service researchers and two administrative staff. In addition to these
advertised posts an additional two health service posts and an
additional administrative posts are sought.

Health Economics Research Group, Brunel University
Brunel became a University in 1966. Its main campus was purpose built
on the edge of Uxbridge. Brunel has grown rapidly, partly through
mergers, and now has over 12,000 students. Although initially focused
on science, engineering and technology, the University has a
particularly strong Faculty of Social Science, within which HERG
is located. HERG came into being in the early 1980's and has
developed as one of the leading University-based health economics
groups in the UK. The focus of its work is the economic evaluation
of health care technologies. Its aim is always to seek to develop
the methodological base of evaluation whilst delivering policy-relevant
empirical studies. It has undertaken a series of major research
projects for the Department of Health and has a five-year programme
grant from the Department's Policy Research Programme. It also
receives project funding from a variety of other sources including
the NHS HTA and Methodology Programmes, the Medical Research Council,
NHS London Executive R&D Programme, BUPA, European Union, etc.
It has worked extensively on evaluation of screening programmes,
on organ transplantation, on cardiac interventions, on picture
archiving and communication systems and telemedicine, and on broader
issues of hospital management and efficiency, and of audit processes.
The Group has long-term methodological interests in measuring patient
utilities and preferences, in the use of conjoint analysis, in economic
modelling, in strengthening the statistical base of health economic
evaluations, and in improving the methods for evaluation of technologies
where randomised clinical trials are not feasible.
Whilst the prime disciplinary focus of HERG is economics, the Group is
multi-disciplinary. Current researchers coming from a variety of
disciplinary backgrounds including medical statistics, health services
research, political science and radiography. Most importantly, most of
HERG's work is undertaken in collaboration with leading clinical research
teams or other expert collaborators nationally and internationally.
HERG offers wide scope for the successful applicants to pursue research
that will be of benefit to themselves as well as to HERG and the
Institute, and a programme of work will be agreed with each post-holder
to suit their experience, existing strengths and developmental needs.
The work might include direct involvement in a research project being
undertaken within HERG, or development of a personal research project
relating say to a methodological issue that is relevant to the work of
NICE. Registration to undertake a part-time PhD is seen as a distinct
possibility open for consideration. It would be expected that
HERG-based research would lead to academic publications.

commitment to teaching and research in the area of environmental
and/or health economics and policy. Knowledge of and experience in

Background
Since its inception in 1974 the Health and Safety Executive (HSE)
has successfully tackled workplace health and safety problems in
the UK's traditional manufacturing industries. The changing
nature of employment - for example the shift to service
industries and increasing numbers of self-employed - presents new
challenges that require new approaches to be adopted. In
response, HSE's research interests have broadened to include
topics such as social sciences and economics. New initiatives
such as the 'Occupational Health Strategy' and 'Revitalising
Health and Safety' stress the importance of research into the
economic costs and benefits of health and safety interventions in
the workplace. Significant research funds are available to
support these initiatives, and good opportunities exist to
influence HSE's developing research agenda in this field.
At present, the Health and Safety Laboratory does not employ any
Economists, although it does have active research groups in
behavioural and social sciences. Hence, this post is intended to
provide the core for what we anticipate will be a key research
team in the future. The postholder will initially work on
developing new proposals for HSE-funded research in the Economics
field; if successful, multi-disciplinary project teams will be
formed both from the Laboratory's existing staff, and from new
staff recruited by the postholder as needed. Collaborative
proposals with other institutions or Universities departments are
encouraged.
This post represents an exciting opportunity for an able and
motivated Health Economist to build up their own team, and their
own research portfolio. The post will be made permanent after a
maximum of three years, providing that the initiative has proved

The University of North Carolina at Charlotte invites applications for

A subscription to iHEA NEWS is included as a benefit of membership in
iHEA.
iHEA has been formed to increase communication among health
economists, foster a higher standard of debate in the application
of economics to health and health care systems, and assist young
researchers at the start of their careers. Activities of the
association include:
- Present the annual "Kenneth J. Arrow Award for Best Paper in Health
Economics."
- Hold biennial conferences, the first May 19-23, 1996 in Vancouver,
B.C. (640 delegates attended), and the second in June 6-9 1999 at
Erasmus University, Rotterdam, the third July 22 - 25, 2001 at
CHE, York, England.
- Assist in the distribution of Journal of Health Economics and Health
Economics, and provide both publications at discounts to members.
- Publish a biannual newsletter, HEAL (Health Economics Analysis
Letters), and a monthly electronic newsletter, iHEA NEWS
listing upcoming meetings, recent paper presentations, jobs,
and professional commentary.
- Publish a series of books in health economics and a World Directory
of Health Economists listing individuals and organizations.
- Assist in the distribution of eHEL, electronic Health Economics
Letters, an electronic journal with internet dissemination
and peer-review of economic studies of policy, effectiveness,
technology, market structures and pharmaceuticals around the world.
The association will be involved in organizing other conferences and
sessions at affiliated meetings, obtaining peer-reviewers for journals and
grants, and similar professional activities. The current officers are:
