AEA/ASSA MEETINGS IN BOSTON, JANUARY 7-9, 2000
iHEA had another successful set of activities at the American Economic
Association meetings in Boston this month, with some important new
additions. A particular highlight was the Saturday night reception
with 70 health economists attending the awarding of the Seventh Annual
Kenneth J. Arrow Award in Health Economics to Donna B. Gilleskie for
her January 1998 Econometrica paper "A Dynamic Stochastic Model of Medical
Care Use and Work Absence". Donna was presented the award by Roger Feldman
of the University of Minnesota in an engagine presentation on the joys of
dissertation supervision. Donna warmly thanked Roger and the rest of her
Dissertation Committee at Minnesota for their support and guidance.
Donna is now an Assistant Professor of Economics at the University
of North Carolina at Chapel Hill and is an NBER Faculty Research
Fellow. Dick Arnould was thanked for his long years of service
chairing the Arrow Award Committee with a stylish hat as he turned
the reins over to Will White. The Reception and Award Ceremony was well
attended and much food and drink was consumed. Boston local iHEA
sponsors, the VA Management Science Group and Health Economics Research,
Inc. also had promotional material available at the reception.
The iHEA sponsored session also was very successful as three diverse
papers on Information Issues in Health Economics achieved a unified
perspective in the presentation and discussion around issues of
modeling distributions of preferences. Outgoing organizer of the
iHEA session, Martin Gaynor, was the Chair and Pierre-Andre Chiappori,
Jacob Glazer, and Alberto Holly presented papers. Bill Vogt, Mark
Satterthwaite, and Don Kenkel discussed the papers respectively.

The other addition to AEA services this year by iHEA was the staffing
of a table in the reception area. Thanks go to Randy Ellis and his
graduate students from the Department of Economics at Boston University

Health Care Policy at Harvard Medical School for providing this service.
An especially popular handout was the listing of all of the Health
Economics oriented sessions in the AEA/ASSA Program.
We hope to see many of you next year at the iHEA sessions of the AES/ASSA
meeting January 5 to 7, 2001 in New Orleans.

Creating and Using National Health Accounts for Health Finance Reform in
Lower Income Countries
May 1-12, 2000 Stowe, Vermont, USA

The International Health Systems Group (IHSG) at the Harvard School of
Public Health is pleased to make its second announcement for the course,
Creating and Using National Health Accounts for Health Finance Reform in
Lower Income Countries to be held May 1-12, 2000 in Stowe, Vermont.
As stated before, this course will focus on the conditions and needs of
the health sector in lower and middle income countries. The teaching
will consist of both the technical aspects of National Health Accounts
and how the information gathered from this program can be linked to
health financing issues, reform strategies, health system assessment and
policy development. This course is targeted at mid-to-senior level
planners and policy analysts who would plan, develop, manage, and utilize
national health accounts in sector analysis and policy development as
part of health financing reform.

Financing Specialist for its Johannesburg Office.
QUALIFICATIONS: masters or doctoral degree in economics, health
economics or related quantitative field, and at least 3 years
experience in health economics research in pharmaceutical, academic or
consulting sectors. Advanced computer literacy is essential, including
spreadsheet modelling capabilities and familiarity with at least one
econometrics / statistical software package. Demonstrated ability to

DUTIES: The successful applicant will be expected to take on

benchmarking, decentralisation, and financial sustainability. Duties
will include identifying client needs and developing scopes of work and
proposals; planning and organising studies; participating in and
providing direction to technical assistance teams; co-ordinating field

presentations; and assuring quality control and timeliness of analysis
and reporting. They will also be required to take financial management
responsibility for projects over time, as well as contribute to the
strategic development of the Southern African Regional Office Health
Practice. The individual will form part of a strong team of health
economists based in South Africa, the US and many other low and middle-

Johannesburg, and may be required to undertake significant travel within

DUTIES AND RESPONSIBILITIES:
*Cost-effectiveness Analysis/ Health Economic Models:
*Prepare in-depth health economic disease area profile documents for
key technologies and procedures using existing literature and meta-
analysis techniques;
*Support applied research studies using a broad range of
health economic methodologies in both clinical trial and observational
settings;
*Assist research teams with primary data collection from sources such
as medical charts, surveys, and economic case report forms;
*Develop country-specific decision-analytic economic models using
available clinical evidence and cost parameters. Synthesize data from
previous and on-going clinical trials and literature on comparative and
competitive treatment modalities;
*Assist in the design and implementation of economic forecasts for
new product development.
Reimbursement/Databases:
*Support product marketing teams with reimbursement summaries of cost
and clinical data throughout the product life cycle;
*Create and maintain in-house databases and analytic data files;
*Apply research methods to analyze primary and secondary databases;
*Use Dataprobe/Insight software to analyze MedStat/Medicare claims
data;
*Summarize results of analyses in formats such as charts, graphs,

*Support coordination of the health outcomes section of new product

September 2004.
This post represents an exciting opportunity to contribute
to the expanding research and teaching programme of the
Health Economics Group (HEG) within the School of Health
Policy and Practice (HPP). The School is a unique grouping
of academic staff in health economics, epidemiology,
biostatistics, clinical and health psychology, medical
geography, and health services research.
The HEG aims to develop a strong teaching programme for
health economics. Current teaching is within Masters
programmes in Health Sciences and in Economics, and
occasional workshops.
Research themes within the HEG include theoretical and
methodological development in the assessment of costs and
benefits in health and health care, the theory of choice
and decision-making, the role and conduct of systematic
review, and the political economy of health and health
care. Work within these themes takes place in the
multidisciplinary environment provided by the Schools of
Health and the wider UEA faculty.
The postholder will be expected to contribute significantly
to the HEG's teaching portfolio. In particular s/he will
contribute to current and planned units in introductory
health economics and economic evaluation within the Masters
programme in Health Sciences.
S/he will also contribute to research within the HEG
strategy and will, with other members of HEG, contribute
health economics expertise to the NHS Research Development
Support Group at HPP. Practical experience in economic
evaluation and/or systematic review of evidence will be an
advantage but is not essential.
The post requires postgraduate qualification in Health
Economics, previous experience of teaching, and research
experience demonstrated through peer reviewed
publication(s) and/or PhD. Higher education teaching
qualification is not essential, but would be an advantage.

NATIONAL CANCER INSTITUTE (NCI)
The National Cancer Institute (NCI) anticipates future openings for
several doctoral level positions within its newly created Outcomes
Research Branch (ORB)of the Division of Cancer Control and Population
Sciences. ORB is developing a research program to help shape the national
agenda in cancer outcomes measurement and analysis. ORB will sponsor and
coordinate research examining how traditional and innovative endpoint
measures (functional status, quality of life, preferences/ utilities, and
economic costs, etc.) can be incorporated into the broad range of studies
focusing on cancer outcomes - from prevention and treatment trials to
national population-based surveillance activities. ORB will foster
development of valid and reliable endpoint measures for use in studies
examining cancer outcome trends, the quality of care, and the cost-
effectiveness of interventions. ORB will also sponsor and coordinate
research applying innovative analytical strategies to outcomes research
(multilevel analysis, random effects and mixed models, latent variable
models, GEE and other models for analyzing correlated data, etc.). The
work of the ORB will be carried out through reviews, evaluations, and
analyses conducted by section staff; collaborations with experts in the
field; meetings, workshops, and conferences convened by the section; and
through sponsorship of extramural research and consulting activities.
Within this expanding new effort at NCI, exciting opportunities will be
available for individuals with expertise in epidemiology, biostatistics,
health services research, health economics, psychometrics, survey
research, and decision sciences. Candidates should hold a Ph.D. or have
the equivalent training and experience. A background in cancer research
is desirable but not required. Excellent communication and interpersonal
skills are essential for work in this multidisciplinary setting. U.S.
citizenship is required. The salary range for these positions will be
$55,027 - $89,142 (GS-13 to GS-14). The location is Bethesda, Maryland,

The Multsectoral HIV/AIDS Prevention Programme (MAPP) under the overall
supervision of the Ministry of Health and Family Welfare will be
implemented as a follow-up to the National Policy on HIV/AIDS and STD

A workshop on "Antibiotic Resistance: Global Policies and Options"
will be hosted by the Center for International Development at Harvard
University on February 28, 2000 to assess the current state and future
directions of policy responses to the global problem of antibiotic
resistance.
The objectives of the workshop are to:
· acquaint social and behavioral scientists and researchers outside
the medical and life-sciences with the dynamics of the process by
which bacterial resistance evolves, and of the scale of the global
resistance problem,
· discuss the economic impacts of antibiotic resistance on human health,
especially in developing countries,
· bring together diverse ideas and viewpoints on institutional and social
policy approaches to tackle the problem of resistance, and
· provide an opportunity for interdisciplinary research between economists,
legal scholars, sociologists, epidemiologists, medical professionals and
policy experts to forge innovative approaches to the study of resistance.
Papers are invited for inclusion at this workshop. General topic areas
for papers include (but are not restricted to) institutional and policy
issues related to:
· optimal use policies for antibiotics in hospital and community settings,
· global frameworks for surveillance of resistance and promoting judicious
antibiotic use,

HEALTH SYSTEMS FINANCING IN LOW INCOME AFRICAN AND ASION COUNTRIES
An international conference on "Health systems financing in low income
African and Asian countries" will be held on 23-24 November 2000 at the
Centre for Studies and Research in International Development (CERDI-
University of Auvergne, France; CERDI is an associated research institute
of the French National Centre for Scientific Research - CNRS).
This conference aims at bringing together national and international
specialists coming from different origins and countries (governments,
universities, research fellows, international organizations and aid
agencies, public and private insurance establishments, health
practitioners, etc.) to share conceptual, empirical and policy analysis
using various approaches (quantitative, institutional,...) as well as
experiences concerning a broad spectrum of questions raised by the
financing of health systems in African and Asian low-income countries.
Papers would focus on the following suggested issues but we welcome
submission of abstracts on any topic related to the overall orientation
of the Conference :
Evolution of public expenditure in health, macro-economic environment and
budget constraints.
Mobilization of domestic resources (general taxation, social
contributions, cost recovery,.) and of foreign resources (earmarked to

financing of health.
Funding and regulating systems and the objectives of health policies.
Decentralization, administrative reforms, modes of managing resources

Papers can be in French or in English. The sessions will be organized by
an international scientific committee with presentation of selected
papers, comments from discussants, floor discussions and round-tables.

PRESENT YOUR PAPER AT APHA, NOVEMBER 13-16, 2000 IN BOSTON
The Health Economics Committee of the Medical Care Section of the
American Public Health Association (APHA) invites you to submit abstracts
for papers for presentation at the year 2000 meeting of the APHA, Nov.
13-16, in Boston. The committee welcomes abstracts on all aspects of
health economics; the theme of the meeting is "Eliminating Health
Disparities," and papers with a tie-in to that topic are particularly
welcome. Usually, the Committee is able to accept approximately a dozen
papers for oral presentation at health economics sessions, but the more
(and better) abstracts we receive, the more program slots are available.
In addition, other health economics papers are accepted for Medical Care
Section sessions whose topic they fit, and poster presentation is
available. Oral presentations are 15-20 minutes.
Abstracts will be chosen based on originality, methodological rigor,
timeliness, and policy relevance. In addition to the abstract, the Health
Economics Committee requires a 1-2 page summary providing more details of
the research.
Submission of abstracts should be by the APHA's electronic submission
process. The deadline for receipt of abstracts is February 4, 2000
(presumably by 4pm ET). To submit, go to the APHA's website, which is at
www.apha.org. Click on "meetings". Toward the end of the material about

A subscription to iHEA NEWS is included as a benefit of membership in
iHEA.
iHEA has been formed to increase communication among health
economists, foster a higher standard of debate in the application
of economics to health and health care systems, and assist young
researchers at the start of their careers. Activities of the
association include:
- Present the annual "Kenneth J. Arrow Award for Best Paper in Health
Economics."
- Hold biennial conferences, the first May 19-23, 1996 in Vancouver,
B.C. (640 delegates attended), and the second in June 6-9 1999 at
Erasmus University, Rotterdam, the third 2001 at CHE, York, England.
- Assist in the distribution of Journal of Health Economics and Health
Economics, and provide both publications at discounts to members.
- Publish a biannual newsletter, HEAL (Health Economics Analysis
Letters), and a monthly electronic newsletter, iHEA NEWS
listing upcoming meetings, recent paper presentations, jobs,
and professional commentary.
- Publish a series of books in health economics and a World Directory
of Health Economists listing individuals and organizations.
- Assist in the distribution of eHEL, electronic Health Economics
Letters, an electronic journal with internet dissemination
and peer-review of economic studies of policy, effectiveness,
technology, market structures and pharmaceuticals around the world.
The association will be involved in organizing other conferences and
sessions at affiliated meetings, obtaining peer-reviewers for journals
and
grants, and similar professional activities. The founding officers are:
