An Introduction to Measuring Efficiency in Public Sector Organisations: Analytical techniques and policy

  • This four-day course will be held at the Centre for Health Economics, University of York, UK, on 8th to 11th March 2011.
  • Presenters: Chris Bojke, Adriana Castelli, Silvio Daidone, Rowena Jacobs and Andrew Street.
  • Learn the techniques and applications for stochastic frontier analysis and data envelopment analysis: advanced tools for measuring relative efficiency in the public service sector.
  • Appropriate content for researchers, analysts in central and local government, and PhD students.

This intensive workshop will provide an introduction to the use of techniques for measuring the relative efficiency of public sector organisations. The two measurement tools concentrated on will be Stochastic Frontier Analysis (SFA), which is a form of econometric model, and Data Envelopment Analysis (DEA), which is a form of linear optimisation.

Areas to be covered include:

  • the context and purpose of productivity and efficiency measurement;
  • the economic theories underpinning efficiency measurement techniques;
  • how to conduct analysis;
  • the similarities and differences between techniques and;
  • the interpretation and application of results to support policy objectives.

The workshop will introduce participants to computer software (including Limdep, Stata, DEAP, and Frontier Analyst) with which they will be able to apply the techniques to data during practical sessions. Throughout the workshop there will be a strong focus on the policy interest in these techniques.

The presenters have worked extensively in this area and will guide participants through the potential pitfalls of measuring efficiency using case studies and practical examples.

18th annual RAND Summer Institute (RSI)

RAND is pleased to announce the 18th annual RAND Summer Institute (RSI), which will take place in Santa Monica, CA, July 11-14, 2011. The RSI consists of two conferences addressing critical issues facing our aging population: a Mini-Medical School for Social Scientists (July 11-12) and a workshop on the Demography, Economics and Epidemiology of Aging (July 13-14). The primary aim of the RSI is to expose scholars interested in the study of aging to a wide range of research being conducted in fields beyond their own specialties.

The Mini-Med School focuses on biomedical issues relating to aging and should be of interest to all non-medically trained scholars regardless of background. Topics will be drawn from the diverse fields of biomedicine, including biology, genetics, patient care, psychiatry, and other areas. Expert clinicians and researchers will provide participants with insight into the science of aging and a greater understanding of relevant medical issues.

The Workshop on Aging is targeted to pre- and post-doctoral students and junior faculty, and to more senior researchers new to aging research.
It will consist of four half-day sessions with topics drawn from research areas in the social sciences, including discussions of savings, disability, and quality of life issues. In each session, leading experts will discuss the state of the literature, integrating results from their own research and supplementing these overviews with more detailed analyses of specific topics.

We invite all interested researchers to apply to attend the 2011 RSI. Applicants may apply for fellowship support to pay for registration, travel, and accommodations. The tenth edition of the Journees Louis-Andre Gerard-Varet will take place in Marseille on June 20-21-22, 2011

Launched in 2002, this yearly conference aims at encouraging production and diffusion of high quality research in public econom- ics, with a special emphasis toward results that clearly contribute to shed light on various aspects of “real world ” public decision making. In this sense, this conference is in the spirit of the project of developing the Institut d’Economie Publique (IDEP) to which Louis-Andre Gerard -Varet devoted the last years of his life.

The contributed papers will be selected out of the submissions received. These submissions, which should at least take the form of a four pages abstract or, much preferably, of a version of the complete paper, must be received no later than March, 15 th 2011 by the scientific committee. A decision will be communicated to submitters no latter than April, 15th 2011.

The overall theme of this conference is “Toward universal health coverage in Africa”. Universal coverage is understood to mean providing financial protection against health care costs for all as well as ensuring access to needed health care for all.

Abstracts must be submitted by 31 August 2010 to john.ataguba@uct.ac.za and copied to afhea08@gmail.com. They will be reviewed by the AfHEA conference Scientific Committee, which includes representatives from a wide range of African countries and is chaired by Prof. Di McIntyre of the University of Cape Town. Equity is an important issue to champion for, and is far for been overcome by governments, international or global institution, or academia. However nobody disagrees with it because is too broad. Systematic Review and Meta-analysis of Direct, Indirect and Mixed Treatment Evidence

The Health Economics Appraisals Team (HEAT) at the University of Glasgow are pleased to announce a three day course on conducting systematic reviews and meta-analyses.

In addition, participants will learn the important aspects of network meta-analysis, going beyond traditional pairwise techniques when comparing multiple treatment options.

The course is suitable for clinicians, health service researchers and other healthcare professionals who are involved in systematic reviews and meta-analyses as a piece of independent work or an integral part of a health technology assessment.

Participants should have knowledge of basic medical statistics. A basic appreciation of research design would be helpful, as would basic knowledge of Stata and WinBUGS. A one day introduction to Stata is available on 12 April for those less familiar with the software.

This year’s meeting will take place between the 17th and 19th of August at University of Southern Denmark (SDU), Odense

Papers on all topics within health economics are welcome. The submitted papers can be reports on completed studies or work in progress.

The conference language is English.

If you are interested in presenting a paper at the meeting, please submit a title and an abstract (up to 250 words) of the proposed content, with some indication as to the nature of the piece and techniques expected to be used (e.g., econometrics, theoretical modeling, economic evaluation, etc.).

The deadline for abstracts is April 16th.

Please submit your abstract by email if possible, as text in the body of the email message (not as attachment). Abstracts will be available on the conference website to allow for a more informed choice for those interested in discussing a paper.

The deadline for full papers will be June 23rd.

Please note: The deadline will be strictly enforced - papers not submitted in time will be considered withdrawn from the conference. The Society for Medical Decision Making is soliciting proposals for Oral and Poster Abstracts to be presented at the 2011 Annual Meeting being held Sunday, October 23, 2011 through Wednesday, October 26, 2011.

The annual meeting offers on average a total of 75 Oral Presentations. The meeting is structured to offer multiple Concurrent Oral Sessions under which each session will have up to 6 presentations. Oral presentations are scheduled in 15 minute blocks and grouped in categories that are listed below. The top rated oral abstracts will be presented on Monday following the Keynote Presentation. Poster sessions allow attendees to delve into and discuss the specifics of an abstract with the author in a one-on-one or small group setting. Approximately 240 posters will be presented, 60 in each of 4 sessions.

All accepted oral and poster abstracts will be published online in Medical Decision Making, SMDM’s peer-reviewed scientific journal.

Second Annual Midwest Health Economics Conference (MHEC)

The purpose of this invitational conference is to present and promote active exchange and discussion of the latest health economics research among senior and junior economists. Ten papers will be accepted for presentation. The conference will consist of a full day of presentations on Thursday, May 19 and a half-day of presentations on Friday, May 20. While submissions are invited from any geographical location, preference will be given to presenters from the Midwestern region of the United States.

The Programme:

This series of workshops provides a forum for the development and dissemination of applications of econometrics and other quantitative methods in health economics. The 2011 workshop will take place at the University of York in the UK. As in previous years, the number of participants will be limited to around 50 to avoid the need for parallel sessions. The programme will consist of 14 papers. Each paper will be allocated an hour, made up of a short presentation by the authors, followed by a response from a nominated discussant and a general discussion. Papers will be circulated in advance and taken as read. Participants will be expected to attend the whole meeting and it is hoped that all participants will play a role as author, discussant or chairperson.

Selection Of Papers:

Papers for the 2011 Workshop will be selected on the basis of full papers. The deadline for submitting papers is 1 June 2011. Authors will have the opportunity to submit their papers for publication in the “workshop issue” of Health Economics, and it would be helpful if papers are prepared according to the journal’s notes for contributors.

The York Expert Workshops are now in their 18th year. Over this period, decision-makers’ demands for information on the cost-effectiveness of health technologies have become more extensive and more sophisticated. At least 7 European countries and several managed care groups in the USA now require formal submissions of economic data as part o f the reimbursement process for medicines.

In order to keep pace with these developments, the York Expert Workshops programme is frequently updated, ensuring continued success. Several years ago our Advanced Workshop was extended from 3 to 5 days and structured according to the main steps necessary to generate estimates of cost-effectiveness for a specific decision-maker, such as a reimbursement agency or health care payer. The Advanced Workshop goes beyond the exposition of general principles and includes detailed discussion of the analytic approaches required to compile an economic dossier, using a mixture of presentations, tutored sessions and practical exercises.

Our 3-day Quality of Life Workshop provides a detailed introduction to the theory and practice of quality of life measurement with particular emphasis on its use in economic evaluation.

Twentieth European Workshop On Econometrics And Health Economics

The Programme:

This series of workshops provides a forum for the development and dissemination of applications of econometrics and other quantitative methods in health economics. The 2011 workshop will take place at the University of York in the UK. As in previous years, the number of participants will be limited to around 50 to avoid the need for parallel sessions. The programme will consist of 14 papers. Each paper will be allocated an hour, made up of a short presentation by the authors, followed by a response from a nominated discussant and a general discussion. Papers will be circulated in advance and taken as read. Participants will be expected to attend the whole meeting and it is hoped that all participants will play a role as author, discussant or chairperson.

Selection Of Papers:

Papers for the 2011 Workshop will be selected on the basis of full papers. The deadline for submitting papers is 1 June 2011. Authors will have the opportunity to submit their papers for publication in the “workshop issue” of Health Economics, and it would be helpful if papers are prepared according to the journal’s notes for contributors.

International Society for Equity in Health 6th International Conference: Making Policy a Health Equity Building Process

Equity is an important issue to champion for, and is far for been overcome by governments, international or global institution, or academia. However nobody disagrees with it because is too broad. We would like to provide more detail, be more specific and, at the same time, offer a multi disciplinary look. Following this, we intend to “qualify” equity, defining a series of key topics:

The Society for Medical Decision Making is soliciting proposals for Oral and Poster Abstracts to be presented at the 2011 Annual Meeting being held Sunday, October 23, 2011 through Wednesday, October 26, 2011.

The annual meeting offers on average a total of 75 Oral Presentations. The meeting is structured to offer multiple Concurrent Oral Sessions under which each session will have up to 6 presentations. Oral presentations are scheduled in 15 minute blocks and grouped in categories that are listed below. The top rated oral abstracts will be presented on Monday following the Keynote Presentation. Poster sessions allow attendees to delve into and discuss the specifics of an abstract with the author in a one-on-one or small group setting. Approximately 240 posters will be presented, 60 in each of 4 sessions.

All accepted oral and poster abstracts will be published online in Medical Decision Making, SMDM’s peer-reviewed scientific journal.

Oral and Poster Abstract Submissions will be accepted from Monday, February 7, 2011 through Friday, May 6, 2011.
