Plenary addresses were given by Joseph Stiglitz, chief Economist of the World Bank, the Dutch Ministry of Health Welfare and Sports, Michael Drummond of York, Dean Jamison of UC and the WHO and, for those who stayed through the end, a fascinating reflection on who we are and the future of health economics by Victor Fuchs. Approximately 300 papers and 200 posters were presented in 92 sessions held across 3 days. The most popular by far was the Monday afternoon debate "Resolved: The demand curve (for medical care) should be abolished" moderated by Alan Maynard with Uwe Reinhardt, Bob Evans and Thomas Rice taking the pro-side, Mark Pauly, Frank Sloan and Peter Zweifel taking the con side. The 600 people in the audience gave many signs of appreciation. The social highlight of the Congress was the Medieval Banquet with copious food, drink, music and presentation of the awards in the student paper competition to Mathias Kifman of Konstanz, Angel Marcos Vera Hernadez and Jorge Mestre Ferrandiz of Barcelona, Jan Klavus of Finland, Christoph Eisenring of Bern, and Christopher Seplaki and David Vanness of Wisconsin. Over the four days of the conference and the pre-conference meeting on National Health Accounts there were more than 850 attendees (28% more than in Vancouver in 1996) from 59 countries. A tremendous vote of thanks is due to the local organizers Frans Rutten, Eddy van Doorslaer, Frederik Schut and Wynand van de Ven or IMTA Erasmus University and Jacques van der Gaag of the University of Amsterdam. The next conference will be held at York (U.K). The Journal of Health Care Finance, a quarterly by Aspen Publishers, Inc. (Wolters Kluwer academic publisher), is a peer-refereed outlet for articles on all aspects of health care financing. Specifically, informed management decision making in the health care industry by both institutional managers and policy makers is rapidly evolving. One of the areas experiencing the greatest rate of change has been financing and financial management. The complexity of financing arrangements and the growing importance of competition have created a great need for informed financial management, particularly from an interdisciplinarily perspective. JHCF therefore, seeks a variety of articles that have current relevance and future importance to health care management and policy making. The editors of JHCF are soliciting a number of high-quality academic articles to be peer-refereed for a special issue on "Health Care Financing: The Next Millennium." This theme is interpreted broadly to include research on any futuristic configuration of health financing schemes in the private (insurance) and public sector (e.g., Medicare, Medicaid) sectors, looking at five to ten years into the future. Papers can be theoretical or empirical- simulations and forecasting models are also welcome. Empirical papers need to stand on strong theoretical foundations, clean data, and frontier modeling techniques. This position would be in the Research and Policy Division RPD, an externally funded research unit that focuses its research activities in a number of strategic areas. One of those areas is mental health and substance abuse (MH/SA). MH/SA care affects all MEDSTAT clients - employer, health plan, and state and federal health policy decision-makers. We also apply state-of-the-art research methods and tools to help clientsí cope with the variety of access, cost, and quality challenges.
