Call for Papers: 4th Latin American and Caribbean Congress on Health Economics/1st Chilean Conference on Health Economics (2010)

Introduction:

The 4th Latin American and Caribbean Congress on Health Economics will take place in a context of worldwide economic crisis. The most moderate forecasts indicate that in 2009, for the first time after 60 years, the world GDP growth will be negative. Recovery is not expected to take place before the first half of 2010, and then only if all efforts converge. In any case, it is a difficult economic time for Latin American countries that have shown vulnerability and dependence on the economic outputs of relatively more developed countries. In summary, globalization also means the globalization of economic imbalances when these happen.

In a picture like this, it is difficult for the health sector to stay untouched. Previous experience shows that economic crisis strongly impacts the sustainability of social expenditure. For this reason, it is unlikely that the ratio of health expenditure to GDP can be maintained at levels observed in the last years. This is happening in the context of more pressure on healthcare due to the general deterioration of the quality of life of the Latin American population, and in the context of reduction of contributors to health insurance (in countries with this modality).

Because of this, the 4th congress slogan is “the contribution of health economics to the equitable access to health care in a context of crisis”, thus, emphasizing the policies and tools that could come to play to counteract the effects of the crisis. We want this congress to contribute to the design of strong democratic policies, which promote higher solidarity in health expenditure and at the same time are efficient.

For AES Chile and the Ministry of Health, the organization of the congress constitutes an honor and a challenge that allow us to strengthen the knowledge in this area in our country.

Lessons learnt and Lessons to learn in the field of Micro Health Insurance in Africa

The international project “Pro MHI Africa - EU-African University Network to strengthen community-based micro health insurance” will hold a conference on micro health insurance and health care financing in December 2009 in Lilongwe. Please find more information on the project jointly implemented by the University of Cologne, University of Botswana, University of Ghana and University of Malawi on the project’s website: http://www.microhealthinsurance-africa.org

The conference will constitute a platform for various microinsurance stakeholders in Africa and worldwide. The main objectives of the conference are the following:

I Presentation of common Project outcomes

Common research results and general outcomes of the two year project will be presented at the conference and hence new information on the potential, efficiency and sustainability of Micro Health Insurance in Botswana, Ghana and Malawi will be disseminated. This presentation will form the basis for an open discussion on these topics. New evidence was gathered mainly within qualitative research as well as in the context of an extensive comparative household survey conducted in Botswana, Ghana and Malawi in 2008 and 2009.

II Insurance Education in Malawi and Best Paper Award

A further aim of the conference is to raise awareness on Micro Health Insurance in Malawi as the common spread of micro health insurance units has not entered Malawi yet. Besides a presentation of the main research results of the project Pro MHI Africa in Malawi the winner of the Malawian Best Paper Award will be proclaimed. Furthermore, a round table with important stakeholders in the field of Micro Health Insurance in Malawi is intended to discuss further steps as well as initiate the establishment of a national network of potential micro health insurance practitioners, researchers and supporters in Malawi.

III Exchange and Dissemination of latest research results on Micro Health insurance in Africa

The Pro MHI Africa team would like to bring together national and international microfinance, microinsurance and micro health insurance experts in the context of the final conference to initiate a common discussion about the status quo of Micro Health Insurance in Africa. Therefore, several co-authors of the official Pro MHI Africa Handbook of Micro Health Insurance in Africa will join the conference and present their papers as well as conduct interactive workshops on specific topics.

International Conference on Health and Trade

The International Conference on Healthcare and Trade will focus on the influence of the law of both the European Union and the World Trade Organization on trade in health services, health insurance services and health goods (pharmaceuticals). The application of the EC Treaty, the GATS and the TRIPS to national regulation of health services, health insurance services and pharmaceuticals raises questions of applicability of, compatibility with and possible exceptions to the provisions of these instruments. In these areas, these questions have not yet been answered conclusively and further research and discussion in this area is ongoing. The conference aims to contribute to the discussion, attempting to formulate both legal and economic answers to these questions.

The conference will be held at the Novotel Brainpark Rotterdam on the 10th of December and at the Erasmus University Campus on the 11th of December in Rotterdam.

Distributive Justice in the Health System - Theory and Empirics

As allocation and distribution problems in the health system become more and more pressing, there is a growing need for discussion on the topic of distributive justice. The conference aims to bring together theoretical and empirical researchers to debate recent issues and observations. Theoretical contributions may include studies on norms and principles of distributive justice and their implementation in health systems. Moreover, work on institutional regulations of allocation procedures is welcome. Empirical studies could either investigate current supply situations and allocation effects of different arrangements or report findings from questionnaire studies and experiments in health economics that are intended to unfold opinions and preferences of different interest groups.

We would like to invite you to submit a paper to a Special Issue of the Journal of Nutrition, Health and Aging, on the topic of the Health Economics of Aging and Dementia.

The Journal of Nutrition, Health and Aging is the official journal of the International Association of Gerontology and Geriatrics. The Journal of Nutrition, Health and Aging is growing fast, with a 2008 Impact Factor of 2.32. It is indexed in MEDLINE/Index Medicus, in Current Contents/Clinical Medicine, in Journal Citation Reports/Science Edition, in Science Citation Index Expanded (Sci Search), in EXCERPTA MEDICA (EMBASE and BIOBASE), in Mental Health Abstracts, and in Chemical Abstracts (CA).

The goal of this Special Issue is to promote Health Economics results in Aging and Dementia, with a particular focus on Alzheimer’s disease.

Incentive Schemes and Performance of Health-Care Providers in Low-Income Countries: Recent Developments, Risks and Emerging Challenges: CERDI

Aims

Performance-based incentive schemes (Performance-Based Financing, Result-Based Financing, Pay-for-Performance, Output-Based Aid) are receiving growing attention from governments, aid agencies and donors. Several low-income countries, especially in sub-Saharan Africa, are incorporating key components of the approach in the reform of their public health systems. Stakeholders are attracted by the potential of the strategy to accelerate progress towards the Millennium Development Goals. Operational and scientific knowledge is accumulating.

In the follow-up of a first event organised at the Institute of Tropical Medicine, Antwerp in December 2008, the “Incentives for Health Provider Performance Network” is organising a new workshop for international experts. The workshop will cover recent developments at country level, both in terms of operational lessons and scientific evidence. Particular attention will be given to fragile states and countries going to scale. Political and scientific challenges will be discussed. The workshop will also focus on the limits and risks of these approaches as currently developed in low-income countries.

The workshop targets experts and scholars familiar with the workshop’s topics. A key concern of the organisers will be to bring together participants with different points of view, either supporting performance-based incentives approaches or being more sceptic about them. It is hoped that the discussions among participants during the two days will lead to a good identification of challenges deserving full attention by key stakeholders.

Practical information

The workshop will be held in French and English. A modest fee (Euros 100) will be charged to participants to cover catering and some organisation costs. Oral contributions are on invitation.

Call for Abstracts: Sixth IMA International Conference on Quantitative Modelling in the Management of Health Care: The Institute of Mathematics and its Applications

Health and Social Care systems are undergoing major changes worldwide, due in part to changes in demography and in part to increased competition between parts of the system whether they are hospitals, primary care trusts, or general practitioners. Yet running health and social care systems efficiently and effectively is crucial to improving or even maintaining our quality of life. Over the years, extensive research has been conducted to find immediate and long-term solutions to issues that are routinely faced by health and social care management professionals, such as waiting lists and bed capacity, hospital redesign, workforce planning and scheduling, patient flow modelling, performance management, disease monitoring, and health care technology assessment. Simulation and modelling techniques (statistical analysis, stochastic processes, queuing theory, mathematical programming, heuristics, discrete event simulation, system dynamics, etc) have shown to be increasingly valuable in providing useful information to aid planning and management.

The aim of the conference is to bring together health care managers, clinicians, management consultants, and mathematicians, operational researchers, statisticians, economists, computer scientists etc from across the world with a view to bridging the gap between the communities and to exploring recent developments and identifying fruitful avenues for further research.

We invite researchers in all relevant problem domains and methodologies to submit abstracts of 300-500 words online at http://online.ima.org.uk/ or to Amy Marsh at Amy.Marsh@ima.org.uk by 20 December 2009. Case studies and methodological papers are both welcome. Authors of accepted abstracts will be notified by the end of January 2010. We are also planning a special poster presentation session for PhD students to show their work in progress. Selected papers presented at the conference (whether orally or as a poster) will be published in the Springer journal Health Care Management Science or the IMA Journal of Management Mathematics.

Kate Silvester BSc MBA FRCOphth (Clinical Systems Improvement) originally trained and practised as an ophthalmologist. In 1991 she retrained as a manufacturing systems engineer and spent seven years in management consultancy transferring manufacturing principles to service industries such as banking, airlines and healthcare. In 1999 she rejoined the UK’s National Health Service and worked on many national programmes improving the flow of patients through the system, thus addressing timeliness, cost and quality. Kate’s specific area of expertise is in the management of organisational systems to address the variability in demand and capacity. In November 2007 she joined the EU-Japan World Class Manufacturing Programme to translate the Lean Thinking approach into Healthcare. She was appointed an Honorary Associate Professor, in the Health Sciences Research Institute at Warwick Medical School in January 2009. She is currently sponsored by The Health Foundation and leads an ‘Inquiry into Flow, Cost and Quality’ with South Warwickshire Hospitals NHS Trust and Sheffield Teaching Hospitals NHS Foundation Trust.

The University of Athens (School of Law, Economics and Political Science) in collaboration with the Health Research Unit of the Athens Institute for Education and Research (ATINER) organize their 9th International Conference in Athens, Greece, 28-31 JUNE 2010 & 1 JULY 2010. The registration fee is €250 (euro), covering access to all sessions, 2 lunches, coffee breaks and conference material. In addition, a Greek night of entertainment, a dinner, a half-day tour to archaeological sites in Athens and a special one-day cruise in the Greek islands. Special arrangements will be made with local hotels for a limited number of rooms at a special conference rate.

The aim of the conference is to bring together scholars, researchers and students from all areas of health economics, management and policy. Areas of interest include (but are not confined to): Equity and Poverty in Health, Pharmaceutical Economics, Quality of Life, Economic Evaluation, Health Care Reforms, Social Security, School Health Programs, Health Law and Health Related Business.

Selected (reviewed) papers will be published in a Special Volume of the Conference Proceedings.

4th Latin American and Caribbean Congress on Health Economics/1st Chilean Conference on Health Economics (2010)

Theme: The contribution of health economics to the equitable access to health care in a context of crisis
Dates: 20th to 22nd of January 2010

Introduction:

The 4th Latin American and Caribbean Congress on Health Economics will take place in a context of worldwide economic crisis. The most moderate forecasts indicate that in 2009, for the first time after 60 years, the world GDP growth will be negative. Recovery is not expected to take place before the first half of 2010, and then only if all efforts converge. In any case, it is a difficult economic time for Latin American countries that have shown vulnerability and dependence on the economic outputs of relatively more developed countries. In summary, globalization also means the globalization of economic imbalances when these happen.

In a picture like this, it is difficult for the health sector to stay untouched. Previous experience shows that economic crisis strongly impacts the sustainability of social expenditure. For this reason, it is unlikely that the ratio of health expenditure to GDP can be maintained at levels observed in the last years. This is happening in the context of more pressure on healthcare due to the general deterioration of the quality of life of the Latin American population, and in the context of reduction of contributors to health insurance (in countries with this modality).

Because of this, the 4th congress slogan is “the contribution of health economics to the equitable access to health care in a context of crisis”, thus, emphasizing the policies and tools that could come to play to counteract the effects of the crisis. We want this congress to contribute to the design of strong democratic policies, which promote higher solidarity in health expenditure and at the same time are efficient.

For AES Chile and the Ministry of Health, the organization of the congress constitutes an honor and a challenge that allow us to strengthen the knowledge in this area in our country.

Call for Papers: Health. Happiness. Inequality: Modelling the Pathways between Income Inequality and Health

The purpose of this conference is to analyse the relationship between income inequalities and health. It is widely accepted that interpersonal comparisons and relative deprivation are closely related to an individual’s life satisfaction. However, economists have been reluctant to accept claims brought forward in other disciplines that economic inequalities as such have a direct impact on individual health. The conference aims at bringing these two perspectives together and shed some light on how economic modelling can contribute to our understanding of the interplay between income inequalities, life satisfaction, and health.

Sixth IMA International Conference on Quantitative Modelling in the Management of Health Care: The Institute of Mathematics and its Applications

Health and Social Care systems are undergoing major changes worldwide, due in part to changes in demography and in part to increased competition between parts of the system whether they are hospitals, primary care trusts, or general practitioners. Yet running health and social care systems efficiently and effectively is crucial to improving or even maintaining our quality of life. Over the years, extensive research has been conducted to find immediate and long-term solutions to issues that are routinely faced by health and social care management professionals, such as waiting lists and bed capacity, hospital redesign, workforce planning and scheduling, patient flow modelling, performance management, disease monitoring, and health care technology assessment. Simulation and modelling techniques (statistical analysis, stochastic processes, queuing theory, mathematical programming, heuristics, discrete event simulation, system dynamics, etc) have shown to be increasingly valuable in providing useful information to aid planning and management.

The aim of the conference is to bring together health care managers, clinicians, management consultants, and mathematicians, operational researchers, statisticians, economists, computer scientists etc from across the world with a view to bridging the gap between the communities and to exploring recent developments and identifying fruitful avenues for further research.

We invite researchers in all relevant problem domains and methodologies to submit abstracts of 300-500 words online at http://online.ima.org.uk/ or to Amy Marsh at Amy.Marsh@ima.org.uk by 20 December 2009. Case studies and methodological papers are both welcome. Authors of accepted abstracts will be notified by the end of January 2010. Authors should indicate whether they wish to make an oral or a poster presentation. Poster presentations are particularly welcome as they stimulate discussion and feedback.

We are also planning a special poster presentation session for PhD students to show their work in progress. Selected papers presented at the conference (whether orally or as a poster) will be published in the Springer journal Health Care Management Science or the IMA Journal of Management Mathematics.

In 1991 she retrained as a manufacturing systems engineer and spent seven years in management consultancy transferring manufacturing principles to service industries such as banking, airlines and healthcare. In 1999 she rejoined the UK’s National Health Service and worked on many national programmes improving the flow of patients through the system, thus addressing timeliness, cost and quality. Kate’s specific area of expertise is in the management of organisational systems to address the variability in demand and capacity. In November 2007 she joined the EU-Japan World Class Manufacturing Programme to translate the Lean Thinking approach into Healthcare. She was appointed an Honorary Associate Professor, in the Health Sciences Research Institute at Warwick Medical School in January 2009. She is currently sponsored by The Health Foundation and leads an ‘Inquiry into Flow, Cost and Quality’ with South Warwickshire Hospitals NHS Trust and Sheffield Teaching Hospitals NHS Foundation Trust.

The University of Athens (School of Law, Economics and Political Science) in collaboration with the Health Research Unit of the Athens Institute for Education and Research (ATINER) organize their 9th International Conference in Athens, Greece, 28-31 JUNE 2010 & 1 JULY 2010. The registration fee is €250 (euro), covering access to all sessions, 2 lunches, coffee breaks and conference material. In addition, a Greek night of entertainment, a dinner, a half-day tour to archaeological sites in Athens and a special one-day cruise in the Greek islands. The aim of the conference is to bring together scholars, researchers and students from all areas of health economics, management and policy. The RSI consists of two conferences addressing critical issues facing our aging population: a Mini-Medical School for Social Scientists (July 12-13) and a workshop on the Demography, Economics and Epidemiology of Aging (July 14-15). The primary aim of the RSI is to expose scholars interested in the study of aging to a wide range of research being conducted in fields beyond their own specialties.

The Mini-Med School focuses on biomedical issues relating to aging and should be of interest to all non-medically trained scholars regardless of background. Topics will be drawn from the diverse fields of biomedicine, including biology, genetics, patient care, psychiatry, and other areas. Expert clinicians and researchers will provide participants with insight into the science of aging and a greater understanding of relevant medical issues.

The Workshop on Aging is targeted to pre- and post-doctoral students and junior faculty, and to more senior researchers new to aging research. It will consist of four half-day sessions with topics drawn from research areas in the social sciences, including discussions of savings, disability, and quality of life issues. In each session, leading experts will discuss the state of the literature, integrating results from their own research and supplementing these overviews with more detailed analyses of specific topics.

We invite all interested researchers to apply to attend the 2010 RSI. Applicants may apply for fellowship support to pay for registration, travel, and accommodations. Research on Connections between Health and SES Using PSID Data, Panel Study of Income Dynamics

Purpose

Between 10-20 papers will be presented at a conference to be held in Ann Arbor, MI in September 2010.

Background

The PSID has followed the same families and their descendents since 1968, for 36 waves as of 2009, making it one of the premier datasets for generational analysis. When study participants leave a family to start their own household, such as when adult children move out on their own, the new family unit is added to the Core Panel and interviewed. Children born to or adopted by sample members become part of the study population and are followed over their lives. This practical sample design supports both intra- generational and inter-generational life course models. For example, there are many thousands of unique sibling pairs in the core PSID and 925 in the Child Development Supplement (CDS) alone. In 2007, about 4,300 ‘Heads/Wives’ had a sibling who was also a ‘Head/Wife’ in 2007. Moreover, there are currently ample data on up to three generations of the same family, allowing the analysis of child-parent models, parent- grandparent models, and child-grandparent models. For example, in the 2007 wave, there are about 4,500 ‘Heads/Wives’ who have parents who are also ‘Heads/Wives’, more than 1,100 ‘Heads/Wives’ who have grandparents who are also ‘Heads/Wives’, and about 1,000 ‘Heads/Wives’ who have both parents and grandparents who are also ‘Heads/Wives.’

The information collected on socioeconomic status and health is substantial. Extensive information on income, education, and employment has been collected in most waves since the survey began in 1968. A supplement in 1986 included substantial information on health which was expanded and included in every wave starting in 1999. Goals of Conference

The goals of the conference are to bring together scholars in the area of health and SES to generate additional scientific and policy-relevant findings, facilitate future collaborations including NIH proposal submissions, and provide feedback to PSID about possible needs for content changes and/or future data collections. Papers will be considered for publication in a refereed special issue of the B. E. Journal of Economic Analysis & Policy. Listed below are some examples of topics, intended for illustrative purposes. This is not a comprehensive list of possible topics.

  • Establish the differences in the relationships between health and socioeconomic status among adult siblings - and between parents and adult children - across the life course, and elucidate the various mechanisms accounting for these relationships;
  • Estimate models of transmission in education, economic status, and health status across two and three generations, including an examination of endogenous family structure;
  • Examine generational differences in factors affecting the retirement decision, including socioeconomic and health factors;
  • Examine the transitions and/or spells in health insurance coverage and their relationship to other transitions;
  • Examine the effects of events early in the life course on later-life outcomes;
  • Investigate the role of neighborhood factors on health.
