The Doctor of Philosophy Program in Administration-Health Services is a degree program offered jointly and cooperatively by the Graduate School of Management in the School of Business and the Department of Health Services Administration in the School of Health Related Professions.
The program is for those who wish to pursue the conceptual, philosophical, and applied aspects of administrative processes in the health services. It provides doctoral-level study and research in administration with specific application to health services. Graduates find employment opportunities both in academic institutions and in health care or government organizations.
The primary mission of the program is to improve health administration practice and policy through the generation and conduct of research in the management of health service organizations. The mission is accomplished through the education of individuals for academic positions, and for high-level analytical and research positions in non-academic organizations.
Our program provides doctoral level study and research programs for selected individuals with proven academic ability, who wish to pursue advanced studies in the conceptual, philosophical, and applied aspects of administrative processes in health services. A limited number of high quality students are recruited locally, regionally, nationally, and internationally for full-time study. Opportunities are provided for students to work collaboratively with faculty on research projects leading to joint papers for publication and/or presentation at national conferences.

The overall goal of this multidisciplinary program is to build a health services research training infrastructure that will prepare independent investigators to pursue careers focused on translating research evidence into practice. Among the skills targeted for development are: changing physician practice behavior, improving quality of care, assessing the impact of the delivery system on the quality of care, relevant epidemiological, statistical, experimental, and quasi-experimental methodology, analysis of large data sets, economic evaluation, and the practical application of outcomes research methodology.
The cornerstones of the UAB Health Services and Outcomes Research Training Program are mentorship, academic enrichment, and independent research experience. The program includes both predoctoral and postdoctoral training positions. To be eligible for a postdoctoral position, prospective trainees must be a U.S. citizen or have permanent residency status, have a clinical degree (MDs, DMDs/DDSs, PhD Nurses, PhD Clinical Psychologists, PharmDs), and have completed their residency training. A 2-year commitment is required. The academic component for postdoctoral trainees involves the MSPH in Health Policy and Outcomes Research.
Predoctoral candidates must apply and be accepted into the Health Services Administration-Health Services Research PhD program to be eligible for a training position. Predoctoral training requires a 3-year commitment. Each trainee is expected to identify a major research focus, design and complete a research project relevant to Translating Evidence into Practice, and submit the results for peer-reviewed dissemination.

The University of Arizona's Center for Health Outcomes and PharmacoEconomic Research is teaching the tools of pharmacoeconomics and health outcomes assessment to professionals whose job responsibilities include the application or interpretation of pharmacoeconomic information. A 4-day training program has been developed and is aimed at professionals with an entry to intermediate knowledge level. The curriculum will offer an overview of basic principles, as well as more in-depth instruction in selected areas. Participants will also learn to evaluate literature and will have the opportunity to work on a pharmacoeconomic project. Enrollment is limited to encourage interactive sessions and personalized attention. The program format will consist of lectures, case studies, workshops, and small group discussion. Participants in this training program will have the opportunity to confer with program faculty and other participants during the week in Tucson. The Department of Economics offers graduate work leading to a Doctor of Philosophy degree. The candidate for an advanced degree may specialize in the following fields: development economics, econometrics, economic history or thought, industrial organization (with special options in health and law and economics), international economics, labor economics (with special options in health and human resource economics), macroeconomics, microeconomics, and public economics (with a special option in urban economics).
The PhD program requires the completion of 24 units of study beyond the bachelor's degree. Specific requirements include 1 unit in mathematics for economists, 3 units of microtheory, 2 units of macrotheory, 3 units of statistics and econometrics, 6 units of field electives and approximately 8 doctoral thesis units. Candidates must maintain a grade-point average of B+ in micro, macro, and statistics work. Candidates must also successfully complete two fields through course work and/or a written examination. In addition, candidates are required to give an oral defense of the thesis proposal and pass an oral final examination covering the research. A student with an appropriate background in economics and mathematics who devotes full time (including summers) to graduate work can complete the PhD degree in four years beyond the bachelor's degree. An additional year is more common, especially for those holding part-time assistantships.

Heidelberg University: Financing Health Care: Principals of Insurance

The international postgraduate course is offered by the Department of Tropical Hygiene and Public Health at Heidelberg University in summer 2004 for the first time. Eligible are public health professionals and managers with a minimum of 2 years experience in the health sector and experience with or responsibility for health financing. Language Proficiency in English through prior study or accreditation is required.
This two weeks course will take place every year in early summer in the premisses of the Department. It is an intensive course and requires daily attendance from 09.00 to 17.00. After successful completion of the course, participants should be able to:
- Describe the basic tools used in development and assessment of financing mechanisms and critically analyze the advantages and weaknesses of these tools
- Critically analyze the roles of the public and private sector in health financing in different context
- Compare and analyze the basic features of health financing mechanisms in developing countries and in developed countries
- Design a scheme of health financing based on current theories and case study examples
The course includes the following topics:
- Options for the financing of health services
- Evaluation tools for financing of health services
- Social health insurance: Case studies from Germany, Thailand
- Technical aspects of social insurance in other European countries
- Field trip: visits of different players in the German health insurance system
- Traditional risk sharing schemes in West Africa: classification, tasks and functions
- Community based insurance (CBI): rationale, concepts and implementation
- CBI case: CBI study in Burkina Faso
