IUC has functioned as an independent centre for advanced studies under a guidance of representatives of its more than two hundred member universities for a quarter of century. The Summer School will focus on Central and Eastern European developments, with special emphasis on: -The objectives of reforms -Priority setting -Process evaluation of different policies -Analysis of outcomes CREATED FOR: The course is basically conceived at the postgraduate level, advanced, but undergraduate students are welcome. The IUC will issue a certificate of Attendance. It will also provide a special Certificate for which as a rule the presentation of a paper will be expected. The Croatian Medical Journal will publish selected papers presented at the course. The course will be in English. PROGRAM SCHEDULE: PART I: Two linked modules one focusing on theory and practice of health care reforms and systems analysis as well as methods of priority setting in health policy. The second module focusing on specific case studies in different countries with emphasis on the implementation process and the roleof different international organizations in policy formation. PART II: Open workshop where teachers and participants will have the opportunity to discuss and debate alternative methods of financing and providing health service in Eastern Europe and exchange views on what really works in health care reforms.
