- Objective of Award
- To recognize excellence in the field of health economics. Award to be presented to author or authors of paper judged to be the best paper published in health economics in English in award year.

Committee

- Composition of Committee
-
- Committee will be composed of 18 members, including a Chair and Co-Chair.
- Members of the Committee will be appointed for staggered 3 year terms with three class years, 6 members for each year.
- The Chair and the Co-chair will serve for a term of three years each.
- Other Committee members may be re-appointed for one additional term.
- All members of the Committee, regardless of their period of service, are eligible to serve as Chair or Co-Chair.
- All terms will end at the end of the calendar year.

- Nomination procedure for Committee and Chair and Co-Chairs

- Nominations for the committee will be made by a nominating committee composed of the Chair, Co-chair and a representative selected by the iHEA board.
- Suggestions for committee will be invited from existing committee members and iHEA board.
- Nominations to the Committee will be presented for approval by the iHEA board.
- Nomination for the committee will be based on individuals' research record and contribution to the field of health economics and their willingness to actively participate in the review of papers.
- The Chair and Co-chair will be selected by the iHEA board.

Nomination and Review Process

- Nomination of Papers
-
- In January and February of each year, Committee members, journal editors and the general membership of iHEA will be invited to nominate articles published in the previous year for consideration by a deadline date.
- Announcements of the award inviting nominations will also be placed iHEA news letter, HE, JHE and JEP and other journals as deemed appropriate by the chair and co-chair.
- Self-nominations as well as nominations by others are acceptable.
- Except for those individuals from whom nominations are specifically requested (Committee members and editors), nominations should be accompanied by a copy of the paper and a brief cover letter.
- Papers should be in English.

- Review Process

- Copies of submitted articles will be collected by the Chair.
- If the number of nominations is large in relation to the maximum number deemed feasible for the committee review (typically 10-15), the chair and co-chair will conduct a preliminary review of the nominated papers and select a subset of papers for review by the committee.
- Copies of articles selected for review will be sent out to committee members along with ballots to vote on articles.
- Ballot form will be determined by the Chair and Co-chair in consultation with the Committee. In the event of a dispute, matter will be referred to iHEA Board.
- Committee members will be asked to evaluate articles and return ballots by a fixed deadline data (e.g. six weeks after receipt).
- Committee members who have a potential conflict of interest because they have a paper nominated will be asked to recluse themselves.
- In the event the Chair is reclused, the Co-chair will assume the Chair's functions. In the event both the Chair and Co-chair are reclused, the iHEA board will appoint an acting Chair.
- Following deadline for receipt of ballots, the Chair will tally results in consultation with the Co-Chair.
- If there is one article which is a clear winner, this article will be selected for the award. If vote is close, a runoff will be held.
- The Chair and Co-Chair will not participate in either initial or run-off votes.
- In the event of a run-off, the paper with the most votes will win.
- In the event of a runoff in which there is a tie, the Chair has the responsibility to cast a tie-breaking vote.
- The iHEA Board will have final authority in the event of any disputes which may arise in the committee regarding the selection of a winner.
- Award is for "best paper," rather than a career award, and may be awarded to same individual or individuals more than once.

- Presentation of Award

- In years in which there is a iHEA meeting, Award will be made at meeting. If not, the award will be made at the ASSA/AEA meetings.
