Behaviour and Incentives in the Supply of Health care The aims of this programme of work are to: (i) explore a range of theories from mainstream economics, supplemented by the non-economics literature; (ii) develop these theories within the context of the characteristics, objectives and constraints of the Scottish Health Service, and; (iii) test these theories using a combination of survey methods and observational data. Currently, a major theme of the programme is investigating the objective functions of suppliers of health care. The aim here is to develop the existing theoretical base by identifying the important arguments in the utility functions of decision makers in primary and secondary care. The subsequent development of theory will provide a framework for informing and analysing future changes in policy and contributing towards the development of incentive structures to help achieve particular policy aims. FURTHER INFORMATION: Health Economics Research Unit The Health Economics Research Unit (HERU) was established 21 years ago in the Department of Community Medicine (now Public Health) at the University of Aberdeen. HERU currently employs twelve health economists, an information officer and two secretaries. HERU is based in the Medical School with some additional office accommodation in the Department of Economics. Core funding is received from the Chief Scientist Office of the Scottish Office Department of Health. Additional funding comes from competitive research grants, consultancy and training activities. The two main aims of the Unit are to develop new methods within health economics and to encourage the use of techniques of economic analysis by clinicians and managers in the health service. The two core programmes are: Economic Evaluation - Methods and Applications; and Behaviour and Incentives in the Supply of Health Care. Members of HERU are currently grantholders on more than 30 externally funded projects. The successful candidate will also contribute to the development and teaching of economic evaluation methods for the MSc in Health Sciences and the MA (Health Economics) at UEA. The person appointed will join the Health Economics group within the School of Health Policy and Practice (HPP). The group is led by Dr Miranda Mugford and John Appleby. Management Sciences for Health (MSH) is the contractor for this project and the employer of the technical advisory team. The AFS Project started in 1997 and runs through 30 September 2000. This position has an expected duration of 6-9 months with a base in Mombasa, Kenya. The work can be organized into three-month segments depending upon preferences of the candidate and AFS Project requirements. The AFS Project provides technical assistance to Coast Provincial Hospital (CPH) in Mombasa, Kenya, which is the second largest hospital in Kenya with 400 beds and an large outpatient service. The technical assistance is designed to assist the hospital to become managerially and financially autonomous, to improve organizational performance and quality, and establish a well-trained management team. These reforms are consistent with policies of the Ministry of Health and parallel those implemented at Kenyatta National Hospital in Nairobi. In addition to technical assistance on financial and management systems provided through the AFS project, the hospital is undertaking targeted physical rehabilitation with support from the Japanese International Cooperation Agency (JICA). OVERALL RESPONSIBILITIES: The Health Management Specialist (HMS) shall work as an advisor to the four-member long-term resident technical assistance team and designated MOH counterparts. The Health Management Specialist (HMS) shall reside in Mombasa, Kenya for a 6-9 month period scheduled roughly in three month segments to manage AFS project technical assistance to Coast Provincial Hospital (CPH). The HMS shall work closely with the Administrator of the CPH, as well as with the Provincial Medical Officer for the Coast Province, under the supervision of the Chief of Party of the AFS project or his designee. Full-time, 12-month research training will be provided for a 2-year period. This interdisciplinary program emphasizes the changing social contexts of development; early life course trajectories of mental health and behavioral adaptation; longitudinal assessment and analysis; at-risk populations; and social policy. Funding is for one year (generally beginning October 1), with a second year of funding possible. The stipend is $36,000 annually. CeMHOR provides office space, computer access, as well as research assistant and secretarial support. An additional $7,000 of supplemental funding is available annually for the fellow's research or educational expenses. The Fellowship Program is designed to prepare fellows for independent investigation in the areas of access/utilization, outcomes and cost effectiveness of mental health services. Current CeMHOR research is concentrated in five clinical areas: dementia, depression, schizophrenia, substance abuse, and comorbidity. Fellows may participate in coursework tailored to their needs, interests and skills, and are expected to develop and carry out a research project relevant to the VA mental health care system. Each fellow will have a preceptor to coordinate his/her didactic and research experience.
