The Sloan Program prepares future leaders in health care administration to manage health care institutions and to assess how government policies and programs affect the health care sector of the economy and the institutions they manage. The Sloan Program does this through education that is informed by research that addresses the challenges of the dynamic and changing health administration environment. The career trajectory for Sloan graduates is excellent. Sloan graduates serve in leadership positions in a variety of settings including hospitals, long-term care, ambulatory services, insurance/benefits organizations, pharmaceuticals, management consulting, professional associations and government organizations.
The Sloan MHA Program is located in the Department of Policy Analysis and Management (PAM) in the College of Human Ecology at Cornell University. Policy and management issues are interrelated across the public and private sectors around the issues of cost, quality, and access to health services. Faculty in the Department of Policy Analysis and Management address these issues through their teaching and research. As a department, PAM prepares students for leadership positions as managers, policy makers, and analysts for careers in both the public and private sectors. In contrast with many health management programs where health applications are delayed to the second year, in the Sloan Program the focus on health administration concepts begins during the first semester. The M.H.A. degree in health administration accordingly is highly focused, dealing with the issues and challenges specific to the health industry. The core curriculum combines a solid foundation in accounting, finance, management and economics-the fundamentals of management and business methods-with specific training and skills needed to apply these fundamentals successfully in the health industry. Course requirements and electives provide a broad approach to management training in health care, including offerings in ethical and humanitarian principles, entrepreneurial innovation, leadership skills development, epidemiology, health law, insurance and managed care, social and health policy issues, and health care financing and economics. This stream provides a foundation for research and practice in environment and health. Awareness of the potential health effects of environmental exposures is growing among scientists, policy-makers, the media and the public. This is reflected particularly in the increasing volume of public and academic debates related to aspects such as the health hazards of chemical contamination of land, air, the rivers and seas and the impact on health of air pollution. These issues are among those addressed in this stream. Multidisciplinary training is provided in the advanced methods necessary to undertake epidemiological research on the relationships between health and the environment, and to develop an understanding of the social, economic and political contexts which underlie the establishment of priorities, and the selection and evaluation of policy responses. Graduates from this course go into careers in epidemiology, health risk assessment, consultancy or policy development as applied to environment and health.

This stream provides students with a sound understanding of the theoretical basis of health promotion, to equip them with conceptual and practical skills to design and evaluate health promotion programmes, and to enable them to formulate health promotion policies. Since 1990, IHE has been conducting seminars on health economics for Sweden's formulary committees. At first these seminars were commissioned by Apoteket AB (the National Corporation of Swedish Pharmacies); later the Federation of County Councils took over this function. The chief purpose of these seminars has been to improve participants ability to evaluate health-economic information - contained in, for example, published studies - by imparting fundamental knowledge to them. The seminars have been arranged as 24-hour residential courses (lunch to lunch) comprising the following elements: health-economic methods and examples; real-life cases with a bearing on health-economic evaluation in various therapeutic areas; economic connection with a decentralisation of responsibility for costs; and current changes in the pharmaceutical field.
From 2000 onwards, the Federation of County Councils no longer finances IHE's participation in these seminars, claiming that the committees now possess enough funds to pay for this activity themselves. IHE feels that it is essential for the committee's health-economic knowledge to be kept up to date and hence offers continued education based on the committee's own financial means, as well as on its wishes with regard to seminar form, content, target groups, etc. IHE is able to supply practical experience of cases covering particular areas (for instance new therapies such Plavix, Risperdal/Zyprexa, Cox 2- inhibitors) or constituting themes (for example cancer/diabetes and health economics); health-economic methods and examples as independent issues or integrated in various real-life cases; and experiences with generic substitution, economic control, and decision-making support when responsibility for the costs of drugs has been decentralised.

The University of Arizona's Center for Health Outcomes and PharmacoEconomic Research is teaching the tools of pharmacoeconomics and health outcomes assessment to professionals whose job responsibilities include the application or interpretation of pharmacoeconomic information. A 4-day training program has been developed and is aimed at professionals with an entry to intermediate knowledge level. The curriculum will offer an overview of basic principles, as well as more in-depth instruction in selected areas. Participants will also learn to evaluate literature and will have the opportunity to work on a pharmacoeconomic project. Enrollment is limited to encourage interactive sessions and personalized attention. The program format will consist of lectures, case studies, workshops, and small group discussion. Participants in this training program will have the opportunity to confer with program faculty and other participants during the week in Tucson. The Department of Economics offers graduate work leading to a Doctor of Philosophy degree. The candidate for an advanced degree may specialize in the following fields: development economics, econometrics, economic history or thought, industrial organization (with special options in health and law and economics), international economics, labor economics (with special options in health and human resource economics), macroeconomics, microeconomics, and public economics (with a special option in urban economics).
The PhD program requires the completion of 24 units of study beyond the bachelor's degree. Specific requirements include 1 unit in mathematics for economists, 3 units of microtheory, 2 units of macrotheory, 3 units of statistics and econometrics, 6 units of field electives and approximately 8 doctoral thesis units. Candidates must maintain a grade-point average of B+ in micro, macro, and statistics work. Candidates must also successfully complete two fields through course work and/or a written examination. In addition, candidates are required to give an oral defense of the thesis proposal and pass an oral final examination covering the research. A student with an appropriate background in economics and mathematics who devotes full time (including summers) to graduate work can complete the PhD degree in four years beyond the bachelor's degree. An additional year is more common, especially for those holding part-time assistantships.

Heidelberg University: Financing Health Care: Principals of Insurance

The international postgraduate course is offered by the Department of Tropical Hygiene and Public Health at Heidelberg University in summer 2004 for the first time. Eligible are public health professionals and managers with a minimum of 2 years experience in the health sector and experience with or responsibility for health financing. Language Proficiency in English through prior study or accreditation is required.
This two weeks course will take place every year in early summer in the premisses of the Department. It is an intensive course and requires daily attendance from 09.00 to 17.00. After successful completion of the course, participants should be able to:
- Describe the basic tools used in development and assessment of financing mechanisms and critically analyze the advantages and weaknesses of these tools
- Critically analyze the roles of the public and private sector in health financing in different context
- Compare and analyze the basic features of health financing mechanisms in developing countries and in developed countries
- Design a scheme of health financing based on current theories and case study examples
The course includes the following topics:
- Options for the financing of health services
- Evaluation tools for financing of health services
- Social health insurance: Case studies from Germany, Thailand
- Technical aspects of social insurance in other European countries
- Field trip: visits of different players in the German health insurance system
- Traditional risk sharing schemes in West Africa: classification, tasks and functions
- Community based insurance (CBI): rationale, concepts and implementation
- CBI case: CBI study in Burkina Faso
