However, they often disagree over what "values" are, where to look for values, and how to use information about values when making policy decisions. CHEPA's Annual Policy Conference 2000, Values in Health Policy, will explore answers to questions such as: What are "values"? Where do we find values? How do we describe or measure values? Which values count in health policy making? How do we use information about values in policy making? The conference will be held on May 17-19, 2000, in Hamilton, Ontario (about an hour from either Toronto or Niagara Falls). It is attended by a mix of Canadian and international scholars, researchers, professionals, and policy decision makers in the health field. The conference format encourages the exchange of ideas and information between participants. Presentations include plenary talks and workshops (invited) and poster presentations (peer- reviewed). Please note that this call for papers is for poster presentations only. We invite researchers, scholars, policy makers, and policy analysts to submit abstracts describing unpublished, original studies concerning values in health policy. Conceptual and didactic analyses are welcome, as are empirical studies. We encourage submissions that fall into one or more of the following topic areas: The nature of values. The term "values" has many meanings and uses in lay, professional, and academic communities. We invite work that analyses the ontological nature of values in health policy -- that is, the definition of "values", where values are found, and how values behave. The empirical study of values. Policy makers seek information about values, to be considered in policy decisions. Different definitions of "values" imply different ways of generating information about them. We invite work that describes research methods for evoking meaningful values information and presenting it to decision makers. Values-dilemmas in health policy. The conference will focus on the concept of "values" as whole, rather than on specific types of values. However, it is important to relate knowledge about "values" to the specific value-dilemmas common in health policy. We invite studies that describe value-dilemmas in health policy decision making and how they are resolved in theory or in practice. Using values information. How should decision makers use values information when formulating policy? Health policy making occurs at many levels: the clinical encounter, the administrative office, the courtroom, the legislative chambers. Values are both important and problematic to policy makers who wish to base their decisions on evidence and principles, and to be sensitive to "values" while avoiding "biases." We invite case studies that describe how policy makers address these paradoxes in practice. We also invite work that suggests theoretically- or empirically-based models for using values information appropriately and effectively. Please read these submission instructions carefully and include all the information requested. Incomplete submissions will not be reviewed. Electronic submissions should be in Windows-compatible Word, Wordperfect, or a simple text file format. Hard copy submissions should be double-spaced, in 12-point Times font. Please include all of the following information with your abstract submission: The topic area that applies best, either: (a) The nature of values; (b) The empirical study of values; (c) Values-dilemmas in health policy; or, (d) Using values information. The title of the poster presentation The authors (with the name of the presenting author underlined) The institution of affiliation Contact information: mailing address, email address, phone, and fax. The body of the abstract (not to exceed 500 words) including the following information: the problem or question addressed, for empirical analyses only: hypotheses tested, methods, and findings for conceptual analyses only: an outline of the paper's argument a discussion addressing policy making or policy research implications.
