The successful candidate will collaborate with other investigators (within and outside the Department) at all stages in the research process, from initial ideas to publishing findings in peer-reviewed journals. The main elements of the post are to encourage the development of economic appraisal, provide advice on study design and writing protocols, assist as necessary with the collection and analysis of data, and disseminate the findings in various forms including presentations, reports and papers. In addition, the candidate will contribute to the general support and training provided by the HCEU to R&D activities within the Region. The post will therefore involve advising, collaborating and communicating with researchers from a variety ofbackgrounds and with various levels of knowledge about economics. The successful candidate will be an individual who is enthusiastic about applying economics to research and development in the NHS. Eligible candidates will have a degree in economics and good communication skills. BASICS is a worldwide United States Agency for International Development (USAID) contract, awarded in October 1993 to the Partnership for Child Health Care, Inc., a joint venture between the Academy for Educational Development, John Snow, Inc., and Management Sciences for Health. Subcontractors include Program for Appropriate Technology in Health, Johns Hopkins University, Emory University, Clark Atlanta University, and Porter Novelli. The BASICS Project was created by USAID to provide technical and material assistance for programs--both public and private sector--in USAID-assisted developing countries which aim to improve child survival. Heavy emphasis is placed, over the life of the project, on the development of sustainable health programs and services. OVERALL RESPONSIBILITIES: The HCF Advisor will have an office in the new HCF Secretariat and serve as a senior technical advisor to the Secretariat. He/She will assist with the initial organization of the Secretariat and provide technical guidance to the development and implementation of the National HCF Strategy. The HCF Advisor will travel regularly to the Southern Ethiopia Peoples Region (SEPR) to assist in the implementation of policy reforms and provide technical assistance on issues related to health care finance. Specific duties will include, but not be limited to, the following: 1) assist the Ministry of Health (MOH) Regional Management Team with the implementation of the national policy, 2) development and revision of the HCF policy in collaboration with the HCF Secretariat, 3) maintain close contact with the Health Policy Advisor to ensure consistency between health financing and other health policy and planning activities, 4) regular travel to SEPR to assist with the implementation of health finance reforms, 5) monitor health care budget development and expenditures, with particular attention to budget areas targeted by USAID for policy reform, 6) work with the Policy Advisor to monitor HCF conditionalities, 7) organize workshops and seminars on health care finance reform. The Chairholder will have a tenure base in the School of Public Administration and a joint appointment in the School of Medicine's Department of Preventive Medicine and/or Family Medicine. The School of Public Administration has a tenure track faculty of 30 with degrees in most of the social and behavioral sciences. Programs are offered at the University Park campus in Los Angeles in addition to permanent facilities in Sacramento and Washington, D.C. The Fellowship in Pharmacoeconomics is a 2 year interdisciplinary program, sponsored by the Bayer Corporation. The first academic year of the program will be devoted to course work at Yale and to the development of research proposals in the areas of medical outcomes assessment, cost effectiveness analysis, and related topics. Fellows are encouraged to choose from course offerings throughout the university, including but not limited to those at the School of Medicine and the School of Management. Beginning in the summer after the first year, and for a significant portion of the second year, Fellows will remain in close contact with faculty in the Department of Epidemiology and Public Health, who will monitor the Fellows' research progress.
