Sixth IMA International Conference on Quantitative Modelling in the Management of Health Care: The Institute of Mathematics and its Applications

Location: Mary Ward House, London
Conference dates: 29 - 31 March 2010
Abstract submission deadline: 20 December 2009

Health and Social Care systems are undergoing major changes worldwide, due in part to changes in demography and in part to increased competition between parts of the system whether they are hospitals, primary care trusts, or general practitioners. Yet running health and social care systems efficiently and effectively is crucial to improving or even maintaining our quality of life. Over the years, extensive research has been conducted to find immediate and long-term solutions to issues that are routinely faced by health and social care management professionals, such as waiting lists and bed capacity, hospital redesign, workforce planning and scheduling, patient flow modelling, performance management, disease monitoring, and health care technology assessment. Simulation and modelling techniques (statistical analysis, stochastic processes, queuing theory, mathematical programming, heuristics, discrete event simulation, system dynamics, etc) have shown to be increasingly valuable in providing useful information to aid planning and management.

The aim of the conference is to bring together health care managers, clinicians, management consultants, and mathematicians, operational researchers, statisticians, economists, computer scientists etc from across the world with a view to bridging the gap between the communities and to exploring recent developments and identifying fruitful avenues for further research.

We invite researchers in all relevant problem domains and methodologies to submit abstracts of 300-500 words online at http://online.ima.org.uk/ or to Amy Marsh at Amy.Marsh@ima.org.uk by 20 December 2009. Case studies and methodological papers are both welcome. Authors of accepted abstracts will be notified by the end of January 2010. Authors should indicate whether they wish to make an oral or a poster presentation. Poster presentations are particularly welcome as they stimulate discussion and feedback.

We are also planning a special poster presentation session for PhD students to show their work in progress. Selected papers presented at the conference (whether orally or as a poster) will be published in the Springer journal Health Care Management Science or the IMA Journal of Management Mathematics.

Keynote Speakers

The keynote talks will be given by health services leaders as well as prominent academics involved in health operational research.

Confirmed invited speakers include:

Prof Sir Bruce Keogh (NHS Medical Director)

Prof William Pierskella (UCLA Anderson School of Management, USA)

Dr David Worthington (Lancaster University Management School)

Kate Silvester BSc MBA FRCOphth (Clinical Systems Improvement) originally trained and practised as an ophthalmologist. In 1991 she retrained as a manufacturing systems engineer and spent seven years in management consultancy transferring manufacturing principles to service industries such as banking, airlines and healthcare. In 1999 she rejoined the UK’s National Health Service and worked on many national programmes improving the flow of patients through the system, thus addressing timeliness, cost and quality. Kate’s specific area of expertise is in the management of organisational systems to address the variability in demand and capacity. In November 2007 she joined the EU-Japan World Class Manufacturing Programme to translate the Lean Thinking approach into Healthcare. She was appointed an Honorary Associate Professor, in the Health Sciences Research Institute at Warwick Medical School in January 2009. The Social Determinants of Mental Health: From Awareness to Action

Location: Chicago, Illinios, USA
Venue: Drake Hotel
Date: June 3rd and 4th, 2010
Abstractsubmission deadline: December 31, 2009

Research shows that people living in communities plagued high rates of joblessness, poverty, crime and violence as well as inadequate housing, health care, education and social services suffer disproportionately high rates of stress, anxiety, trauma-induced illnesses, depression, substance abuse and cognitive challenges. Often, the mental health preventions and interventions that are implemented in these difficult social contexts are designed to affect individual change; rarely do they seek to address or alter the broader social conditions that cause psychological illness. By failing to address the critical social determinants of mental health, health care policies and programs often fall short of meeting the needs of our most disadvantaged communities.

On June 3rd and 4th, 2010, the Institute on Social Exclusion at the Adler School of Professional Psychology will host its annual conference at the Drake Hotel in downtown Chicago. Entitled “The Social Determinants of Mental Health: From Awareness to Action”, the purpose of the Conference is to:

  • Increase awareness about how social conditions impact mental health and well-being;
  • Develop and disseminate mental health prevention and intervention strategies that are informed by the social determinants framework;
  • Create multidisciplinary collaborations to identify and address the complex social conditions that impact mental health; and
  • Develop new knowledge and practice innovations.

Keynote Speakers:

David Satcher, MD, PhD - The 16th Surgeon General of the United States, past member of the World Health Organization Commission on the Social Determinants of Health, former Director of the Centers for Disease Control and Prevention, and currently, the Director of the Satcher Health Leadership Center at the Morehouse School of Medicine.

Health. Happiness. Inequality: Modelling the Pathways between Income Inequality and Health

Location: Darmstadt, Germany
Conference dates: 4-6 June 2010
Submission deadline: January 31, 2010

The purpose of this conference is to analyse the relationship between income inequalities and health. It is widely accepted that interpersonal comparisons and relative deprivation are closely related to an individual’s life satisfaction. However, economists have been reluctant to accept claims brought forward in other disciplines that economic inequalities as such have a direct impact on individual health. The conference aims at bringing these two perspectives together and shed some light on how economic modelling can contribute to our understanding of the interplay between income inequalities, life satisfaction, and health.

Papers on relevant topics in Microsoft Word or pdf format should be sent before January 31, 2010 to the following address:

Martin Karlsson
karlsson@vwl.tu-darmstadt.de
Chair of Applied Econometrics, TU Darmstadt

Contributions from young researchers are encouraged.

Submitted papers should include the following information:

  • Title of the paper
  • Name(s) of author(s) and institutional affiliation
  • Mailing address and e-mail of the presenter
  • Key words related with the subject of the paper

Submitted papers will be assessed and selected by the scientific committee of the conference. Acceptance of papers will be mailed to authors by March 1, 2010. There is no registration fee for the conference. Selected participants will be provided free lodging in the city of Darmstadt.

The York Expert Workshops are now in their 17th year. Over this period, decision-makers’ demands for information on the cost-effectiveness of health technologies have become more extensive and more sophisticated. At least 7 European countries and several managed care groups in the USA now require formal submissions of economic data as part o f the reimbursement process for medicines.

In order to keep pace with these developments, the York Expert Workshops programme is frequently updated, ensuring continued success. A major change in 2004 was that our Advanced Workshop was extended from 3 to 5 days and structured according to the main steps necessary to generate estimates of cost-effectiveness for a specific decision-maker, such as a reimbursement agency or health care payer. The Advanced Workshop goes beyond the exposition of general princi p les and includes detailed discussion of the analytic approaches required to compile an economic dossier, using a mixture of presentations, tutored sessions and practical exercises.

In 2008 our Foundations Workshop was also extended from 3 to 5 days, in re sponse to participants’ requests for more case studies and exercises. In addition, the statistical issues are now discussed in more depth so that participants are better prepared for more advanced study.

Our 3-day Quality of Life Workshop provides a det ailed introduction to the theory and practice of quality of life measurement with particular emphasis on its use in economic evaluation.

Objectives:

To inform and promote understanding in key areas of quality of life assessment and health economic evaluation.

  • How to decide whether a particular evaluation is necessary.
  • How to choose a particular methodology.
  • How to identify the data required and appropriate instruments for data collection.
  • How to undertake appropriate analysis.
  • How to communicate the results effectively.

Created for:

Anyone involved in initiating, undertaking, managing or interpreting economic evaluations or quality of life assessments of medicines.

Within:

  • pharmaceutical and medical device companies;
  • clinical and health services research;
  • health care decision-making.

The course is suitable for people undertaking health economic evaluations in academia, consultancies and industry, as well as those involved in the design and analysis of clinical trials (statisticians and health service researchers).

The course will provide a practical guide to conducting economic evaluations alongside clinical trials. It will cover issues and techniques related to the collection of both cost and outcome data, the analysis of these data, as well as a framework for reporting and interpreting economic reports from clinical trials.

A range of supporting materials, examples, exercises and solutions - including a copy of the book - will be provided to participants.

The HEALTH at WORK Co-ordination Action and the IEIL at the Universita’ Cattolica invite contributed papers and participants for the conference on the theme ‘Health and Safety at Work’

The theme of the conference is the assessment of the economic contexts, institutional structures and policy frameworks on occupational safety and health with the objective of identifying areas of policy action.

The aim of the conference is to provide a better understanding of the economic implications of health at work, bringing together the contributions of different disciplines: economics, sociology, occupational health and epidemiology. Cross-cutting and/or cross-country contributions are particularly welcome. The following list of themes is meant as a non-limiting indication of options for paper submissions.

  • The relationship between health and working conditions at the workplace
  • The economic costs borne by the worker and the firm from adverse work-related health conditions
  • The role of work-environment health and safety practices in relation to the productivity of the firm
  • The overall impact of work-related health on a set of relevant outcomes for individual workers and their firms (such as injury rates, absenteeism due to health reasons and quits)
  • Occupational health and safety at work related to gender and age issues in light of the feminisation of the labour market and an ageing population

17th Annual Rand Summer Institute

Location: Santa Monica, California, USA
Dates: July 12-15, 2010
Application Deadline: March 12, 2010

The RSI consists of two conferences addressing critical issues facing our aging population: a Mini-Medical School for Social Scientists (July 12-13) and a workshop on the Demography, Economics and Epidemiology of Aging (July 14-15). The primary aim of the RSI is to expose scholars interested in the study of aging to a wide range of research being conducted in fields beyond their own specialties.

The Mini-Med School focuses on biomedical issues relating to aging and should be of interest to all non-medically trained scholars regardless of background. Topics will be drawn from the diverse fields of biomedicine, including biology, genetics, patient care, psychiatry, and other areas. Expert clinicians and researchers will provide participants with insight into the science of aging and a greater understanding of relevant medical issues.

The Workshop on Aging is targeted to pre- and post-doctoral students and junior faculty, and to more senior researchers new to aging research. It will consist of four half-day sessions with topics drawn from research areas in the social sciences, including discussions of savings, disability, and quality of life issues. In each session, leading experts will discuss the state of the literature, integrating results from their own research and supplementing these overviews with more detailed analyses of specific topics.

We invite all interested researchers to apply to attend the 2010 RSI. Applicants may apply for fellowship support to pay for registration, travel, and accommodations. Both the Mini-Med School and the workshop are described more fully at our web site: http://www.rand.org/labor/aging/rsi/. For additional information, please contact Diana Malouf malouf@rand.org.

RSI is sponsored by the National Institute on Aging and the Office of Behavioral and Social Sciences Research at the National Institutes of Health. RAND is an Equal Opportunity/Affirmative Action Employer

Dates: 19-21 July 2010

Presented by:

Professor Andrew Willan and Professor Simon Eckermann

With guest presenter:

Professor Tim Coelli

Suitable for:

Evaluators of health technology assessment, health economists, pharmaco-economists, applied micro-economists, decision and policy makers and clinicians and researchers undertaking economic studies in clinical trials.

“The content is perfect, the interaction with teachers very good. Fantastic course!” Oxford course delegate, 2009

Numbers are strictly limited. Earlybird booking discount available.

Following a 5-star rating from the 2009 workshop conducted at the University of Oxford, UK, this popular course returns to Australia in 2010.

The course is based on internationally recognised methods as published by Professors Willan and Eckermann for optimal decision making in research design, health technology assessment (HTA) and practice and the book “Statistical Analysis of Cost-Effectiveness Data” by Professors Willan and Briggs.

At the conclusion of the course, participants will have learnt the principles and practical methods to:

1) Apply health economic methods to undertake robust health technology assessment and translate evidence (Willan and Briggs, 2006; Eckermann, Briggs and Willan, 2008; Eckermann, Coory and Willan, 2009);

2) Design research and grants to inform policy relevant decision making (Willan and Pinto, 2005; Eckermann and Willan, 2007, 2008a, 2008b, 2009; Willan, 2007, 2008; Willan and Kowgier, 2008; Willan and Eckermann, 2009);

3) Undertake performance and technology assessment in practice consistent with the principles of maximising net benefit underlying evidence based medicine (Eckermann, 2004; Eckermann, Briggs and Willan, 2008; Eckermann and Coelli, 2008).

Course materials provided include a comprehensive manual with tutorials and electronic templates in Microsoft(R) Excel to enable application of the methods in practice.

The workshop format is seminar and tutorial based presenting from first principles methods for optimal decision making, demonstrating the importance of considering each of the above points and their interaction. Best current methods covered include:

  • Construction and interpretation of cost effectiveness acceptability (CEA) and expected net loss (ENL) curves and frontier and their interpretation;

  • Optimal trial research design allowing for real world decision context, including time, opportunity costs and option value of delay, VOI across jurisdictions and implementation;

  • Comparing efficiency of health care providers in practice consistent with maximising expected net benefit.

Since 2005, in excess of 170 participants from policy, epidemiological, clinical, statistics and health economic backgrounds have successfully undertaken the course, including researchers and policy makers from the UK, Canada, Australia, USA, Japan and Korea, the Pharmaceutical Benefits Advisory Committee (PBAC) (Australia) and PBAC economic sub-committee, industry analysts and decision makers.

Further details on the course presenters, background, aims, content and references as well as the venue are available at http://clinicalchange.flinders.edu.au/courses.html.

Enquiries and registration for the workshop can be directed to Vicki Preston (+61 (0)8 8275 2859 or vicki.preston@flinders.edu.au). Please note that availability is strictly limited to 25 participants.

Research on Connections between Health and SES Using PSID Data, Panel Study of Income Dynamics

Location: Ann Arbor, Michigan, US
Venue: Survey Research Center, Institute for Social Research, University of Michigan
Conference date: September 2010

Purpose

Between 10-20 papers will be presented at a conference to be held in Ann Arbor, MI in September 2010.

Background

The PSID has followed the same families and their descendents since 1968, for 36 waves as of 2009, making it one of the premier datasets for generational analysis. When study participants leave a family to start their own household, such as when adult children move out on their own, the new family unit is added to the Core Panel and interviewed. Children born to or adopted by sample members become part of the study population and are followed over their lives. This practical sample design supports both intra- generational and inter-generational life course models. For example, there are many thousands of unique sibling pairs in the core PSID and 925 in the Child Development Supplement (CDS) alone. In 2007, about 4,300 ‘Heads/Wives’ had a sibling who was also a ‘Head/Wife’ in 2007. Moreover, there are currently ample data on up to three generations of the same family, allowing the analysis of child-parent models, parent- grandparent models, and child-grandparent models. For example, in the 2007 wave, there are about 4,500 ‘Heads/Wives’ who have parents who are also ‘Heads/Wives’, more than 1,100 ‘Heads/Wives’ who have grandparents who are also ‘Heads/Wives’, and about 1,000 ‘Heads/Wives’ who have both parents and grandparents who are also ‘Heads/Wives.’

The information collected on socioeconomic status and health is substantial. Extensive information on income, education, and employment has been collected in most waves since the survey began in 1968. A supplement in 1986 included substantial information on health which was expanded and included in every wave starting in 1999. A summary of the health data in the PSID is available at the PSID website: http://psidonline.isr.umich.edu/data/

Goals of Conference

The goals of the conference are to bring together scholars in the area of health and SES to generate additional scientific and policy-relevant findings, facilitate future collaborations including NIH proposal submissions, and provide feedback to PSID about possible needs for content changes and/or future data collections. Papers will be considered for publication in a refereed special issue of the B. E. Journal of Economic Analysis & Policy. More information about the journal can be found at: http://www.bepress.com/bejeap/.

Listed below are some examples of topics, intended for illustrative purposes. This is not a comprehensive list of possible topics.

  • Establish the differences in the relationships between health and socioeconomic status among adult siblings - and between parents and adult children - across the life course, and elucidate the various mechanisms accounting for these relationships;
  • Estimate models of transmission in education, economic status, and health status across two and three generations, including an examination of endogenous family structure;
  • Examine generational differences in factors affecting the retirement decision, including socioeconomic and health factors;
  • Examine the transitions and/or spells in health insurance coverage and their relationship to other transitions;
  • Examine the effects of events early in the life course on later-life outcomes;
  • Investigate the role of neighborhood factors on health.
