Fellowships for Participants from Less Developed Countries

Two meeting fellowships are being offered, through open competition, to
young health economists from less developed countries. The fellowships
will provide free registration, accommodation in a campus room and up to
$1000 towards travel costs and other expenses.

Applicants should be members of iHEA and less than 35 years old.
Preference will be given to those submitting abstracts to the meeting,
although this will not be a limiting criterion for the award of the
fellowships.

The 2001 membership year is fast approaching and is shaping up to be a
very exciting one for the association. We will release our updated web
page this Fall, and our 3rd International Conference is slated for next
July.

There are at least three good reasons to renew now:

1. Only fully paid members for 2001 can get the preferential
membership rate for the York conference in July.

2. Renewing now will ensure that any Journal subscriptions will
continue without interruption.
3. I will stop bothering you to renew (I would think that this may be the

research or health policy analysis. There is no set structure for the
abstract beyond the general guidelines given below. Statement of results
is not essential, but will likely result in a greater chance of abstract
acceptance.

Johns Hopkins University, Baltimore, MD. The Greenwall Fellowship Program
in Bioethics and Health Policy, an interdisciplinary program sponsored

NEW AFRICAN HEALTH ECONOMICS ASSOCIATION

A new health economics association for Africa has been formed. It is
called HEPNET-Africa (Health Economics and Policy Network for Africa). The

first meeting was held in August 1999 and the second in august 2000.

Membership is currently drawn from about 10 countries of east, west and
southern Africa. We expect that this will expand to the rest of Africa. It
is a network of ministries of health and academic/research institutions
involved in health economics and policy. It aims to develop capacity in
health economics and policy analysis.

The network is co-ordinated by Prof Di MacIntyre of Health Economics Unit
of the University of Cape Town.

Abt Associates Inc., an international policy research and consulting firm,
invites applications from health economists at all levels of experience to
work as technical experts in health economics and financing, conducting
research and providing technical assistance on various global and country
specific technical assistance projects.

Positions will be available both in Bethesda, Maryland, and overseas.
Incumbents will work primarily on issues related to health policy, health
reform, cost recovery, health insurance, hospital finance,
decentralization, private sector development and sustainability. They will
serve as a team members or, depending on their experience, as a team
leaders for short-term assignments worldwide.

Other duties may include: participation in design, implementation,
management and reporting of project activities; identification of client
needs; development of scopes of work; planning and organizing studies;
recruiting, participating in and providing direction to technical
assistance teams; coordinating field work, conducting analyses and writing
reports; assuring quality control and timeliness of analysis and
reporting, and contributing to development of proposals for new projects.
Incumbents would also be expected to give oral presentations, contribute
to dissemination initiatives, and advise high-level officials on health
economic issues.

A PhD degree is preferred, and candidates should possess at least a
Master's Degree in Economics, Public Health, Public Policy, or Business
with an emphasis on health economics and finance. A minimum of two years
of professional experience is required for entry-level positions. Longer
experience at successively more senior levels is expected for middle and
senior level appointment.

Preferred skills and experience include: demonstrated ability to design,
conduct and manage technical assistance and research activities;
demonstrated ability to work successfully with donor clients and foreign

counterparts; strong communication and presentation skills; strong writing
skills; previous publishing experience; familiarity with USAID policies
and procedures; demonstrated competence in managing professional and

UNIVERSITY OF ALBERTA
Health Policy Research Positions

The Institute of Health Economics is an independent centre of excellence
in health policy, economics and outcomes research, that is affiliated with
the University of Alberta and the University of Calgary. We are one of
six centres worldwide (and the only one in Canada) that are part of the
Pharmaceutical Policy Issues Programme funded by the Merck Company
Foundation. We are interested in strengthening our capacity in health
policy research through this funding.

We are seeking applications from researchers who enjoy working in a unique
organization within a multi-disciplinary, multi-sectoral group. We will
consider applications from suitably qualified individuals, ranging from
post-doctoral candidates to established faculty. In the case of faculty,
continuous, joint appointments at the Institute and a university may be
possible. Individuals interested in a sabbatical, as well as potential
secondments from non-academic organizations are also welcome.

Applicants should hold a graduate degree in a relevant discipline, have a
proven record in pharmaceutical/health policy research, and/or have
experience in health policy that could be applied to an academic research

AMERICAN COLLEGE OF RADIOLOGY RESEARCH DEPARTMENT
Senior Health Economist

The American College of Radiology (ACR) is a major physician specialty
society located in Reston, VA, a suburb of Washington DC. The research
department consists of 4 Ph.D.-level staff (economists, social scientists,
and statisticians) plus 3 more junior staff. The department primarily
undertakes economic and socioeconomic research related to Radiology, but
is increasingly becoming involved in clinical studies. The department
publishes its research in major medical journals, and is funded by the ACR
so staff do not have to obtain "soft money." It has a significant budget
for outside professional services when assistance is needed on projects,
and has funds for members to attend professional society conferences and
make presentations at these meetings. The department is seeking a senior
researcher with interests primarily in economics or finance. Qualified
applicants will have a Ph.D. and at least 2 years experience; or a
master's degree and at least 5 years experience, plus good quantitative
skills, programming ability in SAS or another statistical software
package, ability to write a quality professional journal article or report
with only limited supervision, and good oral and written communications
skills. Current departmental projects, illustrative of those on which the
Senior Health Economist will work, include: Cost and cost-effectiveness
studies, particularly as components of clinical research studies.
Comparison of the cost of treating cancer with radiation relative to the
cost of other treatments. Studies of the costs and productivity of

radiology practices. Research on "self-referral"-the consequences in
terms of utilization, cost, and quality that result when physicians have a
financial interest in, and provide, services outside their principal field
of practice. Studies of the employment market for physicians.

Medicine, with links to other local and national research groups. Our

areas include quality of care, cost-effectiveness analysis, health care
financing and organization, access to care, technology assessment and
health education. Job expectations: participate in interdisciplinary
research teams to plan and carry out health services research studies;
develop (within 2-3 years) into a principal investigator of such studies.
Job activities: participate in ongoing studies; work with physician
Research Fellows to develop and conduct their research projects; (with
others) develop funding proposals, prepare reports and papers for
publication; present findings at national meetings.

Requirements: A doctoral level degree in health services research, public
health, economics, epidemiology, statistics, health policy or a related
discipline. In depth knowledge in one, or several areas which may
include: statistics, cost-effectiveness analysis, health economics, health
policy analysis. Experience with important health care/health cost
relevant data sources (e.g. Medicare) helpful. Good quantitative skills

CANADIAN POLICY RESEARCH NETWORKS
Position Description
Director, Health Network
Canadian Policy Research Networks

The Canadian Policy Research Networks is seeking an experienced policy
professional to direct the Health Network. CPRN is a non-profit research
organization. Its mission is to create knowledge and lead public debate on
social and economic issues important to Canadians. Our goal is to help
make Canada a more just, prosperous, and caring society.

CPRN undertakes about $3 million a year in research in its three research
networks - Health, Family, Work - and in corporate projects. The funding
for these projects comes from a mix of federal, provincial, corporate, and
foundation sources. The research concentrates mainly on policy analysis
and synthesis, drawing on the skills of a wide cross-section of academics
and independent consultants from many disciplines, as well as internal
staff.

While Canada is blessed with a number of health research organizations,
CPRN has the potential to occupy a unique niche composed of:

A pan-Canadian view of health and health care, with a focus on governance.
Our goal is to inform policy choices in Canada on issues related to how
resources are allocated, how decisions are made, who makes the decisions,
how the different actors interact, and how they respond to citizens,
consumers and tax payers.

CPRN is well placed to address governance and institutional issues across

jurisdictions, building conceptual bridges, synthesizing evidence from a
wide range of sources, and convening discussions in a neutral space. It is
therefore positioned to build on and extend the excellent work being done
by many health research units across the country, including the new
institutions being launched in 2000.

The Family and Work Networks also undertake research that addresses and
contributes to understanding the policies that shape the social and
economic determinants of population health. This creates considerable
scope for cross-Network programs.

The Health Network currently has one major project in progress - Towards a
New Perspective on Health Policy - to be completed in the Fall of 2000. It
is also developing new work on several themes:
- Governance of the health system (issues such as federal-provincial
relations, models for the public-private split, models for the payer-
provider relationship);
- Economic analysis (contribution of the voluntary sector to the health
system and to society; return on investment in health and social
programs).

- Network Directors dedicate from 50 to 100 percent of their working
time to CPRN; they typically operate from their chosen locations, while
relying on support services from the corporate office in Ottawa.
Technology is in place to make these virtual connections as seamless as
possible. Research capacity (located in Ottawa) includes:
- In-house staff,
- Associates - academics and others who work with the Network on
projects of common interest, on a regular basis,
- Research fellows, who provide leadership on key projects,
- Contract researchers, recruited to take on specific tasks, on an
occasional basis.

Network directors are established researchers with national reputations in
their field or experienced policy advisors from a government background.
They are key members of the senior management team and participate in all
activities central to the development of the organization. More

from the United Kingdom Medical Research Council to support a new
programme of malaria research in Tanzania, and to establish a Malaria Co-

In addition, the School was recently awarded a US$ 40 million grant from
the Bill and Melinda Gates Foundation, to further its work on malaria.
This is one of the biggest grants ever given to a UK university.

Health economist wanted to teach a basic health economics course (seminar)
to graduate students in Health Advocacy at Sarah Lawrence College,
Bronxville, NY (30 minutes north of mid-town Manhattan). Our students
take an interdisciplinary program in health care including history,
policy, law, ethics, physiology, psychology and health economics. The
health economics course is for graduate students who have all had
microeconomics, but beyond that their backgrounds are varies. The class is
a seminar, no more than 15 students, and meets once/week on Wednesday or

Qualifications: a doctorally educated economist with a specialty in health

VA HEALTH ECONOMICS RESOURCE CENTER

The VA Health Economics Resource Center, in Menlo Park, California is
seeking a health economist to help incorporate cost-effectiveness analysis
into one of the country's most successful health care research programs.

eHEALTH: A FUTURESCOPE

It is our pleasure to announce a forthcoming conference.

eHealth: a Futurescope will plan, explore, debate and evaluate strategies
for developing IT opportunities in healthcare. The conference will
interest health practitioners and providers, policy makers, patients and
clients, information scientists, analysts and futurologists who are
considering the following challenges:

How has the thrust of IT research affected healthcare?
How can healthcare providers create advantages from IT opportunities?
Why is the potential of information in health not yet realised?
How should information be regulated and disseminated?
Who will eHealth benefit?
How best can we manage change in healthcare?
What is the impact of eHealth on the patient?
How can we ensure quality?
What is the psychology and sociology of eHealth?

MacQuarie Technology Investment Banking and Heinz Wolff of Brunel
University.

CESifo GROWTH AND INEQUALITY CONFERENCES

A Joint Initiative of CESifo and the Castor Endowment
Call for Abstracts

CESifo and the Castor Endowment at the University of Washington, Seattle,
ask for submission of papers or extended abstracts (300-500 words) on the
question of "Growth and Inequality, Issues and Policy Implications" for
the CESifo-Conferencesin 2001/2002.


Relevant topics include:
ú Assessment: the establishment of stylised facts relating to inequality
and growth
ú Causes: isolating the determinants of inequality on growth
ú Consequences: examining the implications of inequality on growth and
human welfare
ú Policy: how public policy can intervene to improve equality and
accelerate growth.

Papers and abstracts should contain a theoretical background and/or
applied work to address important policy issues. The CESifo-Conferences
are a two-stage process. Authors of accepted papers will be
invited to give presentations at a workshop meeting in Munich, 19-20 May
2001. Selected authors are then invited to present revised versions of
their papers at a second conference meeting in early 2002. The papers will
be published in an MIT Press volume as part of the CESifo Seminar Series.
There will be external refereeing of papers after both stages.

Abstracts or papers should be submitted by 1 December 2000. A decision on
accepted abstracts or papers will be announced by 15 December 2000. For
accepted abstracts, full papers must then be submitted by 1 March 2001.
Authors will be notified of the decision to accept their full paper for
the Munich meeting by 1 April 2001. Electronic submissions are preferred.

ACADEMY OF INTERNATIONAL HEALTH STUDIES

The Academy for International Health Studies is pleased to

iHEA members. The International Summit on the Private Health Sector will
