Recent graduates of doctoral programs in economics, political science, and sociology, including junior faculty, are invited to apply for this unique and challenging fellowship. Up to 12 Scholars are selected annually to participate in the Program at one of three nationally prominent academic institutions -- the University of California at Berkeley (in collaboration with the University of California at San Francisco); The University of Michigan; and Yale University. There theyÝ have the opportunity to work collaboratively in multidisciplinary environments with faculty from the social sciences, medicine, public health, public policy, management, and law. Integration between general practices (horizontal integration), and between primary and secondary care (vertical integration), is likely to grow as the new White paper is implemented.Ý Horizontal integration in primary care, both formal and informal, has developed through GP fundholding and other commissioning models where practices are organised into groups.Ý The White Paper's proposals are likely to formalise further this integration. Vertical intergration has also been developing in terms of the planned shift to primary care of some secondary care services and responsibilities. Such shifts are set to continue.Ý Vertical integration of the contracts of GPs through the Primary Care Act Pilots, where Trusts can employ GPs directly and where general practices contract directly with Health Boards, is also is also relevant. The aims of this thesis would be to: i) examine the industrial, organisational, and institutional economics literature and their relevance to the types of integration occurring in primary care in Scotland; ii) examine the relevance of any empirical work about integration in the public or private sectors; iii) develop these theories in the context of the NHS in Scotland; iv) test these theories using secondary and primary data. As well as documenting the pattern of integration, it is expected that the thesis will focus on factors influencing integration, and of the likely effects of such integration on incentives, behaviour, efficiency and equity in the Scottish Health Service. In direct response to issues of health in Ethiopia, the Mission's Strategic Objective #2, is to "Increase use of primary and preventive health care services". USAID believes that rebuilding an efficient and sustainable health system over the long term is the key to health sector development in Ethiopia. To support this Strategic Objective, USAID/Ethiopia signed a seven-year $56.5 million Essential Services for Health in Ethiopia (ESHE) Program/Project with the Government of Ethiopia on 11 August 1995 as an initial investment in the health sector.ÝÝ Of the total planned USAID contribution of $56.5 million, $26.5 million is for project support to the government and $30 million is for non-project assistance.Ý Another $13.5 million is provided through unilateral support to NGOs and approximately $30 million is channeled through Global Field Support. The X Conference, which follows the one held in Montreal in June 1996, focuses on "Equity and Health across the World: Neoliberalism or New Welfare Policies?". This title has been chosen both for its continuity with past IAHP appointments and because it is timely, afterÝ the fall of many hopes, assigned in the last decades, to the market as a major factor of development all over the world, the weakening of many welfare pivots inside the Western area, and the sunset of the alternative front represented by the Socialist-led countries. The fourth session (Saturday 26 September) will be dedicated to a panel discussion on new Welfare State and Neoliberalism, on the basis of the previous debates and the IAHP document. The Conference will close on the afternoon ofÝ 26 SeptemberÝ in a session which will tackle the issues of equity and Welfare State, even in the European and Italian context. The Conference will be held in Perugia, except for afternoon of 24 September when participants will meet in other artistic centres of Umbria. The IAHP Assembly will be held on the afternoon of 25 September, followed by the social dinner. Tours of the Umbrian countryside will be organized, by request, on Sunday 27 September.
